M I N U T E S The Regular Council Meeting - - Members Present: Mayor Jim Pickard, Councillors John Johnston, Susan Prettejohn, Dan Downey and Rob Smith Absent With Regret: Councillor Eleanor Renaud Staff Present: Clerk-Administrator Yvonne Robert, Director of Planning and Development Barbara Kalivas, and Deputy Clerk Betty Gibson This meeting of Council was held at the New Dublin Council Chambers, 6544 New Dublin Road REGULAR MEETING OF COUNCIL Call to Order: Mayor Jim Pickard called the meeting to order at 7:00 p.m. Disclosure of Interest: None. Adoption of Minutes: RES. NO. 113-11 MOVED BY: R. SMITH SECONDED BY: J. JOHNSTON THAT the April 11, 2011 Council meeting minutes be adopted as circulated. DISPOSITION: MOTION CARRIED Delegations: Jill Yeatman and Atty Jones, Elizabethtown-Kitley Public Library Board Re: Library Building: Jill Yeatman and Atty Jones, representing the Library Board, attended to speak to the requirement for a new location for the New Dublin Branch due to frequent flooding and the limited space in the New Dublin Branch. It was noted that various options had been discussed in the past with no decision made to date. Ms. Yeatman and Ms. Jones advised of an opportunity to purchase the Spring Valley Community Centre, noting it would offer sufficient room for the library, a community centre, and storage. They requested Council to make an offer for Spring Valley Hall, noting the Board had funds in their reserves. Jill Yeatman advised there had been ongoing research and discussions on various locations and the Board agreed the Spring Valley Hall was a very good choice. The owners wished to offer the hall to a non profit organization. Jim Miller and Edgar Bell also spoke in support of this proposal. Staff was asked to clarify whether or not the Library Board had the ability to own property and what the liability would be for the Township. Staff is to advise Jill Yeatman as soon as a response is received from the Township solicitor. Mayor Pickard thanked the Library Board for attending. 1
Carolyn Singer, Dave Timm and Michelle Chislette International Power Canada GDF SUEZ International Power representatives attended to make a presentation on their Brockville Solar Project off of Centennial Road and Old Red Road. Representatives responded to questions from Council and the public including ground water issues, entrance from Old Red Road, fire service safety and buffering. Motions and Notice of Motions: Hamlet Signage Policy RES. NO. 124-11 MOVED BY: D. DOWNEY SECONDED BY: THAT the Hamlet Signage Policy be reviewed to consider the reversal of the font size for the hamlet and municipal name. Equal Legislation For Municipal and Provincial Elected Officials Mayor Pickard noted there is no equitability between the municipal and provincial legislation as relating to the higher standards which municipal elected officials are being held to, and specifically with respect to the submission of financial reports; under provincial legislation, elected officials are allowed 60 days after they are found in non compliance to submit the financial report, following which they are reinstated. Mayor Pickard provided a Notice of Motion to draft a resolution for the next meeting to address fairness and equity for treating all elected officials, whether provincial or municipal, specifically with respect to submission of financial reports, and to include a 4
request that this legislation is revised retroactive to October 2010, and the resolution to be sent to the Minister of Municipal Affairs and Housing, A.M.O., and all Ontario municipalities for support. Public Comments: Earl Brayton, 5421 County Road 7 Earl Brayton thanked Council for their support and asked if Council would provide a character reference on Township letterhead and signed by all members of Council. Mr. Brayton noted he is circulating a petition. Adjournment: RES.
