Dan Michie, 1800 Muledeer Run - commented on recent election and upcoming runoff election. 6. Recognitions/Proclamations/Visitors. Mayor Fielder and the City Council recognized Ron Abruzzese and Troy Hill for their service. Judge Cathleen Riedal administered the Oath of Office re-elected Michelle Stephenson, Councilmember Place 2 and newly elected Christine Sederquist, Councilmember Place 4 and Marci Cannon, Councilmember Place 6. [The City Council recessed at 8:11 p.m. for a brief reception in the lobby. The City Council reconvened at 8:26 p.m.] CONSENT AGENDA: ACTION Motion by Councilmember Shanan Shepherd, Seconded by Councilmember Andrea Navarrette to approve the Consent Agenda Items 7 through 14. 7. Approval of the minutes for meetings held on May 3, 2018. 8. Approval of a Special Event Permit for Williamson County Amateur Radio Club allowing for the use of Devine Lake Park for their Annual Field Day Event on June 22, 2018 through June 24, 2018. 9. Accept the Quarterly Investment Report for the period ending March 31, 2018. 10. Approval of a one-year extension to the Bank Depository and Services Agreement with Frost Bank; and Authorizing the City Manager to execute any and all necessary documents. 11. Approval of renewal of contracts for outsourcing of Plan Review, Building Inspection and Fire Inspection Services with Bureau Veritas and Fire Safety Technical Services; and authorizing the City Manager to execute any and all necessary renewal documents. 12. Approval of purchase of Expanded Police Department Dispatch System through Microwave and Console Expansion available from the Houston-Galveston Area Council (HGAC) Co-Op Contract RA05-15 with Motorola in the amount of Six Hundred Three Thousand Five Hundred Eighty-Nine ($603,589.00) Dollars; and authorizing the City Manager to execute any and all necessary documents. 13. Approval of Amendment to the Interlocal Cooperation Agreement by and between the Leander Independent School District and the City of Leander. 14. Mayor Fielder opened the Public Hearing at 8:27 p.m.regarding Ordinance Case 18-OR-001 to amend the Composite Zoning Ordinance to amend Article VI, Section 14 (a) regarding dumpster enclosures, and to provide for related matters; Williamson & Travis Counties, Texas. Dawn Pratt, 412 Mesa Grande, Drive spoke in favor of the request and no one spoke in opposition of the request. The Public Hearing was closed at 8:28 p.m. Discuss and consider action on the first reading of an Ordinance regarding Ordinance Case 18-OR-001 to amend the Composite Zoning Ordinance to amend Article VI, Section 14 (a) regarding dumpster enclosures, and to provide for related matters; Williamson & Travis Counties, Texas. Motion by Councilmember Andrea Navarrette, Seconded by Councilmember Shanan Shepherd to approve the First Reading of Ordinance Case 18-OR-001. 16. Mayor Fielder opened the Public Hearing at 8:32 p.m. regarding Special Use Permit Case 18-SU-004 to allow for the expansion of the parts and steel fabrication business; storage, sale, and repair/restoration of classic cars; adding base material and/or gravel for parts storage; and add additional metal wall enclosures to building on one (1) parcel of land approximately 4 acres ± in size, more particularly described by Williamson Central Appraisal District Parcel R031255; and addressed as 9800 RM 2243; generally located to the northwest of the intersection of 183A Toll and RM 2243, Leander, Williamson County, Texas. Skot Ingram, 11303 RR 2222, Austin, Texas spoke in favor of the request and no one spoke in opposition of the request. The Public Hearing was closed at 8:33 p.m. Discuss and consider the First Reading of an Ordinance regarding Special Use Permit Case 18-SU-004 to allow for the expansion of the parts and steel fabrication business; storage, sale, and repair/restoration of classic cars; adding base material and/or gravel for parts storage; and add additional metal wall enclosures to building on one (1) parcel of land approximately 4 acres ± in size, more particularly described by Williamson Central Appraisal District Parcel R031255; and addressed as 9800 RM 2243; generally located to the northwest of the intersection of 183A Toll and RM 2243, Leander, Williamson County, Texas. Mayor Fielder opened the Public Hearing at 8:41 p.m. regarding Special Use Permit Case 18-SU-005 to allow for a dog daycare and boarding facility; and a food truck bar and patio on one (1) parcel of land approximately 4.98 acres ± in size, more particularly described by Williamson Central Appraisal District Parcel R023957; and addressed as 4411 Oak Creek Road; generally located to the northeast of the intersection of CR 279 and Oak Creek Road, Leander, Williamson County, Texas. No one spoke in favor of the request. Mike McAdams, 4304 Oak Creek Road, Leander, Texas and Patricia Ham, 3355 CR 279, Leander, Texas spoke in opposition of the request. The Public Hearing was closed at 8:43 p.m. Discussion followed. Discuss and consider the First Reading of an Ordinance regarding Special Use Permit Case 18-SU-005 to allow for a dog daycare and boarding facility; and a food truck bar and patio on one (1) parcel of land approximately 4.98 acres ± in size, more particularly described by Williamson Central Appraisal District Parcel R023957; and addressed as 4411 Oak Creek Road; generally located to the northeast of the intersection of CR 279 and Oak Creek Road, Leander, Williamson County, Texas.

