Acceptance of Systemic Safety Analysis Report Program (SSARP) Grant and Adoption of Resolution R17-01 Adjusting the FY16-17 Budget 2

Recommendation: It is recommended that the City Council accept the SSARP grant in the amount of $112,500, authorize the Public Works Director/City Engineer to execute required documents as needed, and adopt Resolution R17-01 to make the necessary adjustments to the current fiscal year budget. 5. Authorization to Purchase One Replacement Police Department Motorcycle Recommendation: It is recommended the City Council authorize the City Manager to purchase one (1) Honda ST1300 police motorcycle from Huntington Beach Honda in the amount of $30,649.85. 6. Planning Commission Actions of December 20, 2016 Recommendation: Receive and File. a. Planning Commission Resolution No. 2016-0884; Confirming the Planning Commission s denial of WT-139-15; Wireless Telecommunication Facilities Applications for consideration of two alternative locations for new equipment within the City right-of-way in the alley between Yarmouth Road & Oakley Road or on the northwest corner of Yarmouth Road & Chelsea Road. Crown Castle NG West LLC 300 Spectrum Center Dr., #1200 Irvine, CA 92618 Action: Approved Resolution No. 2016-0884 (3-0 in favor, Kao recused). b. M-1154-16; Consideration of Miscellaneous Applications for walls, fences, and accessory structures exceeding the allowable height at the single family residence located at 2022 Via Cerritos. Lot 4, Block 5, Tract 8043. This project is exempt from CEQA pursuant to California Administrative Code Title 14, Chapter 3, Section 15303. Owner: David Tardiff 219 Marine Ave. Newport Beach, CA 92662 Issam & Lama Ghreiwati Action: Approved the application (4-0 in favor) with standard conditions. c. NC-1579/G-1585/M-1163-16; Consideration of Neighborhood Compatibility, Grading & Miscellaneous Applications for a new single family residence located at 1816 Paseo Del Mar. Lot 24, Block 7, Tract 7542. This project is exempt from CEQA pursuant to California Administrative Code Title 14, Chapter 3, Section 15303. 3

Thus, it shall comply with the City s municipal NPDES permit and requirements set forth in Municipal Code 13.08.060; and 3) Runoff from watershed tributary to the boundaries of the proposed project shall be intercepted and conveyed through the site to the street or an approved drainage easement. d. M-1160-16; Consideration of a Miscellaneous Application for an after-the-fact approval for fencing exceeding the allowable height within the setback adjacent to the street at the single family residence located at 273 Rocky Point Road. Lot 9, Tract 17606. This project is exempt from CEQA pursuant to California Administrative Code Title 14, Chapter 3, Section 15303. Applicant/Owner: Souzan Ardalan Action: Denied the application (3-1 in favor, Welch dissenting). A denial resolution will be prepared and brought back to the Planning Commission for adoption on January 17, 2017. e. NC-1576/M-1165-16; Consideration of Neighborhood Compatibility & Miscellaneous Applications for additions to the single family residence located at 1412 Lower Paseo La Cresta. Lots 2 & 3, Block 6, Tract 8043. This project is exempt from CEQA pursuant to California Administrative Code Title 14, Chapter 3, Section 15303. Owner: Russ Barto 3 Malaga Cove Plaza #202 Palos Verdes Estates, CA 90274 Don & Martha Tuffli Action: Approved the application (4-0 in favor) with standard conditions. f. M-1131-16; Consideration of a Miscellaneous Application for encroachments in the City Parklands at the single family residence located at 1445 Via Coronel. Lot 7, Tract 30905. This project is exempt from CEQA pursuant to California Administrative Code Title 14, Chapter 3, Section 15303. Applicant/Owner: Cyrus & Jessica Irani 4

PUBLIC HEARINGS Action: Approved the application (4-0 in favor) with respect to a portion of the wall that runs east-west adjacent to the drainage swale, and denied the portion of the application with respect to the south west portion of the wall that turns away from the drainage swale with a 5 year abatement period beginning on the date of notification in November 2015. A resolution will be prepared and brought back to the Planning Commission for adoption on January 17, 2017. All persons addressing the City Council during public hearings shall be limited to three (3) minutes for comment, except for applicant and appellants, who shall be limited to five (5) minutes for comment and/or rebuttal. 7. Withdrawal of Appeal of Planning Commission Approval of NC-1568/G-1581/M-1064/M- 1043-16; Neighborhood Compatibility, Grading and Miscellaneous Applications for a New Single Family Residence Located at 1805 Via Arriba. Lot 28, Block 1615, Tract 6884. (This project is exempt from CEQA per California Administrative Code Title 14, Chapter 3, Section 15303) Appellant: Mel and Norma Masuda, 1809 Via Arriba Pritzkat & Johnson Architects, Inc., Redondo Beach, CA 90277 Owner: Jay & Anna Yamamoto Recommendation: The appellants have withdrawn their appeal, therefore it is recommended that the City Council not conduct a public hearing and confirm the action of the Planning Commission to grant the applications with standard conditions and the following additional conditions: a. the existing curb shall be replaced with standard curb. Required street improvements may be modified at the discretion of the City Engineer; b. this project is considered Hillside Residential and shall comply with Municipal NPDES Permit; c. No ridgeline shall exceed an elevation of 311.96. 8. Appeal of Planning Commission Approval of NC-1569/M-1152-16; Neighborhood Compatibility and Miscellaneous Applications for Additions and Remodeling to the Single Family Residence Located at 2012 Via Pacheco. Lots 15 & 18, Block 1290, Tract 7331. (This project is exempt from CEQA per California Administrative Code Title 14, Chapter 3, Section 15303) Appellant: Marian Fukuda, 2008 Via Pacheco Douglas J. Leach, Architect, Redondo Beach, CA 90277 Owner: Caroline Burke Recommendation: It is recommended that the City Council open the public hearing, receive public input, and make a decision on the application. 5

Discussion of City Council Operating Guidelines and City Council Meeting Procedural and Operational Guidelines Recommendation: It is recommended that the City Council review and consider the attached City Council Operational Guidelines and City Council Meeting Procedural and Operational Guidelines, discuss the role of City Council liaisons to the Concessionaires, and take an action. 10. Update on Palos Verdes Beach and Athletic Foundation Compliance with Disabilities Act (ADA) at the Palos Verdes Beach and Athletic Club Recommendation: It is recommended that the City Council discuss and provide direction. 11. Consideration of Modifications of the City Council Policy Pertaining to Proclamations and Certificates of Recognition Recommendation: It is recommended that the City Council consider updates to the Proclamations and Certificates of Recognition Policy and take action.
