Professional Fire Fighters Union of Indiana Affiliated with International Association of Fire Fighters Affiliated with Indiana State AFL-CIO 2008 PFFUI Convention Summary The 32 nd annual convention of the Professional Fire Fighters Union of Indiana was held in Bloomington April 22 24, 2008 and it proved to be a productive and enjoyable gathering thanks to the tremendous efforts of President Jim Parrott and the Brothers and Sisters of Bloomington Local 586. A total of 111 delegates and 28 alternates attended representing 40 of our 63 Locals, with an additional 6 Locals represented by proxies. The PFFUI Executive Board, IAFF 8 th District Vice-President and PFFUI President Emeritus Thomas Miller, IAFF General President Harold Schaitberger, Indiana Governor Mitch Daniels, and numerous other guests participated for a well attended and successful convention. A total of nine (9) resolutions were debated in committees and acted upon. No resolutions created an additional per capita increase at this convention, however as a result of actions at the 2006 convention per capita is budgeted to increase fifteen (15) cents effective January 1, 2009 to $3.94 per active member per month and $1.97 per retired member per month. Currently, 2008 Per Capita is $3.79 per active member per month and $1.90 per retired member per month. Resolutions acted upon are summarized as follows: A resolution reorganizing the PFFUI establishing 2 additional districts was adopted which should greatly improve our organization s ability to better provide services and support to our Locals in the southern part of the state. The reorganization will take place with elections of new district officers at next years convention in Evansville and after action by delegates then reviewing the detailed cost benefits of maintaining Trustees as part of the Executive Board. A resolution was adopted increasing the Secretary-Treasurer s salary five per cent. A resolution was adopted establishing a policy that the PFFUI will provide collective bargaining information such as survey results and contracts only with affiliates who have electronically filed their current collective bargaining agreement, contract, memorandum of understanding, or salary schedule as applicable and responded to the most recent PFFUI request for information survey. A resolution was adopted authorizing the President to appoint a committee to consider our organization s role in assisting affiliates in the tragic event of a line of duty death. A resolution was approved for the PFFUI to submit a resolution to the IAFF Convention requesting additional days of instruction be authorized for IAFF PEP instructors at state sponsored seminars. Resolutions were adopted endorsing the following candidates for election at the IAFF Convention: Harold Schaitberger for IAFF General President, Vincent Bollon for IAFF General Secretary-Treasurer, Thomas Miller for IAFF 8 th District Vice-President, and Mark Ouellette for IAFF Eastern Region Trustee. The Trustees audited the financial records and reported all to be in order. In addition to the Executive Board Officers reports, delegates also were informed of important issues in presentations from IAFF General President Harold Schaitberger, IAFF 8 th District V.P. Tom Miller, Indiana Director of Homeland Security Joe Wainscott, IFTS Branch Chief John Buckman, soon to be appointed Indiana State Fire Marshall James Greeson, Indiana Fire Chiefs Association President Ken Gilliam, and our esteemed State Legal Counsel Jack Ruckelshaus. Tom Willis, IAFF EMS Committee member, delivered a presentation of EMS and the Fire Service.
