American position on an expansion of the Security Council is evolving to favour India s permanent membership without the power of the veto. We took combative position and stated that there was no change in India s stand that it should have the same obligations, responsibilities and prerogatives as the existing permanent members of the Security Council. India seemed unaware that it had, together with the others in G-4 (Brazil, Germany and Japan), conceded that veto should not be an issue, at least for the present. The new candidates were only demanding the same veto power for themselves, and the U.S. and other permanent members were firm in rejecting such demands. Ms. Haley s statement opens up the possibility of permanent membership for India without veto.

Now, applications will be vetted by a permanent committee known as the Committee for Designation of Senior Advocates that will publish the names of candidates on the respective courts websites to ensure transparency. Centre s envoy to hold talks on J&K The Centre has appointed former Director of Intelligence Bureau, Dineshwar Sharma, as its representative to hold dialogue on Kashmir issue. Home Minister Rajnath Singh said, the government wants to initiate a sustained dialogue to find a solution to the issue. Mr Sharma will be free to talk to all stakeholders. He is retired IPS officer He is apolitical and has a thorough understanding of security situation of J&K Chief Minister of Jammu and Kashmir Mehbooba Mufti said dialogue is a necessity of the hour and the only way to go forward. Prime Minister's Independence Day Address in which he had said that problems in the state can be solved by embracing the people and not by bullets or abuses.

The Supreme Court today indicated that it may revise its order of 1st December last year making the playing of national anthem in cinema halls mandatory before screening of a movie. The court hinted that it may replace the word "shall" with "may". A bench, comprising Chief Justice Dipak Misra and Justices A M Khanwilkar and D Y Chandrachud also said the Centre has to take a call in the matter. The bench said this when Attorney General K K Venugopal, appearing for the Centre said the national anthem needs to be played in cinema halls to bring in uniformity in this diverse country.
Paika Bidroha to be named as 1st War of Independence The Paika Bidroha (Paika rebellion) of 1817 will find a place in the history books as the First War of Independence from the next academic session, HRD Minister Prakash Javadekar said on Monday. Paikas were peasant militia under the Gajapati rulers of Odisha who rendered military service to the king during times of war. They rebelled against the British rule under the leadership of Bakshi Jagabandhu Bidyadhara as early as 1817. Earlier, Odisha Chief Minister Naveen Patnaik had, in a letter to the Centre, urged that it should recognise Paika Bidroha as the First War of Independence against the British rule as it took place four decades before the 1857 Sepoy Mutiny, which has so far been regarded as the First War of Indian Independence.
Explain action in Bilkis case: SC Bilquis Bano was gang-raped in March 2002. At the time, she was pregnant. The gangrape survivor lost seven of her family members in the aftermath of the Godhra train burning incident. The Supreme Court today asked the Gujarat government to apprise it within four weeks whether any departmental action had been initiated or taken against the police officers whose conviction was upheld in the Bilquis Bano gangrape case. A bench headed by Chief Justice Dipak Misra allowed Bilquis to file a fresh appeal seeking enhancement of the compensation earlier granted to her in the case that had taken place during the 2002 Gujarat riots. She has sought grant of adequate compensation and initiation of departmental action against the errant police officers.

Should we pray before EC: Cong. Chief Election Commissioner, A K Joti, has rejected the Opposition charge that the poll panel is working under the pressure of the ruling party, BJP. Mr. Joti said the Commission does not meddle in poll campaign and asserted that no special preference is being given to any political party. Mr. Joti said multiple factors, including weather, came into play while deciding on conducting elections in Himachal Pradesh ahead of Gujarat. He said political parties and the state administration in Himachal Pradesh had requested to conduct polls before mid-november as there is a possibility of snowfall in three districts of the state. Mr Joti said the Commission will plan poll schedule in Gujarat in a way that the outcome of elections in Himachal Pradesh should not affect voting in Gujarat.
IS killed 116 civilians in 20 days In Syria, 65 bodies of civilians have been found in a central Homs town, retaken by government forces from Islamic State group. The Britain-based Syrian Observatory for Human Rights says, most of the people were killed during the militant group's three-week seizure of the town. Syrian government regained control of the town on Saturday. Meanwhile, Jordan and the Kingdom of Bahrain have welcomed the liberation of Syrian city of Raqqa from Islamic State. They termed it is an important step in the fight against terrorism. On Friday, US-backed Forces declared total liberation of Raqqa, which was the de facto capital of IS for more than three years.
Paryatan Parv Home Minister Rajnath Singh has said that tourism sector has a tremendous potential and can contribute a lot in making India a super economic power. Inaugurating the Paryatan Parv - Grand Finale at the India Gate lawns in New Delhi this evening, Mr Singh said, India can become one of the world's top three economies if its potential in tourism is fully harnessed. He said, the Tourism Ministry is aiming to take its contribution to the GDP to 18 per cent in the next five years from the present 9 per cent.
