Mekotex Pvt Ltd is a composite textile unit, engaged in wide ranging of textile products. The Company is undergoing major expansion to meet its growing product demand. With acquisition of more land and machinery we have modernized our power generation capacity by installing the state-of-art brand new Gensets. 2. With new acquisition of machinery our production capacity has increased many folds while our generation capacity has become more efficient and reliable we are in a position to supply continuous and uninterrupted power to own units as well as the HESCO grid. 3. The Company has been granted generation license vide letter at reference above. Pursuant to section 10(2) of regulation dated 199 0 we hereby apply for modification in said license. -7 Di 4. PETITION FOR LICENSE PROPOSED MODIFICATION OF LICENSE NO SGC/47/2009 Mekotex Pvt Ltd 1. Leaal basis MEKOTEX Pvt Ltd in pursuance of inter alia, regulation 10(2) of the regulation 1999 and other applicable provisions of the regulation of Generation and Transmission and Distribution of Electric power act 1997, rules, regulations and applicable documents submits this license proposed modification application in respect of its subject generation license. Under section 15 of the regulation of generation, transmission and distribution of electric power act 1997; NEPRA awarded a Generation License to Mekotex Pvt Ltd for its Generation facility located at Plot D 15 KOTRI in Province of Sind. 2. MEKOTEX PVT LTD REQUEST FOR MODIFICATION IN LICENSE NO SGC/472009 DATED 12 MAY 2009 1. The Company MEKOTEX private Ltd is already in possession of NOC issued by SSGC to sell surplus power as per SSGC letter no Sales/NOC-PG-856/2009 dated 16 Mar 2009 and Mo Petroleum & NR letter no NG(1)-7(177)/08 dated 8 April 2008. Necessary amendment/addition in NOC was affected as per changes in GSA. The company is one of the largest denim producing unit in country and is constantly expanding in double digit figure utilizing all its

allocated gas for self consumption. However due variation in load utilization due multiple factors company has surplus power which can be put to a better use thereby reducing burden on national grid. MEKOTEX is using heat recovery technology to obtain maximum thermal energy. Till very recently the surplus power produced by MEKOTEX was dispatched to HESCO on take-and-pay basis which greatly helped HESCO in managing load shedding on local grid. 2 Pursuant to proposed change in Prime movers following parameters of the license are required to be modified and incorporated. Statement of impact on Tariff There shall be no impact on the tariff, quality of service and performance by the licensee 4. Impact on the obligations of the Company under license There shall be no impact on obligations of the company under license regulation 10(2) 5. Rationale for proposed modification The proposed modification is required be to incorporated due change of prime movers of higher capacity affecting higher delivery of electrical output.

PRAYERS In view of foregoing it respectfully prayed that proposed changes be authorized in our license and same may read as integral part of this modification petition. The Company remains committed to execute its legal and lawful bindings.

(herein after referred to as the `Company'), holding CNIC # 42201-2122052-3 be and is hereby authorized individually to sign, apply, negotiate, deposit fees and submit documents / License proposed modification with the National Electric Power Regulatory Authority in the matter of enhancement of power generation from 5.0 MW to 15.0 MW. Shoaib Majeed, Director of the Company is hereby authorized and empowered to do all other things, acts and deed necessary / incidental and to take any and all steps as he deems expedient for the above said purpose.
