Mayor Eckert reminded anyone speaking this evening to step up to a microphone because the meetings are being taped and posted the next day on the website. PUBLIC PARTICIPATION Fire Chief, Tom Pour Chief Pour disseminated a flyer (fundraiser at Eckerts - Wednesday, August 22, 2018) reflecting Eagle Scout Andrew McKillip who will be building a memorial for three firefighters who died in the line of duty in the early 1900' s. Ron Dietrich, Il Realtors Present regarding Ordinance 8237-2018. For a number of years Illinois Realtors have been monitoring the progress of language like this and has been kicked around a number of times in Health and Housing and most recently Ordinance and Legal Review in terms of the fee structure. Any time there is a government program added that could possibly regulate land transactions and slowing the process of home sales and rentals is always a cause of concern. Given the situation with the language this is a fair compromise. Discussion... Alderman Tyler stated the resume is impeccable; however, will he become a Belleville resident; Mayor Eckert stated absolutely. Alderman Wigginton commented the Housing Department has built a strong foundation and he must be accessible to sixteen aldermen. ( 16) APPROVAL OF MINUTES Alderwoman Schaefer made a motion seconded by Alderman Tyler to approve City Council Meeting Minutes and Executive Session Minutes - August 6, 2018. CLAIMS, PAYROLL, AND DISBURSEMENTS Alderwoman Pusa made a motion seconded by Alderwoman Schaefer to approve claims and disbursements in the amount of$3, 574,966. 50 and payroll in the amount of$ 895, 087. 44. ( 16) ORDINANCE AND LEGAL REVIEW COMMITTEE Alderman Wigginton made a motion seconded by Alderwoman Schaefer to approve amending ordinance Title XI ( Business Regulations), Chapter 111 ( Amusement and Recreation; Raffles), Sections 111. 001 and 111. 094 of the Revised Code of Ordinances of the City of Belleville, Illinois. Alderman Wigginton made a motion seconded by Alderwoman Schaefer to approve amending ordinance Title XV ( Land Usage), Chapter 158 ( Streets, Sidewalks, Trees), Sections 158. 091 through 158. 098 of the Revised Code of Ordinances of the City of Belleville, Illinois. Alderman Wigginton made a motion seconded by Alderwoman Schaefer to approve amending ordinance Title XV (Land Usage), Chapter 154 ( Property Maintenance Code), by adding PAGE 3 OF 9

Sections 154. 70 through 154. 83 ( Vacant Property Program) of the Revised Code of Ordinances of the City of Belleville, Illinois. Discussion... Alderman Kinsella asked if there will be an annual inspection; City Attorney Hoerner state there is an annual registration fee of$50. Alderman Ovian stated this is a pilot program that allows two parcels that are vacant to be determined by the housing director that meets the qualifications to be registered as vacant housing. This does not look at condemned and foreclosed properties. This only looks at vacant unattended property. Mayor Eckert stated this is two per ward. Randle, Tyler, Anthony, Ovian, Schaefer, Dintelman, Gaa, Stiehl, Weygandt, Elmore, Wigginton, Barfield, Hazel, Kinsella, Pusa, Buettner. ( 16) Alderman Wigginton made a motion seconded by Alderman Kinsella to approve amending ordinance Title XV (Land Usage), Chapter 154 ( Property Maintenance Code), Section 154.46( 3) Rental Property Registration) of the Revised Code of Ordinances of the City of Belleville, Illinois by increasing the annual registration fee from $ 25.00 to $ 30.00 per rental unit, thereby raising the late fee from $50.00 to $60.00 per unit. Alderman Buettner voted nay. ECONOMIC DEVELOPMENT & ANNEXATION COMMITTEE Alderman Kinsella made a motion seconded by Alderwoman Pusa to approve a development agreement with Yaekel & Associates Insurance Services, Inc. for the remodeling and expansion of the existing facilities located at 1915 & 1921 West Main Street.
