PRESENTATIONS There were no presentations. CONSENT CALENDAR 1. Approval of Minutes for January 13, 2015 Regular Meeting. 2. Approval of Minutes for April 14, 2015 3. Accept Recreation Division Monthly Activity Report 4. Accept Park Maintenance Monthly Activity Report Commissioner McNamee made a motion to approve the minutes for the Regular Meeting of January 13, 2015, with a second by Commissioner Brady. Commissioner Pat Brady made a motion to accept the Minutes of the Regular Meeting for April 14, 2015, and the Recreation Division and Park Maintenance Activity Report, with a second by Commissioner Sommer. The motion passed with a unanimous vote. UNFINISHED BUSINESS

NEW BUSINESS (Agenda Items moved at meeting by Chair) 1. Facility Use Request by the Lompoc Valley Chamber of Commerce to utilize Centennial Square for the Olde Town Market event on Friday nights from July 10, 2015 through August 21, 2015 Written Report by Mario Guerrero, Jr., Ken Ostini with the Lompoc Chamber of Commerce has requested the use of Centennial Park every Friday night for the 2015 Olde Towne Market Event from 3:00 pm - 7:00 pm for the purpose of conducting the summer market. The actual event hours are from 5:00 pm - 7:00 pm. The event will take place starting July 10 th through August 21 st, 2015. The Chamber is expecting 300-500 people per day. This event will feature food booths, two wine tasting opportunities, live entertainment and information booths. All details are status quo to previous years. Staff recommends approval based upon the report presented. 1) Ken Ostini shared with Commission that the event will be similar to the year prior, with Cypress Avenue remaining open. Danny Lara requested that the portable toilet be stationed by the Southern California Gas Company building, as indicated in the conditions of use. Mr. Ostini is requesting that it be approved for placement at the Pocket Park this year, in which Danny Lara replied yes. MOTION: Commissioner Pat Brady made a motion to approve the request, with a second by Commissioner Craig McNamee. The motion passed with a unanimous vote. 2. Facility Use Request by the Lompoc Chamber of Commerce Military Affairs Committee to utilize Centennial Square for Saturday, July 4, 2015 for the Annual 4 th of July Old Fashioned Picnic Event Written Report by Mario Guerrero, Jr., Ken Ostini is requesting usage of Centennial Square on Saturday, July 4, 2015 for a 4 th of July Old Fashioned Picnic. This activity includes a bicycle parade walk from the Veterans Hall to the Park, a BBQ provided by the Lompoc American Legion, entertainment provided by the Star Spangled Ensemble of Lompoc Pops, children s games and snacks provided by the Lompoc Museum. The expected attendance for this event is 500 throughout the afternoon. All details are status quo to previous years. Staff recommends approval based upon the report presented. 1) Ken Ostini stated that the event is recognizing military, and is a fun kid event with patriotic music and food. Commissioner

Sommer asked Staff why there are different deposits for Centennial Park. Mario Guerrero Jr. replied the deposit amount is based on the nature of the event and the difference in traffic. Mr. Ostini also shared since it is City sponsored event that they do not incur fees as other rentals would. Commissioner Sommer suggested that in the future perhaps there can be an alliance of vendors who can pay for fees, such as the alcohol permit fee. MOTION: Commissioner Sommer made a motion to approve the request, with a second by Commissioner Brady. The motion passed with a unanimous vote. 3. Facility Use Request by the Lompoc Valley Festival Association to utilize the Old Section, East Side of Tennis Courts, Tennis Courts, Athletic Fields and the Parking Lot at Ryon Park on Thursday, June 18, 2015 through Monday, June 29, 2015 for the Annual Flower Festival Written Report by Mario Guerrero, Jr., The Lompoc Valley Festival Association is requesting the use of Ryon Park for the Annual Flower Festival. The dates requested are June 18, 2015 June 29, 2015. The actual event will be from Wednesday, June 24, 2015 through Sunday, June 28, 2015. This year, the carnival rides will utilize the same layout as it did for the Spring Fest. All other details are status quo to previous years. Staff recommends approval based upon the report presented. 1) John Keth provided Commission a layout of how the event will be set up. Mr. Keth explained moving the carnival rides works out better for the patrons. MOTION: Commissioner Sommer made a motion to approve the request, with a second by Commissioner Brady. The motion passed with a unanimous vote. WRITTEN COMMUNICATIONS There were no written communications for this meeting. ORAL COMMUNICATIONS (2 Minutes Maximum): There were no oral communications for this meeting. COMMISSION REQUESTS, COMMENTS, AND MEETING REPORTS 1. Commissioner Brady s request for a review of adopted Resolution 11-1 Oral Report by Mario Guerrero, Jr.,

At the Regular Meeting of March 9 th, Commissioner Brady requested that a refresher of parks fees and policies be provided. Mario Guerrero Jr. provided Commissioners with the most recent approved Resolution 11-1, which was approved by Commission on February 9, 2011. Commissioner Brady stated that updates are needed. Mario Guerrero Jr. also suggested that an Ad-Hoc Committee be formed to further discuss and evaluate any recommendations and changes. Commissioner Brady agreed, and would like to have it listed as an agenda item for the July Parks & Recreation Commission Meeting. 2. Commissioner Sommer stated that as the current Chair of the Lompoc Disc Golf Committee, he believes that if a fee was required to play at the Beattie Park Disc Golf Course, it would be accepted and would generate money to be used for updates at the park. He went on to say that it is a growing sport, and other facilities have assessed fees for their courses. 3. Commissioner Coggin shared with Commission that she and a couple other Commissioners attended the opening for the Bike Skills Park. Mario Guerrero Jr. also shared that if anyone knows anyone who is interested in volunteering, they can direct them to pick up an application at the Anderson Recreation Center. STAFF PRESENTATIONS AND ANNOUNCEMENTS Announcements: 1. Dirk Ishiwata shared that he will be working on a feasibility study regarding mountain bike trails by Ken Adam Park and will report back with the results. 2. Commissioner Sommer asked staff the cost to repair the fitness trail at Beattie Park. JoAnne Plummer replied that both she and Danny Lara looked into it and the number was in the $30,000 range. They both stated they continue to look for grants that they could apply to minimize the purchase and installation. 3. Danny Lara shared that the current water restrictions may bring on complaints, and he has been advised that all complaints will be directed to Dirk Ishiwata. They are doing the best they can with watering sports fields. 4. Chad Dawson announced that the Kiwanis Track and Field Meet was a success, and announced that a new indoor soccer arena league will begin in June. 5. JoAnne Plummer reported on the Senior Expo that took place on May 15 th, and was greatly attended. She also went on to say the Summer brochure is being distributed with new programs listed to include the return of Movies under the Stars, 4 th of July Spectacular, and Lompoc Youth Theater s Fiddler on the Roof Jr. Summer Drop in will return again, and will be fee based again as it was last year. Commissioner Coggin asked how the 4 th of July will be funded. JoAnne replied donations are coming in and also the fireworks sales have contributed. 6. JoAnne Plummer announced the revealing of the Creative Crosswalk winners will be held on Wednesday, May 27 th and RSVP s are currently being taken at the Anderson Recreation Center.

ADJOURNMENT Seeing no further business, Commissioner Pat Brady made a motion to adjourn the Parks and Recreation Commission Regular Meeting at 8:20 pm, with a second by Commissioner Craig McNamee to a Regular Meeting on Tuesday, June 9, 2015 at 7:00 pm at the Dick DeWees Community & Senior Center, 1120 West Ocean Avenue.
