GOVERNMENT OF THE REPUBLIC OF LITHUANIA RESOLUTION ON APPROVAL OF AN INTERINSTITUTIONAL ACTION PLAN ON DEVELOPMENT COOPERATION 21 September 2016 No 937 Vilnius For the purposes of enhanced inter-institutional coordination on development cooperation, the Government of the Republic of Lithuania hereby r e s o l v e s : 1. 2 APPROVED By the resolution of the Government of the Republic of Lithuania dated 21 September 2016 No 937 INTERINSTITUTIONAL ACTION PLAN ON DEVELOPMENT COOPERATION CHAPTER I GENERAL PROVISIONS 1. The purpose of the inter-institutional action plan on development cooperation (hereinafter the Plan) is to set out the areas and implementing measures in the areas of development cooperation policy 2017 2019, their implementation measures of the Republic of Lithuania (hereinafter Lithuania), to ensure on-going and effective activities of the Lithuanian development cooperation (including coordination), enhanced role of Lithuania, as a reliable and dependable donor country, in the region, European Union (hereinafter the EU), the United Nations (hereinafter the UN), and other international organisations, in international community, and countries benefitting from aid. 2. The plan is based on the Law on Development Cooperation and Humanitarian Aid of the Republic of Lithuania (hereinafter the Law), Lithuanian foreign policy priorities, and taking into account strategic documents of the UN and EU in the field, as well as its international commitments. 3. The Lithuanian activities of development cooperation seeks to contribute to the latest UN 2013 Agenda for Sustainable Development, as adopted by the resolution of the General Assembly of the United Nations (hereinafter the UN GA) dated 25 September 2015 A/RES/70/1 within the countries benefitting from implementing aid (hereinafter the goals of sustainable development). 4. Lithuania, while gradually enhancing development aid, shall take steps to ensure that the official development aid granted by Lithuania is in line with the international commitments of Lithuania (0.33% of gross national income by 2030). 5. In the context of the financial resources dedicated by Lithuania for development cooperation, and practice of development cooperation available, efforts shall be taken to contribute to implementation of the full range of sustainable development goals within countries benefitting from implementing aid, focusing on the following sectoral areas of development cooperation (as the goals of sustainable development are listed in the UN GA resolution dated 25 September 2015 No A/RES/70/1): 5.1. end poverty in all its forms everywhere (goal 1); 5.2. ensure inclusive and equitable quality education and promote lifelong learning opportunities for all (goal 4);

3 5.3. achieve gender equality and empower all women and girls (goal 5); 5.4. take urgent action to combat climate change and its impacts (goal 13); 5.5. promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels (goal 16); 5.6. strengthen the means of implementation and revitalize the Global Partnership for Sustainable Development (goal 17). 6. During implementation of the goals of sustainable development, Lithuania shall seek making use of the best practice accumulated by national and municipal authorities and bodies, non-governmental organisations, as well as businesses, and to share it with the developing countries seeking democratic governance, development of market economy, and integration of international structures. Lithuania shall regularly share its practices in the field of reforms, and shall focus on these when it comes to bilateral development cooperation of Lithuania and its partner countries. 7. In geographical terms of development cooperation, Lithuania shall focus on the Eastern Europe, serving as origin and transit of migration. Attention on the Eastern Europe is based on historic and cultural links to the countries of the region. Lithuania is well aware of the political system, economic, social, and cultural features and specific issues inherent to the neighbouring Eastern countries. 8. In line with the goals of the EU Policy on Eastern Partnership, declarations by summits of Vilnius and Riga, and in view of the previous relations with the EU Eastern Partnership countries, and donorship in respective countries, their needs and their comparative advantages compared to other donor countries, seeking closer integration with the EU, Lithuania shall focus on bilateral aid granted to the neighbouring countries, parties to the association agreements with the EU (including Ukraine, Georgia, and Moldova), including their sections governing comprehensive and complete free trade areas, implementation of these agreements and related reforms, and ensure complete cooperation, as these countries seek to ensure a closer integration with the EU. Lithuania shall seek enhanced publicity of the aid granted to the countries beneficiaries. 9. Lithuania, taking into account the needs of developing countries, its own foreign policy priorities and financial capabilities, is also ready to offer aid to other countries, as included in the list of aid beneficiaries, as drawn by the for Economic Co-operation and Development. 10. Lithuania shall continuously offer humanitarian aid in accordance with the legal principles on humanitarian aid, and in response to applications for humanitarian aid, and international calls announced. Lithuania shall first focus on humanitarian aid, in order to save lives, alleviate their suffering, retention of dignity in case of natural and man-made disasters, or their after-effects, including situations likely to lead to wide-scale crisis, or directly affect Lithuania or the neighbouring region.

In the course of development cooperation, Lithuania shall cooperate with EU authorities, UN and other international organisations while coordinating global efforts to support developing countries. Lithuania shall contribute to the efforts of the international community, offering its support on a multi-lateral basis via EU financial instruments and programmes, international organisations, international financial institutions and funds of the UN, the World Bank group and other organisations and institutions implementing or coordinating development cooperation. 12. Lithuania shall further promote activities intended at public awareness, youth in particular, on the role, goals, and advantages of development cooperation, encourage volunteering, presentation of Lithuanian projects and their outcomes, as well as Lithuanian contribution to the activities of international development organisations and funds. The public will be informed of the policy of development cooperation pursued by the EU and other international organisations and funds, as well as opportunities for Lithuanian entities when implementing the above projects. 13. Lithuania shall urge national and municipal authorities and bodies, nongovernmental organisations, as well as businesses to take a stronger involvement in bilateral, European, and international projects on development cooperation targeting exchange of best practices involving foreign partners. 14. Lithuanian national and municipal authorities and bodies shall be regularly called on to take part in the projects under EU Town Twinning programme, enhancing administrative and institutional capabilities of partner States. The activities shall be coordinated by the Ministry of Foreign Affairs of the Republic of Lithuania. 15. Ministries, bodies subordinated to the ministries and management areas of the ministers, other national and municipal authorities and bodies or organisations, not involved in the implementation of the Plan, shall regularly implement activities of development cooperation, focusing on the areas of development cooperation included in the Plan, when carrying out relevant measures of strategic, annual or other planning documents. 16. The authorities in charge of implementation of the measures included in the Plan shall ensure that any publicity on the measures of the Plan implemented shall employ a logo Lithuanian development cooperation. The logo shall be approved by the Minister of Foreign Affairs. 17. Implementation of the plan shall be coordinated by the Ministry of Foreign Affairs of the Republic of Lithuania.
