0 0 0 0 FORKS TOWNSHIP BOARD OF SUPERVISORS REORGANIZATION MEETING TUESDAY, JANUARY 0, 00 :00 PM Opening of Meeting: Karl Kline called the Reorganization Meeting to order at :00 PM on this date. Meeting Generalities: The Annual Re-organization Meeting was held at the Forks Township Municipal Building, 0 Sullivan Trail, Easton, Pa., Northampton County. The following Board Members were present: John Ackerman, Donald Miller, David Hoff, Bonnie Nicholas, and C. David Howell. Also in attendance were: Cathy Kichline, Karl Kline, Greg Dorney, Tim Weis, Gary Sandt, Jim Farley, and Barbara Bartek. Karl Kline introduced the Honorable President Judge, Robert Freedberg, who was present to perform the swearing in ceremony. Judge Freedberg stated he is a Township resident and appreciates the opportunity to perform the ceremony this evening. Swearing In Ceremony: The following elected officials were sworn into office this date by Judge Robert Freedberg: C. David Howell Supervisor (-yr Term) 0 June Vail Real Estate Tax Collector (-yr Term) 00 James Craig Auditor (-yr Term) 00 All those in attendance congratulated the newly elected officials. Executive Session: Immediately following the swearing-in ceremony an Executive Session was called at :0 PM. The Board returned from the Executive Session at : PM. Karl Kline reported the purpose of the Executive Session was to discuss a personnel matter. No action was taken by the BOS during the Executive Session. At this time, the Township Manager informed the Chairman that Police Chief Dorney was called out by his department. Prior to the Reorganization, John Ackerman requested all those present to stand and recite the Pledge of Allegiance. ****************************************************************************** Reorganization: Bonnie Nicholas moved to appoint John Ackerman as CHAIRMAN of the Board of Supervisors. Seconded by John Ackerman. Vote Called: Two Ayes only.. Motion Died for lack of action.
0 0 0 0 0 At this time, Karl Kline asked if the BOS had any additional nominations for the position of Chairman. David Hoff then moved to nominate Donald Miller as CHAIRMAN of the Board of Supervisors. Seconded by C. David Howell. Vote Called: Two Ayes, David Hoff and C.David Howell; Two Nays, John Ackerman and Bonnie Nicholas. One Abstention, Donald Miller (Donald Miller stated he would not cast a vote for himself). Motion Denied. Karl Kline then stated there must be three votes, and at this time there is not a sufficient number of votes, and asked the BOS if there were any additional nominations. C. David Howell then moved to nominate David Hoff as CHAIRMAN of the Board of Supervisors. Seconded by Donald Miller. Vote Called: Two Ayes, Donald Miller and C. David Howell. Two Nays, John Ackerman and Bonnie Nicholas. One Abstention, David Hoff (David Hoff stated he would not cast a vote for himself). Motion Denied. David Hoff moved to nominate C. David Howell as CHAIRMAN of the Board of Supervisors. No second; therefore, motion failed for lack of a second. Karl Kline asked if there were any additional nominations for Chairman. Hearing none, he stated that the BOS was unable to appoint a new chairman this evening, and until action is taken to name a new Chairman, the existing Chairman would serve until his successor is appointed. ** At this time, Karl Kline turned the meeting over to John Ackerman as Chairman of the Board of Supervisors. Bonnie Nicholas moved to appoint Donald Miller as VICE CHAIRMAN of the Board of Supervisors. Seconded by John Ackerman. Vote Called: Two Ayes, John Ackerman and Bonnie Nicholas; Two Nays, David Hoff, C. David Howell. One Abstention, Donald Miller. Motion Denied. David Hoff moved to appoint C. David Howell as VICE CHAIRMAN of the Board of Supervisors. Seconded by Donald Miller. David Hoff moved to appoint PNC BANK and PLGIT as the DEPOSITORIES of Forks Township. Any two () Supervisors and/or the Township Manager's signatures are required for withdraws from the following Township accounts: General Fund, Utility Fund, Escrow Accounts, Tax Accounts, and the Sewer Revenue Fund Account. The Secretary of the Board, and/or the tax Collector and/or the Chairman of the Board of Supervisors (any two signatures) and/or Township Manager's are required on withdraw from the Earned Income Tax Account and

The signature of the Secretary of the Board of Supervisors, who is also Treasurer of the Police Pension Fund, shall be required for withdraws from the Police Pension Fund. Seconded by Bonnie Nicholas. David Hoff moved to appoint Cathy Kichline as TOWNSHIP MANAGER. Seconded by C. David Howell. Vote Called: Three Ayes, C. David Howell, David Hoff and Donald Miller. Two Nays, John Ackerman and Bonnie Nicholas. Motion Carried. Donald Miller moved to appoint Karl Kline as SOLICITOR to cover attendance at all regularly scheduled meetings at an hourly rate of $0.00 per hour. Seconded by Bonnie Nicholas. David Hoff moved to appoint the firm of Keystone Consulting Engineers, Fred Hay as TOWNSHIP ENGINEER at an hourly rate of $.00 (See Fee Schedule attached). Seconded by Donald Miller David Hoff moved to appoint France, Anderson, & Basile, Inc., as the outside auditing firm to audit the Township books/records. Seconded by Donald Miller. Bonnie Nicholas moved to appoint Maryann Kessler as COLLECTOR of the following taxes: Earned Income Tax (Ordinance #); and the Emergency and Municipal Services Tax, in addition to the general office clerical duties. Seconded by C. David Howell. Bonnie Nicholas moved to appoint Anne Bennett-Morse as the ASSISTANT COLLECTOR to the appointed collector of taxes listed above, in addition to the general office clerical duties. Seconded by Donald Miller. Bonnie Nicholas moved to appoint Sandi Rossi as COLLECTOR of Mercantile tax as outlined (Ordinance #), in addition to the general office clerical duties. David Hoff moved to schedule regular BOARD OF SUPERVISORS' Meetings on the first and third Thursdays of each month at :0 PM, with a possible third meeting on the fourth Thursday of the month, also at :0 PM, if necessary with Worksessions to precede the regular meetings by 0 to 0 minutes or to immediately follow the regular meeting.