Vice-President James Ridley provided a summation of our legislative agenda in this year s General Assembly and information on this is also available on our web site at ww.pffui.com. IAFF Financial Corporation representatives Carrie Tucker, Mark Munger, and Paul Mollman were on hand informing delegates of the many product offerings of the organization. IAFF 8 th District Motorcycle Group Coordinator Dennis Swan of Muncie Local 1348 was also on hand to discuss the motorcycle group and planned rides. A number of political allies including Congressman Baron Hill and State Representatives Matt Pierce and Dennis Tyler addressed the delegates. Indiana Governor Mitch Daniels addressed the delegates and visited personally with delegates over lunch. Delegates endorsed his candidacy for re-election as Governor with floor action. Christine LaMar of the Muscular Dystrophy Association presented awards to various affiliates for their outstanding contributions collected in Fill The Boot campaigns on behalf of MDA. Receiving recognition plaques were Hamilton County Local 4416 for collecting $17,076, Anderson Local 1262 for collecting $17,524, Kokomo Local 396 for collecting 19,530, Evansville Local 357 for collecting $31,101, Lafayette Local 472 for collecting $46,208, and Fort Wayne Local 124 for topping the state collecting $89,023. Additional plaques were awarded for per capita efforts to Fort Wayne Local 124, Auburn Local 2454, East Chicago EMS Local 4351, Evansville Local 357, Angola Local 3962, and McCutchanville Local 4442. Nominations were conducted for the PFFUI Executive Board and all officers were declared elected by acclamation. The delegates recognized Chuck Sosbe of Kokomo Local 396 for his service in varying roles since 1990 as 2 nd District Trustee, 2 nd District Vice-President, State Vice-President and Legislative Representative. Chuck has retired from the fire department and although he has stepped away from any official position with the PFFUI, he will continue to assist us as requested and it is likely he may seek election in the near future to the Indiana General Assembly. Re: REORGANIZATION OF DISTRICTS Resolution # 1 2008 as Amended Whereas, The Re-Districting Committee met August 14 th and 15 th, 2007 pursuant to 2007 convention discussions relative to Resolution 5-2007. Serving on the committee were 4 th District Vice-President Tim McDonnell, Doug Gargis Mishawaka L360, Marvin Brown Gary L359, Shawn Staton Richmond L1408, Orbie Bowles Carmel L4444, Rich Lau Hendricks County L4406, Paul Anslinger Evansville L357, and Randy Adams Indianapolis Metro L416. Secretary-Treasurer Mike Pinkham provided technical assistance; and Whereas, District boundaries, affiliate servicing issues, and the organizational structure of the PFFUI Executive Board has been the subject of much discussion and numerous convention resolutions as well as several previous committees deliberations for nearly a decade without significant resolve; and Whereas, The simple district boundary lines presently in existence have been in effect for as long as anyone can remember, possibly extending as far back as the origins of the organization, and divide individual counties in part and do not consider ease of travel within the districts given present highways. This problem is particularly evident in the southern one-half of the state, primarily the present 3 rd District which also contains the largest number of individual affiliate Locals. Such travel difficulties present hindrances to a District Vice-President s ability to efficiently and effectively communicate and provide needed services to member affiliates as well as being a barrier in and of itself for the affiliate Locals themselves to easily meet together in any location for District Meetings. Committee members analyzed the Districts using maps generated from IAFF G.I.S. technology illustrating affiliate locations, sizes, and taking into account travel considerations within the districts using interstates and state highways; and Whereas, The structure of the Executive Board has also remained largely unchanged since the organization s establishment and is not wholly reflective of the definitions of officers duties as stated in the Constitution and By- Laws and in keeping with changes evident in the IAFF itself and also in neighboring state associations that might prove of better service and accountability. Therefore Be It Resolved, That the Committee recommends the Professional Fire Fighters Union of Indiana implement the following changes effective with the passage of this resolution and the election of Executive Board officers at the 2009 Convention in accordance with these provisions as adopted for the newly created 5 th and 6 th Districts. Districts: The present district lines would be replaced by county affiliations within specific districts and the present four (4) districts would be modified such that six (6) districts would exist. The district boundaries will be outlined later and illustrated on attached state maps. Executive Board: The Executive Board will consist of a President, a Vice-President, a Secretary-Treasurer, and Six (6) District Vice- Presidents, pending a detailed cost analysis and action at the 2009 convention, which must be the first order of business, the status of the Trustees as members of the Board will be addressed. Trustees: The positions of Trustees will remain. There will continue to be one Trustee elected from each District, thus there will be six (6) Trustees. The Trustees duties will continue to be as defined in the Constitution and By-Laws in that they will audit the financial records of the organization and serve as the Registration / Credentials Committee at the annual PFFUI Convention. The District Trustee shall assume all duties of the District Vice-President in the absence of the District Vice-President. The intent is that they will be brought together once annually at the convention. The financial records would be audited once per year, at the convention, or at other times the Executive Board deems desirable including upon any change in the individual Secretary-Treasurer.
