CITY OF COUNTRY CLUB HILLS REGULAR MEETING OF THE CITY COUNCIL November 23, 2009 1. A regular meeting of the City Council, City of Country Club Hills, County of Cook, State of Illinois, was held in the City Hall, 4200 W. 183rd Street at 7:00 p.m. The meeting was called to order by the Honorable Dwight W. Welch, Mayor. a. The Pledge of Allegiance was given by all those in attendance. 2. THOSE ON ROLL CALL ANSWERING PRESENT WERE: Aldermen Lee, Battie, Singleton, Lockett, Martin, Williams, Ford, Burris and Mayor Welch, constituting a quorum of the City Council. Also present were: Deborah McIlvain, City Clerk and Henrietta Turner, City Manager. Absent were: Aldermen Hutson and Comein. 2a. Invocation - The invocation was given by Alderman Ford. 3. Journal of Proceedings: A. Approval of Minutes - Regular, November 9, 2009 B. Approval of Minutes - Administrative Meeting - November 16, 2009 Alderman Ford moved for Council approval of the minutes of the Regular City Council meeting of November 9, 2009 and the minutes of the Administrative Meeting ofnovember 16, 2009. Second - Alderman Martin. Discussion - none. Motion to approve the minutes of the Regular of November 9, 2009 and the minutes of the Administrative Meeting of November 16, 2009 Carried Via Voice Vote. 4. Communications and Reports By the Mayor: Mayor Welch reminded those eligible to sign up for the senior snow plow program. Over 800 households have enrolled. Driveways are cleared after City streets are completed. Mayor Welch wished everyone a Happy Thanksgiving. He stated that extra security was Page -1
in place at the Wal-Mart for the Friday shopping day after Thanksgiving. He announced that City Hall will be closed Thursday and Friday for the holiday and will re-open on Saturday. 5. Approval of Vouchers Alderman Ford moved for Council approval of vouchers in the amount of$982,776.23. Second - Alderman Battie. Discussion - none. ROLL CALL VOTE 6 Ayes: Aldermen Battie, Singleton, Lockett, Martin, Williams and Ford. 2 Nays: Aldermen Lee and BUlTis. Alderman Lee cast a no vote for RS.N. Sports, Designsmart, and IRMA. Alderman BUlTis cast a no vote for Daktronics, Kinsella Landscaping, and Theobald and Associates. Second Alderman Martin. Discussion - It was explained that this would extend the Housing Authority's line of credit with First Midwest Bank. Second Alderman Lee. Discussion - it was explained that this would allow for disposition of the police trailer. Approval of an Ordinance Approving a Final Planned Commercial Development Plan for Certain Property Zoned Within the City of Country Club Hills C-5 Zoning District (Prime-CCP Development Partners LLC/Chicagoland Outlets at Country Club Hills) Alderman Lockett moved for Council approval of Ordinance No 0-16-09, an Ordinance Approving a Final Planned Commercial Development Plan for Certain Property Zoned Within the City of Country Club Hills C-5 Zoning District (Prime-CCP Development Partners LLC/Chicagoland Outlets at Country Club Hills). Second - Alderman Singleton. Discussion - it was explained that this was the next phase in the outlet mall development and required no monetary investment by the City. Aldennan Singleton announced that registration is closed for basketball and individuals still interested in participating may sign up on a waiting list. Aldermen's Reports Aldennan Lockett wished everyone a Happy Thanksgiving and reminded everyone to be safe during the holidays. Aldennan Singleton wished everyone a Happy Thanksgiving and offered congratulations to Wesley Hutson, upon graduation from boot camp and to Derrick Singleton, Isaac Rodgers, and Wade Hutson upon receipt of the Sheriffs Award. Aldennan Martin offered his congratulations to the award recipients and wished everyone Happy Thanksgiving. Aldennan Lee wished everyone a Happy Thanksgiving and reminded everyone to shop Country Club Hills. Aldennan Ford wished everyone a safe and happy Thanksgiving and reminded the Council of the Finance Committee Meeting on December 10 at 6:30. Aldennan Battie wished everyone a Happy Thanksgiving and reminded everyone that the Ward 5 Community Policing Meeting will be held on November 24,2009. Aldennan Williams wished everyone a Happy Thanksgiving and asked parents to forward news oftheir college students to his attention. Aldennan Burris wished everyone a Happy Thanksgiving, reminded everyone that the City of Chicago is passing on a water rate increase, and stated that anyone interested in a copy of the Page -5
audit could receive one from him as he had 300 copies made. He requested a meeting with the Mayor, City Manager and Alderman Ford regarding the plans for Provincetown. 8.
