Course Report It is very important to build the capacity and create awareness among the ORS officers who have been selected or Promoted from other cadre and entered into Odisha revenue Services for smooth functioning of Revenue administration at the Grassroots level. keeping in view the fact and being directed by Revenue & DM Deptt, a 6 (Six) days Orientation Training Programme for the ORS officers recently appointed to Odisha Revenue Services was held at Revenue Officers Training institute from 18 th to 23 rd April, 2016. 23 Numbers of ORS officers posted at Cuttack, Keonjhar, Nabarangpur, Raygada, Baragarh, Kalahandi, Deogarh, Nuapada, Gajpati and Sundargarh Districts attended the Training being nominated by the concerned District administration. The Odisha Revenue Service Officers being the important Districts Sub-Divisional and Tahasil level functionaries to implement various Acts and Rules concerning to Revenue Administration were invited to Participate in the said Training Programme. Objective of the Programme : To make the participants aware about their role and responsibilities in the revenue administration. To make them aware of the basics of Revenue law, which will help them in discharging their duties effectively in the field. To orient them on Concept of Disaster Management and to keep them in a preparedness to tackle the natural calamity situation. To acquaint the Participants on different provision of Odisha right to Public Services Act. and Rule, and manner of disposal of the application filed under this Act. To Give them an idea about the procedure of filing counter affidavits to defend Govt. cases in the Hon ble Courts. 1
Inauguration The Inaugural session Started with the registration followed by self introduction of participants Smt. Pratibha Dora, Deputy Director welcomed the Participants. She advised them to be sincere, dedicated and have a positive sense of attitude in discharging their duties. The objective and content of the training programme was discussed in brief. Thereafter the first session of First Day of the orientation training started. Day-I (Forenoon) Odisha Survey & Settlement : The Session was taken up by Shri Dhiren Kumar Das, Former Collector &DM. He deliberated on the provision of the Odisha Survey and Settlement Act. & Rule 1958 with a comparison on the Odisha special survey and settlement Act& Rules,2012 Odisha Money Lenders Act & Rules The Session was taken up by Shri Dhiren Ku. Das, Former Collector &DM. He explained the participants about the Odisha Money Lenders Act, & its procedures Odisha Govt. Land Settlement Act &Rule & Odisha Prevention of Land Encroachment Act.& Rules : The Afternoon Session was taken by Sri Abhaya Kumar Nayak, Joint Secy. to Govt. R & DM Deptt. on different provisions of OPLE Act, and Rules and OGLS Act. & Rules. He presented the topic in power point describing the salient features of the Act and Rules. Day II ( Fore noon Session) Odisha Scheduled areas transfer of Immovable Property : Dr. P.K. Chaulia, Former Collector & DM took the session on the Odisha Scheduled Areas Transfer of immovable property (By Scheduled Tribe) and 2
Registration 2 of 1956. He deliberated briefly on different sections of the above law. Afternoon Session Odisha Estate Abolition Act, 1951:- Dr. P.K. Chaulia, Former collector & DM took the session on The Odisha Estate Abolition Act 1951 and Rules thereon, He deliberated on the salient features of the Act with focus on the Main Sections of the Act, to have a clear understanding among the participants. Day-III (Forenoon Session) Odisha Consolidation of Holdings and Prevention of Fragmentation of Land Act & Rules : Sri Chinmaya Kumar Acharya, A.O. ROTI took the Session and discussed the provisions under the O.C.H & P.F.L Act & Rules. He also took another Sessions on Inheritance of Property with reference to Hindu Succession Act & Registration Act, 1908 Deliberating the relevance of the Act. Odisha Irrigation Act, 1959 : Sri Chinmaya Kumar Acharya, A.O ROTI took the Session on the Odisha irrigation Act, 1959 & Amendment Rules, 2010. He discussed on the provisions of the Act and interacted with the participants clearing their doubts on the subject. Odisha Public Demand Recovery Act & Rules : Sri Dharanidhar Nanda, Sub-Collector Khordha took the Session. He deliberated on the important provisions of the Act and Rules. The Revenue officers being the Certificate officers were enlightened on this aspect by the Resource Persons. 3
Day IV (Forenoon Session) Power and Function of Revenue Officers as Executive Magistrate with Spl. Emphasis on Dealing with Law & Order, Dying Declaration & Inquest Procedure : This Session was taken up by Sri Dhiren Ku. Das, Former Collector & DM. He narrated very extensively on the issue creating an interest among the participants to know the procedure for acting as Executive Magistrate. Manual of Tahasil Accounts: Sri Madan Mohan Deo, OSD, Spl. Cell, R & DM Deptt. took the session on Manual of Tahasil Accounts. He narrated different Provisions of the Manual through his power point presentation. The Participants also expressed that all these teachings will help them a long way in discharging their duties Day V (Forenoon Session) Sri Pravat Ranjan Mohapatra, Deputy Relief Commissioner took the class and made aware the participants about the Basic concepts of Disaster Management and provision of the Odisha Relief code. The Session was interactive because of the active participation of participants. Further, he focused on duties of the Revenue Officers during Management of Disaster in the event of natural calamity. Odisha Minor Mineral Concessions Act & Rules : The session was deliberated by Sri Abhya Kumar Nayak, Jt. Secy. to Govt. R& DM Deptt. on Odisha minor mineral concession Act and Rules, 2015 He discussed the provision of the Act. and rules through PPT. He further discussed the roles and responsibilities of the revenue officers in the Act. RFCTLARR Act. 2013 Right to Fair compensation and Transparency in Land Acquisition Rehabilitation and Resettlement -Act, 2013: Sri J. Lakra, IAS, Addl. Secy. to Govt., Revenue and DM Deptt. took the 4
session on different provision of the Act, with a comparison of the old Land Acquisition Act, 1894. The Participants were made aware about the Act, which will be essential during discharging of their duties in the field in the capacity of Addl. Tahasildars. Day VI This Session was deliberated by Sri Manas Ranjan Samal, Tahasildar, BBSR, on the Provisions of the Odisha Right to public services Act, 2012 and the services Relating to R& DM Deptt., notified under this Act. He discussed on the Manner of Disposal of the Applications of the notified services relating to Revenue and Disaster Management Department. He further explained the procedure to be followed by the participants being a Revenue Officer for disposal of mutation cases, cases u/s 8 (A) of the OLR Act, u/s 19(1) (c) of the OLR Act, Issue of caste certificates, Resident certificates, income certificates, procedure of Maintenance of case record. The guest faculty also focused on some important tasks to be underlined by all Govt., officers i.e. preparation of para-wise comments, filing of counter affidavits in court cases to defend Govt. s interest. With this session, the 6 (six) days orientation Training Programme came to an end.all the participants were provided with an evaluation form to give their feedback about the training course.
