Accept the proposal of Marek Landscaping for the 2017 Indian Creek invasive weed control, vegetation maintenance and seedbed preparation and seeding and authorize the Village President and Village Clerk to execute the contract per the Director of Public Works memorandum dated January 3, 2017. f. Santa Monica Blvd., beginning at 7:00 p.m. President West commented that 7 trustees are present; we have a quorum. The meeting is called to order; without objection, roll call is suspended. Members of the Village Board present included: Village President Michael A. On motion of Trustee Fonstad, seconded by Trustee Sumner, and carried unanimously, the Village Board adopted the Resolution approving the 2017 North Shore Fire Department fees for service schedule per the Village Manager s memo dated December 7, 2016. Future Agenda Items On motion of Trustee Kravit to consider the gentleman s request to examine rezoning for the village. There was no second; the motion failed. Announcements Village President West noted entering a festive time of year. He wished everyone a Merry Christmas, Happy Hanukah and a Happy New Year to us all. Trustee Fonstad gave a brief report on the Tree Commission meeting last Thursday. EAB 118 ash trees are slated for removal this fall. About 1/3 of the ash trees being removed are not being replaced with new plantings due to poor locations. A combination of root and trunk injections are being done. The composting of leaves was also reported on. 20 yards will be made available to residents at no charge in the spring time. 20 elm trees were removed this year. The cost has now nearly doubled due to removing the remaining very large trees. Tree planting grant has been obtained in the amount of $8300, with a local 25% matching grant has been received for a total of approximately $11,000, which will be used to replace trees. Trustee Fonstad reported on the August bluff incident on Wye Lane. The Tree Commission is involved with the Garden Club on the rain gardens in front of the Police Department and Village. Trustee Tirado reported on the Fox Point Citizens Advisory Pool Committee which met the end of November. They are currently in the discovery stage. Trustee Symchych and a pool citizen committee member met with UWM last week to use graduate students to do discovery work for the pool. They are hoping to hear some time prior to the next meeting. Village Manager Scott Botcher reported the SEWRPC report is available of anyone wishes to see it. Page 3 of 30

Through the review this year if they come out to do the review, they will take 15% off of the cost of the public officials insurance. Tax bills were mailed out today. Closed Session On motion of Trustee McGauran, seconded by Trustee Kravit with all members voting aye, 7-0, the Board convened into Closed Session at 7:33 p.m., Pursuant to State Statutes Section 19.85(1)(c), to consider employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, more specifically, to discuss employee compensation related to discuss the performance evaluation of the Village Manager. Participating in this portion of the closed session will be the Village Board and Village Manager. Reconvene and Possible Action on Closed Session Items On motion of Trustee Fonstad, seconded by Trustee Symchych, and carried unanimously, to reconvene to open session at 8:21 p.m. On motion of Trustee / President West, seconded by Trustee Fonstad, and carried unanimously, to approve the Village Manager s salary increase to $115,500 effective January 1, 2017. STATE OF WISCONSIN VILLAGE OF FOX POINT MILWAUKEE COUNTY RESOLUTION NO. 2017- RESOLUTION DESIGNATING AN INTERNATIONAL MIGRATORY BIRD DAY WHEREAS, migratory birds are some of the most beautiful and easily observed wildlife that share our communities, and WHEREAS, many citizens recognize and welcome migratory songbirds as symbolic harbingers of spring, and WHEREAS, migratory birds and their habitats are declining throughout the Americas, facing a growing number of threats on their migration routes and in both their summer and winter homes, and and WHEREAS, public awareness and concern are crucial components of migratory bird conservation, WHEREAS, citizens enthusiastic about birds, informed about the threats they face, and empowered to help address those threats can directly contribute to maintaining health bird populations, and WHEREAS, since 1993 International Migratory Bird Day (IMBD) has become a primary vehicle for focusing public attention on the nearly 350 species that travel between nesting habitats in our communities and throughout North America and their wintering grounds in South and Central America, Mexico, the Caribbean, and the southern U.S., and WHEREAS, thousands of people will observe IMBD, gathering in town squares, community centers, schools, parks, nature centers, and wildlife refuges to learn about birds, take action to conserve them, and simply to have fun, and WHEREAS, while IMBD officially is held each year on the second Saturday in May, its observance is not limited to a single day, and planners are encouraged to schedule activities on the dates best suited to the presence of both migrants and celebrants, and WHEREAS, IMBD is not only a day to foster appreciation for wild birds and to celebrate and support migratory bird conservation, but also a call to action, NOW THEREFORE BE IT RESOLVED, that the Fox Point Village Board hereby designates April 29, 2017 as International Migratory Bird Day in the Village of Fox Point and urges all citizens to celebrate this observance and to support efforts to protect and conserve migratory birds and their habitats in our community and the world at large.
