What Is Absentee Voting? Under special circumstances, voters are allowed to cast their ballots prior to Election Day. This process is called absentee voting. Who Qualifies for Absentee Voting? A registered voter in Chicago is eligible to cast an absentee ballot only if the person: 1. expects to be absent from Cook County on Election Day; 2. is a college or university student temporarily residing away from'his/her home precinct>; 3. expects to be serving away from his/her home precinct on Election Day as an election judge or election official employed by any election board, County Clerk or law enforcement agency; 4. is serving on jury duty on Election Day; 5. is in jail as a pre-trial detainee not serving a jail sentence; 6. is physically incapacitated or hospitalized; 7. holds religious beliefs which prevent him/ her from voting in person on Election Day. In addition, the following voters are eligible to vote by absentee ballot: 1. Members of the Armed Forces or Merchant Marine and their spouses and dependents whether serving in the United States or abroad (registration not required); 2. U.s. citizens and their spouses or dependents, whose permanent residence is in Chicago but who will be temporarily residing abroad on election day; 3. U.S. citizens (not their spouses or dependents) who maintained a residence in Chicago immediately prior to their departure from the United States (registration not required). > A student, if qualified for a,two-year Temporarily Absent Student Ballot, will automatically be sent an absentee ballot application by the Board prior to each election during the two-year period.

Absentee Voting by Mail The most common method of obtaining an absentee ballot is through mail delivery. Although every effort is made to process ballot applications quickly, mail delays may still occur. Therefore, voters should consider some form of express mail to minimize lost time due to delivery. Step l-obtain, complete and return an absentee ballot application to the Board. Absentee ballot applications can be picked up at the Board's office or mailed to a voter upon a telephone request not more than 40 days prior to an election. Consult the current election calendar published by the Board for specific filing dates. The application must include the voter's name and registration address, as well as the address where the absentee ballot should be mailed. For a primary election, a party preference must also be included on the application. Upon receipt of a completed application, an absentee ballot is mailed to the voter (as soon as ballots are available from the printer). Step 2-Vote the absentee ballot and return it to the Board for processing. Upon receipt of the absentee ballot, follow all enclosed instructions and make sure to vote in secret. A voted absentee ballot must be returned to the office of the Board before 7 p.m. on Election Day in order to be counted. The ballot may be returned personally, by an immediate relative, by U.S. Mail or by a state licensed motor carrier. Once an absentee ballot has been returned to the Board, it cannot be retrieved or withdrawn. An absentee voter cannot vote in person in the polling place on Election Day unless he or she completes an affidavit stating the ballot was never received or the voter desires to cancel the absentee ballot.

Absentee Voting by a Physically Incapacitated Person Any voter who is either temporarily or permanently incapacitated qualifies to cast an absentee ballot. Certain incapacitated voters may also qualify for special additional absentee voting privileges as explained below: Five-Year DVI Card A voter with a permanent physical disability or a qualified nursing home resident may request a Disabled Voter's Identification Card (DVI), which is valid for all elections during a five-year period. The voter is automatically sent an absentee ballot application by the Board prior to each election. The voter must complete the application and return it to the Board in order to receive an absentee ballot. Licensed Nursing Home Residents Voters residing in licensed nursing homes vote on the Friday, Saturday, Sunday or Monday preceding an election. Residents who are registered voters and who submit an absentee ballot application by the Thursday before the election are allowed to vote during the scheduled nursing home balloting. For complete information on nursing home voting procedures, contact the Board at (312)269-7865. Hospitalized Voter A registered voter who is hospitalized not more than 5 days before an election may request that an absentee ballot be delivered in person to him or her in the hospital. An affidavit must be completed by the voter, his or her attending physician, and the relative (or registered voter of the same precinct) who delivers the absentee ballot to the hospital. Absentee Voting in Person Any qualified voter may cast an absentee ballot in person in the office of the Board of Election Commissioners, when ballots are available. Voting is conducted up to and including the day before an election. For information on absentee voting hours in the office of the Board, call (312)269-7967 approximately three weeks before an election. Overseas and Armed Forces Absentee Voting An overseas voter may apply for an absentee ballot on the official goveriunent postcard which is available in the office of the Board and at overseas bases, embassies and consulates. Federal law entitles certain categories of overseas voters to different types of ballots, depending upon the date that their applications are received by the Board. Consult the current election calendar published by the Board for specific filing dates. For complete information on absentee voting for these persons, contact the Absentee Department, (312)269-7967. Note: Overseas voters should anticipate a delivery time of 7 days for the Board to receive an absentee ballot application through the mail, 2 days for the Board to process and mail the ballot and another 7 days for the ballot to reach the voter. Since voted ballots must be received by the Board by 7 p.m. on election night in order to be counted, overseas voters should consider some form of express mail to minimize lost time due to delivery.

Absentee Voting Abuses Falsifying Eligibility for Absentee Ballots Persons who knowingly make false statements concerning their eligibility to vote absentee may be criminally prosecuted under loilcs 5/29-10. Other Election Law Violations Relating to Absentee Voting Any person who intimidates or unduly influences another person to cast an absentee ballot in a manner inconsistent with the voter's intent or who marks or tampers with an absentee ballot of another person shall be guilty of a Class 3 felony. (Note: Physically incapacitated voters are entitled to assistance if requested by the voter.) Any person who solicits a voter to apply for or cast an absentee ballot knowing that the voter is not legally qualified to vote as an absent voter is guilty of a Class 3 felony.
