Call to Order - The Chairperson called the regular meeting to order at 9:02 a.m. 2. Pledge of Allegiance - Chief Spurling led the flag salute. 3. Roll Call - Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2 - Kevin Shutty; Commissioner District 3 - Terri Drexler. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 Resident Karen Herr sent a letter regarding funds from the property tax levy. 4.1.2 Resident Karen Herr sent a letter regarding night staffing at the jail. 4.1.3 The Washington State Liquor and Cannabis Board sent an application for the Shelton Rotary Club. 4.1.4 Washington State Department of Ecology sent a letter regarding Conditional Approval of the Shoreline Master Program Update. 5. Open Forum for Citizen Input - None 6. Adoption of Agenda - Cmmr. Neatherlin/Drexler moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye; D-aye. 7. Approval of Minutes - August 28, 2017 Briefing Minutes Cmmr. Drexler/Neatherlin moved and seconded to approve the August 28, 2017 Briefing Minutes. Motion carried unanimously. N-aye; s-aye; D-aye. 8. Approval of Action Agenda: 8.1 Approval of the January 2017 through December 2019 Collective Bargaining Agreement for Mason County's Community and Family Health Members. Cmmr. Neatherlin/Drexler moved and seconded to approve action item 8.1. Motion carried unanimously. N-aye; s-aye; D-aye. 9. Other Business (Department Heads and Elected Officials) 9.1 Sheriff Casey Salisbury spoke about comments made at the September 5, 2017 meeting in regards to the missing 2018 budget requests from the Sheriff's office. 9.2 Judge Victoria Meadows voiced concerns about contract negotiations and also comments previously made by the Board at an earlier briefing. 9.3 Sheriff Casey Salisbury spoke again, this time about the current investigation and the help he received from Jerry Hauth and the staff at Public Works. This assistance and use of equipment saved the County a large sum of money. 10. 9:30 a.m. Public Hearings and Items set for a certain time - 10.1 Public Hearing to adopt an ordinance establishing a 60 day notice of intent to adopt the 2016-2036 Comprehensive Plan Update. Staff: Paula Reeves (Ex. A) Paula Reeves noted the update includes amendments to the 2005 Comprehensive Plan, the Mason County Land Use Map, the county wide Planning Policies, and amendments to Mason County Development Regulations. Paula stated that Mason County has been working on the Comprehensive Plan alongside the Planning Advisory Commission (PAC) since 2015. The PAC has held various work sessions

BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS September 12, 2017 - PAGE 2 and hearings to gain insight from the public an also sent out a public survey at the beginning of 2017. Cmmr. Drexler questioned why this hearing was necessary. Paula explained that this hearing serves as a formal request to the Washington State Department of Commerce to begin review of the plan so they can submit official feedback. It also serves as a notice to the public to allow additional comments. Cmmr. Drexler then questioned how updates are done once the plan is adopted. Paula said it could either be adopted by ordinance if there was a need, or an annual update could be done. Conelly Watson asked if the final Comprehensive Plan and maps would be available at the Library. Paula said that they would be. No public comment was received. Cmmr. Drexler noted that though the mandatory items were the main focus, she looks forward to working in depth to improve the vision of the County in 2018. Cmmr. Neatherlin spoke about the need to add randomly located businesses within the next update. Cmmr. Shutty thanked the Planning Advisory Commission for their time. Cmmr. Neatherlin/Drexler moved and seconded to adopt an ordinance establishing a 60 day notice of intent to adopt the 2016-2036 Comprehensive Plan Update. N-aye; s-aye; D-aye. 10.2 Public Hearing to consider the change of control transaction for the required notice for the Wave Holdco franchise agreement. Staff: Loretta Swanson Loretta Swanson noted that under Mason County Code and Federal Communications Commission regulations, the Board needs to consent to a change in ownership. She added that the County must feel comfortable with the financial, technical and organizational capabilities of the new owner. Cmmr. Drexler asked a representative from WAVE what changes will occur. He said that no organizational or branding changes will be made. He added that WAVE service areas will see an increase in their internet speed with this change. No public comment received. Cmmr. Neatherlin asked to continue the hearing for two weeks until more information could be received. He said that his district has had some issues with WAVE so he would like to have more discussion. Loretta said that the question on the table isn't about service, but instead is whether the transfer of ownership is acceptable. She stated that if services issues are being reported, that can be discussed under the current franchise agreement.

Loretta offered to speak to WAVE legal department and see if pushing the hearing out would be problematic. Cmmr. Shutty asked to have a break while she called. Break 10:03-10:11 Loretta said WAVE is trying to wrap everything up by the end of September, so if the hearing was continued until September 26th it would be acceptable. She mentioned that the transfer of ownership does not deal with the issues brought forward by Cmmr. Neatherlin, adding that the legal team from WAVE would be happy to meet with him over any service concerns. Cmmr. Neatherlin/Drexler moved and seconded to continue the hearing until September 26, 2017. N-aye; S-aye; D-aye. Cmmr. Drexler asked to go on record noting that she does not have an issue with the transfer. Cmmr. Shutty said he was prepared to vote in favor of the transfer, and is agreeing to continue the hearing on the grounds that service related issues are discussed at the September 18, 2017 briefing. 11. B0ard 1 s Reports and Calendar - The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12.
