REGULAR BOARD MEETING March 20, 2017 MINUTES NOTE: An Executive Session was held at 6:00 p.m. to discuss personnel and negotiation issues. Notice from the Board President: All votes will be roll call votes. All roll call votes will be by acclamation unless requested otherwise by one or more Board members including the Board President. In the absence of such a request and in the absence of a nay, I object, or I abstain by one or more Board members, all Board members present will be recorded as voting in the affirmative. The Board of Directors of the Sayre Area School District began their meeting at 7:10 p.m. with the following in attendance: Debra Agnew, Kenneth Bentley, Ron Cole, Andrew Hickey, Kay Husick, Dave Jarrett, Rick Jennings, Peter Quattrini, and Don Skerpon. Administrators present were: Barry Claypool, Dr. Sherry E. Griggs, Dayton Handrick and Michelle Murrelle. i. Redskin Spotlight Awards - None to report ii. iii. Any other matter of concern of interest properly raised in public session? Approval of the Minutes of the February 13, 2017 Regular Board Meeting On a motion made by D. Jarrett and seconded by D. Agnew: RESOLVE THAT THE MINUTES OF THE FEBRUARY 13, 2017 REGULAR BOARD MEETING BE APPROVED AS PRESENTED/CORRECTED IN EXHIBIT A. On the motion all voted yea. Motion #1 carried. I. Instruction A. 1. Principals Reports - Mrs. Murrelle reported that the required PDE notifications to parents regarding PSSA testing have been mailed. PSSA testing will begin in April. Mr. Handrick also stated that preparations are underway for PSSA testing. The District Speech and Debate Competition will be held at Sayre High School on Friday evening and Saturday, March 24-25, 2017. He also congratulated the Sayre Lady Redskins basketball team on winning their first District IV title. a. Government Programs Update - Preparations are underway for an audit in May. 2. Approval of the Color Run Event On a motion made by D. Jarrett and seconded by R. Cole: RESOLVE THAT THE COLOR RUN EVENT BE APPROVED AS PRESENTED IN EXHIBIT C. On the motion all voted yea. Motion #3 carried. 3. Approval of the Forensic National Competition On a motion made by D. Jarrett and seconded by K. Husick: RESOLVE THAT THE FORENSIC NATIONAL COMPETITION IN BIRMINGHAM, ALABAMA, FROM JUNE 18 THROUGH JUNE 23, 2017, BE APPROVED AS PRESENTED IN EXHIBIT D IN ACCORDANCE WITH POLICY #231 STUDENT TRIPS. On the motion all voted yea. Motion #4 carried. 4. Other II. Operations A. Buildings and Grounds - Mr. Hickey thanked the maintenance staff for their efforts recently with snow removal. Mr. Bunker commented that routine maintenance on all buildings is ongoing. There was a request for snow removal at the Litchfield Elementary School, and Mr. Bunker agreed to take care of that matter. B. Finance 1. Financial Reports a. Transfers RESOLVE THAT THE TRANSFERS LISTED IN EXHIBIT E BE APPROVED AS PRESENTED. On the motion all voted yea. Motion #5 carried. b. Bills Page 2 of 6

RESOLVE THAT THE BILLS LISTED IN EXHIBIT F BE APPROVED AS PRESENTED. On the motion all voted yea. Motion #6 carried. c. Treasurer s Reports NO ACTION NECESSARY. SEE EXHIBIT G 2. Tax Reports RESOLVE THAT THE TAX REPORTS LISTED IN EXHIBIT H BE APPROVED AS PRESENTED. On the motion all voted yea. Motion #7 carried. 3. Approval of Delegate and Alternate Appointment RESOLVE THAT THE BOARD APPOINT THE BRADFORD COUNTY TAX COLLECTION COMMISSION DELEGATE AND ALTERNATE IN ACCORDANCE WITH EXHIBIT I. On the motion all voted yea. Motion #8 carried. 4. Appoint Liaison Between Sayre Area School District and Berkeimer RESOLVE THAT BARRY CLAYPOOL BE APPROVED FOR AUTHORIZATION TO RECEIVE TAX INFORMATION FROM BERKHEIMER OF BANGOR, PENNSYLVANIA, ON BEHALF OF THE SCHOOL DISTRICT, FOR OFFICIAL PURPOSES AS DESCRIBED IN EXHIBIT J. On the motion all voted yea. Motion #9 carried. 5. GASB 45/75 Valuation Service Agreement RESOLVE THAT THE CONTRACT AGREEMENT FOR THE GASB 45/75 VALUATION SERVICE AGREEMENT BE APPROVED AS PRESENTED IN EXHIBIT K. On the motion all voted yea. Motion #10 carried. C. Community Relations Mr. Cole announced a Community Relations meeting will be scheduled before May. Information: The Ninth Annual Golf Tournament will be held on May 6, 2017 at Tomasso s Golf Course in Waverly, N.Y. D. Policy Review 1. Tentative Adoption of Policy 827.1 Written Code of Conduct Page 3 of 6

On a motion made by D. Agnew and seconded by P. Quattrini: RESOLVE THAT POLICY #827.1 WRITTEN CODE OF CONDUCT BE APPROVED FOR TENTATIVE ADOPTION AS PRESENTED IN EXHIBIT L. On the motion all voted yea. Motion #11 carried. 2. Other E. Technology no report F. Athletics and Recreation no report G. Personnel 1. Appointment of Board Treasurer On a motion made by R. Cole and seconded by D. Jarrett: RESOLVE THAT KENNETH BENTLEY BE APPOINTED AS THE BOARD TREASURER EFFECTIVE IMMEDIATELY THROUGH JUNE 30, 2018. On the motion all voted yea. Motion #12 carried. Note: Alan J. Hoyt, who acted as the board treasurer, resigned on February 7, 2017. 2. Reappointment of Custodian On a motion made by D. Jarrett and seconded by R. Cole: RESOLVE THAT MICHAEL TRACY BE REAPPOINTED TO THE POSITION OF CUSTODIAN, PENDING REQUIRED CLEARANCES, ON AN EFFECTIVE DATE AS ARRANGED BY THE SUPERVISOR OF BUILDINGS AND GROUNDS. On the motion all voted yea. Motion #13 carried. 3. Approval of Coaches On a motion made by D. Skerpon and seconded by D. Quattrini: RESOLVE THAT LINDA WILKINSON, CUSTODIAN, BE REMOVED FROM EMPLOYMENT BY SAYRE AREA SCHOOL DISTRICT PURSUANT TO SECTION 514 OF THE SCHOOL CODE, EFFECTIVE AT THE END OF THE WORK DAY ON JANUARY 27, 2017, AS RECOMMENDED BY THE SAYRE AREA SCHOOL DISTRICT ADMINISTRATION. On the motion all voted yea. Motion #15 carried. III. Miscellaneous A. Reports 1. NTCC Report NTCC meets March 23, 2018. 2. BLaST IU 17 Report - Mrs. Agnew reported that BlaST IU 17 Executive Director, Bill Martens, has resigned and a new director, Dr. Christina Steinbacher-Reed, has been appointed. Mrs. Agnew presented Mrs. Murrelle with a book for the H. Austin Snyder Elementary School Library. 3. PSBA Report - Mr. Cole updated the Board on activities and webinars scheduled by PSBA. 4. Board President s Report - Mr. Hickey congratulated Coach Sparduti and the girls basketball team on their achievement. 5. Superintendent s Report - Dr. Griggs noted that she had distributed her written report. IV. Adjournment On a motion made by R. Cole and seconded by D.
