MINUTES NEOSHO CITY COUNCIL July 19, 2016-7:00 p.m. City Hall Council Chambers 203 E. Main St., Neosho, MO OPENING PRAYER & PLEDGE OF ALLEGIANCE Ben Baker gave the opening prayer and Mayor Collinsworth led the Pledge of Allegiance. A quorum being present, Mayor Collinsworth called the meeting to order at 7:00 p.m. ROLL CALL COUNCIL PRESENT: Ben Baker; Charles Collinsworth; Richard Davidson; William J.P. UNFINISHED BUSINESS Bill No. 2016-815 for Ordinance No. 66-2016 was read by title only by Mr. Hays. AN ORDINANCE OF THE CITY OF NEOSHO, MISSOURI, PROVIDING FOR THE AMENDMENT OF CODE CHAPTER 545, EXCAVATIONS, OF THE CITY CODE OF ORDINANCES, CITY OF NEOSHO, MISSOURI...2 nd and 3 rd reading Dana Daniel said that the wording needs to be changed from minimal cash deposit to minimum cash deposit of $500. Motion to pass Bill No. 2016-815 on 2 nd and 3 rd readings by Councilman Davidson and seconded by Councilman Baker BID 1. Parks Department FY2016 2008 Ford Supercab Parks department budgeted $20,000 for this vehicle. Four bids were sent out and 2 were received: Page 3
Missouri State Agency for Surplus Property $16,700 Joe Machens Ford (Bid for new 2017 Ford F250) $25,542.00 Staff recommends that Council approve Missouri State Agency for Surplus Property s bid for $16,700. Motion to approve Missouri State Agency for Surplus Property s bid in the amount of $16,700 by Councilman Lewis and seconded by Councilman Doubek. 2. Parks Department FY2016 Tractor Parks Department budgeted $36,000 for this tractor. They received 3 bids: S & H Farm Supply (Kioti Tractor with box blade) $24,450 Anderson Car & Tractor Corp (Kubota Tractor) $27,599 John Deere Legacy Farm & Lawn (John Deere Tractor with quoted accessories) $59,178.10 Staff recommends that Council approve S & H Farm Supply s bid of $24,450. Motion to approve S & H Farm Supply s bid in the amount of $24,450 by Councilman Doubek and seconded by Mayor Collinsworth. CORRESPONDENCE The City of Neosho received 3 letters of appreciation from The Carver Birthplace Association; one for the City Manager, one for Parks & Recreation, and one for the Police Department. Mayor Collinsworth advised these letters are on the website if anyone would like to read them. Page 4
NEW BUSINESS 1. Contract with Darnell Racing Enterprises for Flashfire Jet Truck Paul Richardson informed Council that this contract is for two performances at the rate of $8,000. Motion to approve contract with Darnell Racing Enterprises for the Flashfire Jet Truck in the amount of $8,000 by Mayor Collinsworth and seconded by Councilman Lewis. 2. LLEBG Safety Equipment Grant Chief Kennedy explains this is a yearly grant we apply for. The grant can supply up to $10,000 for safety equipment. Motion to approve application for Safety Equipment Grant by Councilman Doubek and seconded by Councilman Baker. Discussion about ISO Rating for the City and District Chief Eads explains that the city received a 4/4X rating compared to the districts 5 rating. ISO representative would like to know if the city would like to be moved to a 5 rating as well to match the district. Discussion followed Mayor Collinsworth advised that it would be beneficial to have the ISO representative to come and discuss this issue with the Council more. Page 5
APPOINTMENTS AND VACANCIES Mayor Collinsworth asked for a motion to approve the resignation of Melanie Cox from the Neosho Newton County Library Board while appointing Tamie Williams in her place. Councilman Doubek made a motion; Councilman Lewis seconded. Timothy Lewis Yes REPORT OF CITY OFFICERS Daphne Pevahouse Finance Director: June Financials Ms. Pevahouse reviewed financials emphasizing sales tax is up 2% over June 2015. Financials can be found online or with the City Clerk Ken Brady Wastewater Department: Alliance June Report Mr. Brady discussed the April Report (can be found online or with the City Clerk). Troy Royer City Manager: Roughrider Rodeo Troy Royer informed Council that the City has a booth for the Roughrider Rodeo. Set up will be August 19 th and 20 th 6:30 and the rodeo will last until about 10pm.. Councilman Doubek has agreed to man the booth. Troy Royer City Manager: Budget Workshops First Budget workshop will be August 2 nd from 6-7pm before the Council meeting. Troy Royer City Manager: Underage Alcohol Sales The county commissioners are onboard with the plan. The coalition is trying to set a meeting in September. City Attorney Hays informed Council that the general assembly passed Senate Bill 919 which allows establishments to receive a state liquor license without a city or county liquor license. This could make it hard to hold local businesses responsible for serving minors because we won t be able to stop them from selling by suspending their local liquor license. Page 6
Paul Richardson Communications and Events Manager: Celebrate Neosho There were 54 vendors all together; 22 of them being food vendors. At any given time there were 4500-5500 people on the grounds. Mr. Richardson informed Council that he is looking at a better way for counting how many people come to Celebrate Neosho Councilman Richard Davidson: TDD Councilman Davidson discussed the latest TDD states audit. He informed Council that as a public entity the TDD is supposed to adhere to Chapter 110 which states that when a public entity puts money in the bank that entity is supposed to have collateral to make sure this money is secure so that if the bank were to fail, taxpayer dollars would be protected. The TDD audit revealed that they have not done this. Councilman Richard Davidson: Enhanced Enterprise Zone Councilman Davidson also informed the Council that the Neosho Area Economic Development private LLC seeking information from area businesses regarding investments and growth. These businesses have approached Councilman Davidson and have expressed their discomfort at giving a private company this information. Councilman Davidson has been in contact with the Department of Economic Development and there is a requirement by the Enhanced Enterprise Zone for business owners to report this information but there isn t a provision as to who is to collect and report it. He would like the Council to consider proposing to offer to collect this information as business owners may be more comfortable releasing it to a public body rather than a private one. Councilman Tim Lewis: Resignation Councilman Lewis read his resignation letter. He informed Council that while he has enjoyed serving the city with them he desires to go back to school to earn a degree and will not be able to fulfill his obligation to the Council. He asked Council to accept his letter of resignation. Motion to accept Councilman Lewis letter of resignation and to accept letters of interest from now until Wednesday, July 27 th @ 5pm by Mayor Collinsworth seconded by Councilman Doubek. ADJOURN Mayor Collinsworth asked if there was any further business to come before Council, with no response he asked for a motion to adjourn the July 19, 2016, Regular Session City Council meeting. Motion to adjourn by Mayor Collinsworth and seconded by Councilman Davidson. Unanimous vote to adjourn.
