FUN FACT AAJ KA GYAN PART 1 On October 9, External Affairs Minister Sushma Swaraj launched the India for Humanity in New Delhi under which the Jaipur Foot artificial limb will be distributed free of cost to the needy across the world. The initiative is launched in collaboration with the charitable organization Bhagwan Mahaveer Viklang Sahayata Samiti (BMVSS) to honour Mahatma Gandhi s service to humanity. India for Humanity features a year-long series of artificial limb fitment camps in a number of countries spanning the globe to celebrate the 150th birth anniversary of Mahatma Gandhi. The purpose of the initiative is to provide for the physical, economic and social rehabilitation of the differently-abled around the world by helping them regain their mobility and dignity to become self-respecting and productive members of society. The BMVSS was founded in 1975 & is better known by its trademark limb Jaipur Foot. It is among the world s largest organisations for the fitment of artificial limbs and till date has served over 1.73 million amputees. PART 2 The World Post Day (WPD) is observed every year on 9 October to mark the anniversary of the establishment of the Universal Postal Union in 1874 in the Swiss Capital, Bern. It was declared World Post Day at the 1969 UPU Congress in Tokyo, Japan. The proposal was submitted by Anand Mohan Narula, a member of the Indian delegation. Since then, the day has been celebrated all over the world to highlight the importance of the postal services. The 2018 theme is: Imagine you are a letter travelling through time. What message do you wish to convey to your readers?. This year s observance of World Post Day highlights the sector s value not just for delivering the mail, but for delivering good.

An economics fix The Nobel to work on growth and long-run sustainability frames a crucial priority American economists William D. Nordhaus and Paul M. Romer were jointly awarded the 50th economics Nobel prize this week in recognition of their work on economic growth and its long-run sustainability. The Nobel committee noted that the duo s work brought us considerably closer to answering the important question of how we can achieve sustained and sustainable economic growth. The committee s praise is fitting as both economists devoted their careers to the study of the various externalities or spillovers that affect economic growth in a market economy. Mr. Nordhaus, for one, has been a pioneer in the movement towards quantifying the impact of economic growth on the climate and, in turn, the impact of climate change on economic growth. To correct this problem, he recommended imposing appropriate carbon taxes to curb pollution that was detrimental to growth in the long run.

CONTINUE Mr. Romer, on the other hand, studied the importance of technology in achieving economic growth. He proposed the endogenous growth model where technological progress is seen as the outgrowth of businesses and other entities investing in research and development. At the same time, he recognised ways in which the market economy may undersupply technological innovations. Consequently, he recommended the use of subsidies, patents and other forms of government intervention to encourage economic growth through increased investment in technology. In essence, the Nobel committee s decision is a recognition of economic research concerning market failure. Of course, critics have highlighted flaws in the works of these two noted economists. For one, it may often be impossible to arrive at an objective measure of the carbon tax rate or the ideal amount of pollution to allow in a developing economy. It is equally troublesome when one needs to determine how much subsidy, or other forms of government support, should be allotted towards research and development.

CONCLUSION Even though mathematical models have been devised to address these problems, they are only as good as the data fed into them. Further, such decisions regarding the perfect carbon tax rate or the ideal subsidy allocation are likely to be determined by political considerations rather than simply pure economics. So the threat of government failure may have to be taken as seriously as the effects of market failure. These concerns lead to questions about the real-world impact of the policies supported by the pair. Nonetheless, many would argue that Mr. Nordhaus and Mr. Romer s works are an improvement from the past in that they try to use the market mechanism itself to address its failures. The Nobel committee has done well to recognise important work on issues that are particularly relevant to the developing world.

Indians top list of overstayers in U.K. Visa policy seen as hostile, warn submissions to a parliamentary inquiry on post-brexit ties India accounts for the largest number of individuals staying in the U.K. illegally, and the number of those subjected to forced returns to India has fallen by 50% in three years, Britain s Foreign and Commonwealth Office has said. The problem of visa overstayers was highlighted by the department in its submission to a British parliamentary committee s Global Britain and India inquiry into post-brexit relations with India. Impact on students The focus on overstayers is significant, suggesting that there is little sign of change on an issue that has overshadowed bilateral relationships. Tensions came to a head earlier this year when Britain s Trade Secretary Liam Fox linked the decision on excluding Indians from a relaxation of student visa requirements to cooperation between the two countries on the return of illegal migrants, including India s failure to sign an MOU with the U.K. on the issue during Prime Minister Narendra Modi s visit in April.

CONTINUE Subsequently, Indian High Commissioner Y.K. Sinha questioned Britain s focus and stance on overstayers. I am sure there are many [overstayers] but where did this figure of 100,000 come from? he said in June. Backing his concerns, the think tank Chatham House, in its submission to the House of Commons Foreign Affairs Committee inquiry, pointed to Britain s visa regime for Indians as one of the key impediments to its relationship and highlighted U.K. s emphasis on overstayers. It was unclear how Britain had derived its assessment that 100,000 Indians needed to be repatriated, Chatham House said, noting the figure had recently been lowered to 75,000. Rather than providing easier access to Indians, the U.K. has threatened to expel many existing immigrants. Combined, this gives the impression that the U.K. is becoming more insular and hostile to foreigners, the thinktank said. In its submission, the U.K.-India Business Council warned that Britain s stance on immigration had been characterised in India as a directly hostile message that suggested Indian citizens were not welcome to the U.K. any more. Citing the decision to exclude India from the relaxation of student visa process, it said that it was a step in the wrong direction. The Council called for India to be included on the list of countries with reduced student visa application procedures, and the reintroduction of the ability to work for two years after graduation.

CONTINUE Impact on IT sector Apex IT body NASSCOM warned that a restrictive immigration system, limiting opportunities for global talent, could hit Britain s economic growth and productivity. Representing India s IT industry, NASSCOM stressed the need to treat the movement of highly-skilled workers, who came to the U.K. on a short-term basis under the intracompany transfer scheme, as a trade policy and not an immigration issue. The movement of such workers had been crucial in driving Britain s competitive advantage, NASSCOM said in its written submission, adding that there was little evidence to suggest they had any negative impact on wages or employment prospects for domestic workers. The Royal Commonwealth Society warned that the state of Indian visas into the U.K. was abysmal and reiterated its call for Indian visitors to be given similar conditions as Chinese tourists, who were able to get a two-year multiple entry visa at nearly 75% lower cost than others. In recent years, the U.K. appears to have neglected the India relationship in favour of fostering better relations with China. The immigration issue had caused seriously ill feeling in India towards Britain, warned crossbench member of the House of Lords Karan Bilimoria.

CONCLUSION Foreign Office counter However, on the issue of visas, the Foreign Office submission highlighted what it saw as key achievements on visas to Indian nationals. These included Britain having more visa centres in India than any other country in the world, Britain issuing more skilled worker visas to India than all other countries in the world combined and the fact that 90% of Indian nationals, who applied for a visa, were successful. The Global Britain and India inquiry, which is looking at opportunities for cooperation with India beyond Brexit, took written evidence till late September and has been holding evidence sessions this month. Foreign Office Minister Mark Field is expected to give evidence later this month.