Motion by Councilmember Shanan Shepherd, Seconded by Councilmember Michelle Stephenson to approve the First Reading of an Ordinance regarding Special Special Use Permit Case 18-SU-005 with the redline modifications. 18. [Councilmember Stephenson recused herself and left the dais at 8:48 p.m.; returned to the dais at 9:20 p.m.] Mayor Fielder opened the Public Hearing at 8:59 p.m. regarding Zoning Case 18-Z-008 to amend the current zoning of LC-2-B (Local Commercial) to PUD (Planned Unit Development) with a base zoning district of LC-2-A (Local Commercial) on one (1) parcel of land approximately 7.803 acres ± in size, more particularly described by Williamson Central Appraisal District Parcel R032156; and generally located to the southeast of the intersection of Lakeline Boulevard and Sauterne Drive, Leander, Williamson County, Texas. Janet Jacobson, 216 Hidden Mesa, Leander, Texas; Rubel Lucero, 305 Longhorn Cavern Drive; and Rich Bradley, 1514 El Cielo, Leander, Texas spoke in favor of the request. No one spoke in opposition of the request. The Public Hearing was closed at 9:07 p.m. Discuss and consider the First Reading of an Ordinance regarding Zoning Case 18-Z-008 to amend the current zoning of LC-2-B (Local Commercial) to PUD (Planned Unit Development) with a base zoning district of LC-2-A (Local Commercial) on one (1) parcel of land approximately 7.803 acres ± in size, more particularly described by Williamson Central Appraisal District Parcel R032156; and generally located to the southeast of the intersection of Lakeline Boulevard and Sauterne Drive, Leander, Williamson County, Texas. Motion by Councilmember Andrea Navarrette, Seconded by Councilmember Shanan Shepherd to approve the First Reading of an Ordinance regarding Zoning Case 18-Z-008 with the Planning & Zoning Commission recommendations. Vote: 6-0 19. Mayor Fielder opened the Public Hearing at 9:26 p.m. on the Intention to Issue City of Leander, Texas General Obligation Refunding Bonds, Series 2018 to effect savings on debt service. No spoke in favor or opposition of the request. The Public Hearing was closed at 9:26 p.m. Discuss and consider an Ordinance authorizing the issuance of tte City of Leander, Texas Obligation Refunding Bonds, Series 2018; authorizing the refunding of certain outstanding obligations; levying a continuing direct annual ad valorem tax on all taxable property within the City to pay the interest on said bonds and to create a sinking fund for the redemption thereof and the assessment and collection of such taxes; authorizing the delivery of an Escrow Deposit Agreement; authorizing the sale thereof; and enacting provisions incident and related to the issuance of said bonds. Motion by Councilmember Shanan Shepherd, Seconded by Councilmember Christine Sederquist to approve Ordinance No. 18-032-00 authorizing the issuance of the City of Leander, Texas Obligation Refunding Bonds, Series 2018. REGULAR AGENDA

20. Discuss and consider an Interlocal Agreement with Brushy Creek Regional Utility Authority, City of Cedar Park, City of Leander, and City of Round Rock for the Zebra Mussel Control Project in the amount of Five Hundred Nineteen Thousand Nine Hundred Twenty-Two ($519,922.00) Dollars. Motion by Mayor Pro Tem Jeff Seiler, Seconded by Councilmember Andrea Navarrette to approve an Interlocal Agreement with Brushy Creek Regional Utility Authority, City of Cedar Park, City of Leander and City of Round Rock for the Zebra Mussel Control Project. 21. Discuss and consider the appointment of Council Director and Citizen Director to the Board of Directors of the Brushy Creek Regional Utility Authority (BCRUA). Motion by Mayor Christopher Fielder, Seconded by Councilmember Shanan Shepherd to appoint Councilmember Navarrette as the Council Director and Mayor Pro Tem Seiler as the Citizen Director to the Board of Directors of the Brushy Creek Regional Utility Authority. 22. Discuss and consider an Addendum to the Facilities Agreement with Travis County Municipal Utility District No. 21 by and between Travisso, LTD, Travis County Municipal Utility District No. 21 and the City of Leander for the Travisso Subdivision Phase 2 Sections 2F, 2G and 2H; and authorizing the City Manager to execute any and all necessary documents. Motion by Councilmember Michelle Stephenson, Seconded by Councilmember Andrea Navarrette to approve an Addendum to the Facilities Agreement with Travis County Municipal Utility District 21. 23. Discuss and consider an Ordinance ordering and establishing procedures, and setting the date for a runoff election for the mayoral race; providing for the approval of election judges and voting clerks; and providing for related matters. Vote: 5-2 NAY: Mayor Christopher Fielder Councilmember Andrea Navarrette 24. Public Works Director Womack provided the water use and supply update for the month of April 2018.

25. Council Member Closing Statements. Andrea Navarrette - commented on recent election cycle; asked everyone to have patience; and hoped to see everyone at upcoming park event. Michelle Stephenson - congratulated new councilmembers; upcoming mayoral runoff election; hope everyone will be respectful of each other; and appreciate you both are willing to volunteer. Shanan Shepherd - stated Go Vote; commended two new Councilmembers; and look forward to another year. Christine Sederquist - thanked Ron Abruzzese for service; commented Marshall Hines ran a great campaign and hoped stayed involved; been crazy couple of months; and thanked Mayor Fielder and City Manager Cagle. Jeff Seiler - congratulated re-elected and two new Councilwomen; reminded everyone of upcoming Old Town Festival and Northline Project workshop on June 7th; and upcoming Grand Opening of ACC. Marci Cannon - thanked everyone who helped and guided her; commented this election cycle is not done - mayoral runoff election; future businesses and corporations watching us; rise to the ocassion; and excited to work with the citizens.