The re-districting of the current districts proposed is summarized as follows and will be illustrated on maps of the state: District 1, presently with 17 Locals, will not lose any Locals and will remain largely unchanged although it will be better defined along specific county lines. District 2, presently with 20 Locals, will lose 2 Locals (Hamilton County Local 4416, Carmel Local 4444), and the counties, or parts of counties, of Hamilton, Fountain, Montgomery, Boone, Hancock and Union Counties to newly created District 5. District 3, presently with 25 Locals, will undergo the greatest makeover moving Fayette (Connersville Local 2205), Hendricks (Hendricks County Local 4406), Johnson (White River Local 4252, Franklin Local 3433), Montgomery (Crawfordsville Local 4143), Morgan (Morgan County Local 4555, Martinsville Local 4214), Parke, Putnam, Rush (Rushville Local 1734), Shelby (Shelbyville Local 2008), and Vermillion counties to newly created District 5. District 3 will also move Monroe (Bloomington Local 586), Lawrence (Bedford Local 728), Clark (Clarksville Local 2594, Jeffersonville Local 558), Floyd (New Albany Local 410), Jackson (Seymour Local 577), Bartholomew (Columbus Local 2190), Orange, Crawford, Harrison, Washington, Brown, Jennings, Scott, Jefferson, Switzerland, Ohio, Dearborn, and Ripley to newly created District 6. District 4 will be designated simply as Marion County. Resolution # 2-2008 Re: SALARIES OF PRINCIPAL OFFICERS Whereas, Resolution 2 adopted at the 2004 PFFUI convention was the last time this body considered compensation afforded the principal officers enacting the recommendations of a salary review committee establishing annual salaries and expense allowances for the principal officers as follows: President Secretary-Treasurer Vice-President = 55% Highest Affiliated Firefighter s Pension Base = 40% Highest Affiliated Firefighter s Pension Base = 35% Highest Affiliated Firefighter s Pension Base Expense Allotments for principal officers: Mileage = IRS Rate No Per Diems for in-state activities, expenses incurred = actual expense Travel Allotment not to exceed $75 per day for out-of-state activities Lobbyist Activities Expense Allotments: The President, and those representatives authorized by him, shall receive an additional $100 per day taxable allotment per day for days actively spent lobbying the Indiana General Assembly. Resolution # 3-2008 Re: AFFILIATE INFORMATION DATABASE Whereas, In order for our Local Affiliates to bargain effectively they must have accurate and verifiable information for comparisons; and Whereas, The PFFUI has attempted to act as such a clearinghouse for affiliates however many Locals have proven negligent in responding to requests for information such as electronic copies of their collective bargaining agreements and completion of simple surveys; and Whereas, The IAFF has started it s own online Labor Information Database, available only to affiliates that have provided the IAFF with a copy of their current salary schedule, MOU or contract; and Whereas, Something needs to be done to motivate affiliates to respond to requests for sharable information; Therefore, Be It Resolved, That the PFFUI will only share collective bargaining and other survey information with affiliates that have electronically filed their current collective bargaining agreement, contract, memorandum of understanding, or salary schedule as applicable and responded to the most recent PFFUI request for information survey. Resolution # 4-2008 Re: LINE OF DUTY DEATH COMMITTEE Whereas, Although we have been fortunate not to have incurred a fire fighter line of duty death in some years and we hope not to ever do so again, we would be wise to be prepared for such an occurrence through the development of policies and recommended protocols; and Whereas, Our Constitution and By-Laws allow for financial assistance to Locals incurring Line of Duty Death funeral expenses upon their request, but are silent regarding any other form of assistance or guidance; and Whereas, The affected affiliated Local is likely to be overwhelmed by the tragedy and in need of immediate guidance; Therefore, Be It Resolved, That the President of the PFFUI appoint a committee to review Line of Duty Death protocols including assistance provided by Locals, State Associations, the IAFF, and other Indiana fire or police organizations; and Be It Further Resolved, That the committee will provide written recommendations to the PFFUI Executive Board regarding potential services, resources, and financial assistance the PFFUI should offer affiliated Locals and Departments in the event of such a tragedy. Resolution # 9-2008 Re: IAFF PEP SEMINARS Whereas, The IAFF s Partnership Education Program (PEP) provides Local Union affiliate leaders with the training needed to develop their leadership skills and to stay abreast of the latest advancements in labor relations through PEP Assisted Seminars presented in conjunction with State Associations; and Whereas, The PFFUI has offered this first-class instruction for the past several years at virtually no cost to our affiliates, however the classes were limited to one day only; and Whereas, IAFF policy presently allows only one (1) day of these PEP Instructor Assisted Seminars annually, limiting the amount of instruction available to smaller affiliates on an available and affordable basis; Therefore, Be It Resolved, That the PFFUI submit a resolution to the IAFF Convention requesting IAFF policy be changed to afford two (2) full days of instruction be afforded in these educational programs.
