MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF COEUR D ALENE, IDAHO, HELD AT COEUR D ALENE CITY HALL DECEMBER 7, 2004 The Mayor and Council of the City of Coeur d Alene met in a regular session of said Council at the Coeur d Alene City Hall December 7, 2004 at 6:00 p.m., there being present upon roll call the following members: Sandi Bloem, Mayor Dixie Reid ) Members of Council Present Ben Wolfinger ) A. J. Al Hassell, III ) Deanna Goodlander ) Loren Edinger ) Woody McEvers ) Members of Council Absent CALL TO ORDER: The meeting was called to order by Mayor Bloem. INVOCATION: The invocation was led by Paul Peabody. PLEDGE OF ALLEGIANCE: The pledge was led by Councilman Wolfinger. PROCLAMATION - WORLD HUMAN RIGHTS DAY: Councilman Goodlander, on behalf of Mayor Bloem, declared December 10, 2004 as World Human Rights Day in the City of Coeur d'alene. Rhys Johnson, Director of the Human Rights Education Institute, accepted the proclamation. Rhys spoke of a vision for our community, a community of diversity that values all people. PRESENTATION - JULIE MEIER - LIBRARY DIRECTOR: David Townsend presented an overview of how a book is added to the Library collection. Ann Smart, Chairman of the Library Board then presented an overview of Julie Meier s career as Library Director for the City over the past 23 years. Mayor Bloem also presented her with a silver medallion commemorating her years of service for the City. Council President Reid commended Julie for her fiscal responsibility. Councilman Wolfinger recalled Julie s willingness to sacrifice funds in order to balance the City's budget. Councilman Goodlander described Julie as courageous and compassionate. Councilman Edinger thanked Julie and noted that is has been a pleasure to work with Julie over the years and her ability in maintaining the City s Library. Councilman Hassell complimented Julie on her ability to recruit the community to accomplish great things for the Library. Council Minutes: Dec. 7, 2004 Page 1

PRESENTATION - BUILDING HEART AWARDS: John Bruning, Chairman of the Planning Commission presented the first Building Heart Awards to several developers whose projects demonstrated outstanding design, compatibility to existing neighborhoods, originality, signage and landscaping. Architects West was presented an award for their design of the Spokesman Review Building. Coles Publishing also received an award for the building. David Govedere and David Paul received an award for their design of the feathers on Northwest Boulevard. For enhancing community character and site design awards were given to HatchMueller, JUB Engineers and the owner of John Stone Development for the Riverstone Project. PRESENTATION - FORT GROUND HOMEOWNERS: Terry Porcarelli, President of the Fort Ground Homeowners Association, presented their vision for the Fort Grounds area and their Long Range Master Plan. Kraig Lysek presented the Fort Ground's areas of concern for their neighborhood and requested the Association s inclusion into any discussions regarding their area. Council President Reid commended the Association for their involvement within their neighborhood. PUBLIC COMMENTS: NORTHWEST BOULEVARD/RIVER AVENUE INTERSECTION: Jennifer Wiltze, a member of the Bicycle/Pedestrian Committee, spoke in support of a crosswalk at River Avenue across Northwest Boulevard and reducing speed to 15 MPH on Rosenberry Drive. Councilman Goodlander also concurred that the Council does need to add the access at River Avenue and NW Blvd. BOTANICAL GARDENS/SHERMAN AVENUE PROJECT: Mark Weadick, 4880 N. Anne Street, commended Mr. Hagadone s request for a botanical garden with the abandonment of parts of Sherman Avenue, 1 st, 2 nd Street and Front Avenue. He urged the Council to consider putting this issue to an advisory vote of the citizens of the community. This vote could be added to the bond election being conducted in February. This would allow the citizens to let the Council know their feelings on the abandonment of City streets. Councilman Wolfinger noted that Council has received several comments from citizens regarding this project. He noted that, although the City had abandoned various streets in the past, we have never had a request to abandon the City s main street. Next Monday, the Council will hold a workshop to hear the details of this project and invited citizens to attend this workshop. The strongest input he has received is that there should be a public vote on this issue. He agrees that an advisory vote would be a great idea. Therefore, Councilman Wolfinger made a motion to direct staff to prepare language for consideration of placing an advisory measure on the February ballot regarding the closure of certain streets as requested by the Hagadone Corporation. Councilman Edinger seconded the motion. Councilman Edinger noted that this would not be the first time the City placed an advisory ballot for a citizen vote; the City did this for the purchase of the Idaho Water Company. Motion carried. Pat Wheeler, 2781 Stone Pines Court, thanked Councilman Wolfinger for bringing an advisory vote on this issue to the citizens of Coeur d Alene. FREQUENTLY ASKED QUESTIONS: Why is there a stormwater charge on my utility bill? Gordon Dobler, Growth Services Director, replied that the charge for storm water that now appears on the City's utility bills goes towards improving the city's stormwater system. He noted that the City has prepared a brochure that explains the purpose of the utility. He also noted that staff training for customer service had been conducted in order to answer citizens' questions regarding this new utility. He noted that the City is adding a City Track program that tracks all calls regarding requests for service or questions on various issues from stormwater to street lights. CONSENT CALENDAR: Motion by Reid, seconded by Goodlander to approve the Consent Calendar as presented. 1. Approval of minutes for November 16, 23, 2004. 2. WINTER ROADS: Councilman Wolfinger reminded citizens that with winter here, road conditions require adjusting our driving techniques and asked residents to slow down and leave adequate space between vehicles. HALLY BLANKENSHIP COMMENDED: Councilman Wolfinger commended Hally Blankenship for all his years of service as Mayor of the City of Huetter. SNOW GATES: Councilman Edinger reminded citizens that arterials do not have their roadway plowed with a snow gate; however, they do have the advantage of living on a street that is one of the first ones to be plowed and re-plowed when the snow falls. CHRISTMAS LIGHTING PARADE: Councilman Edinger expressed his appreciation for the Downtown Association for an outstanding parade. He also thanked the Hagadone Corporation for a great fireworks display and believes it was the best one to date. PROJECT SAFE PLACE: Councilman Goodlander read a short story that depicts the benefit of Project Safe Place This year Project Safe Place is preparing backpacks for youth. Donations or filled backpacks can be dropped off at 205 LaCrosse Ave. LEAF PICKUP "COFFEE BREAK": Councilman Edinger noted that Ken and Becky Clegg had donated donuts to the crews doing the leaf pickup along 8 th Street. EXECUTIVE TEAM REPORT: Wendy Hague, representing the Executive Team, announced the following: The former railroad spikes can be purchased as a benefit to the City s Parks Foundation. Road salt is used very sparingly on our city streets and only when temperatures are too low to use magnesium sulfate. Specialized Needs Recreation will be holding its 3rd annual Christmas Dinner Party on December 11th at 12:00 noon to 2:00 p.m. at the First Presbyterian Church at 521 Lakeside. The City is currently recruiting for a new Library Director and applications must be submitted by December 10th. Announced that the City Council will be holding workshops for the proposed Botanical Gardens. The first workshop will be held on December 13 th in the Kootenai County meeting rooms. This workshop will also be televised on cable Channel 19 for those citizens who cannot make it to the workshop. RESOLUTION 04-108 A RESOLUTION OF THE CITY OF COEUR D'ALENE, KOOTENAI COUNTY, IDAHO AUTHORIZING A GRANT ASSISTANCE AGREEMENT WITH U.S. BANK FOR IDAHO COMMUNITY BLOCK GRANT FUNDING. Motion by Goodlander, seconded by Edinger to adopt Resolution 04-108. DISCUSSION: Councilman Goodlander noted that this grant was a joint effort between the City and Panhandle Area Council and is for approximately $500,000 in grant funding. She also thanked Nancy Mabile from PAC for her assistance in preparing this grant application. Troy Tymesen, Finance Director, gave the staff report. Mr. Tymesen reported that the 5, 650-square-foot subject property is east of 2100 Sherman Ave. and west of the cemetery. The city received the property in a land trade without consideration with the Redemptorist Fathers, a religious corporation, on September 26, 1927. PUBLIC COMMENTS: Mayor Bloem called for public comments with none being received. MOTION: Motion by Wolfinger, seconded by Hassell to approve declaring the city owned property located west of St. Thomas Cemetery as surplus. PUBLIC HEARING - GRANT APPLICATION FOR U.S. BANK: Mayor Bloem read the rules of order for this public hearing. Nancy Mabile, Panhandle Area Council, gave the staff report. Ms. Mabile reported that the purpose of the public hearing was to present the application for an ICDB grant for infrastructure improvements within the Mill River development to support the construction of the U.S. Bank facility. She noted that the project is estimated to be $1,200,000.00 with the grant request not to exceed $500,000.00. The grant application will provide an opportunity for the City, LCDC and U.S. Bank to work jointly to resolve specific traffic flow issues along the Seltice Way corridor and provide some infrastructure enhancements needed Council Minutes: Dec. 7, 2004 Page 5

to support the U.S. Bank development. U.S. Bank has committed to hire 51% of their staff from low to moderate income individuals. DISCUSSION: Councilman Wolfinger believes that this is a great opportunity for the city and citizens of Coeur d Alene.
