FUN FACT AAJ KA GYAN PART 1 The Odisha Assembly has recently passed a unanimous resolution to name the newly-built Jharsuguda airport after noted freedom fighter Veer Surendra Sai. Prime Minister Narendra Modi is scheduled to inaugurate the airport on 22 September 2018. Earlier, in July 2018, the Centre had asked the State government naming of the airport is to be considered only after a resolution passed in the Odisha assembly. Jharsuguda airport will be the 2nd operational airport in Odisha after Biju Patnaik International airport in Bhubaneswar. Veer Surendra Sai, who was born on January 1809 in Sambalpur district of the State, had sacrificed his life fighting against British East India company. He and his associates resisted the British and successfully protected most parts of Western Odisha region for some time from the British rule. Many of them were hanged by the British & a few died in the Cellular Jail in the Andamans. Surendra Sai died in Asirgarh Jail on 23rd May 1884. PART 2 India has decided to place four more reactors under the International Atomic Energy Agency (IAEA) safeguards. Accordingly, two Russian-designed Pressurised Light Water Reactors and two Pressurised Heavy Reactors being built with Indian technology will be covered. With this, a total of 26 Indian nuclear facilities will be under the international nuclear energy watchdog IAEA. This was stated by Sekhar Basu, Chairman, Atomic Energy Commission and Secretary, Department of Atomic Energy, at the 62nd General Conference of IAEA Vienna, Austria, on 19th September 2018.

Overnight flip-flop: on the cancelled Swaraj-Qureshi meeting The government must explain why it cancelled the Swaraj-Qureshi meeting Within 24 hours of announcing a meeting between External Affairs Minister Sushma Swaraj and Pakistan Foreign Minister Shah Mahmood Qureshi in New York next week, India called it off. The reasons cited for this overnight flip-flop are recent attacks in Jammu and Kashmir by Pakistan-based groups, and stamps issued by the Pakistani postal service that glorified Kashmiri terrorists. According to the MEA spokesperson, both acts expose Pakistan s evil agenda and the true face of the new Prime Minister of Pakistan, Imran Khan, rendering talks meaningless. While the government is well within its rights to rethink any decision it takes, the reasons that it has furnished for cancelling the meeting are far from convincing. To begin with, there have been a number of violent attacks in J&K in the past few months which predate the government s decision to schedule the meeting.

CONTINUE Since the beginning of the year, 13 Border Security Force jawans have been killed along the Line of Control and the International Border, including the latest case on Wednesday of a jawan s body recovered bearing torture marks. In the same period, more than 20 policemen belonging to J&K police have been killed by terror groups backed by Pakistan. The government s reaction to Friday morning s killing of three policemen thus appears puzzling. Equally bewildering is the subject of the stamps of Kashmiri terrorists; while there is no doubt that they are offensive, they were issued back in July before Mr. Khan came to power. The government needs to clarify its position on what prompted the cancellation of the meeting, not just for the domestic audience but also for the international community which is watching the India-Pakistan relationship very closely.

CONCLUSION The decision to cancel the meeting in New York dampens hope for meaningful engagement between the two countries for the foreseeable future, perhaps until the general election in India in 2019. Delhi and Islamabad should use this period to bring down tensions. In particular, the situation on the LoC warrants immediate attention. A day before the killing of the BSF jawan, a statement by the Defence Minister that the Indian Army is also cutting heads, but not displaying them only highlights the need to stop the retaliatory cycle. The new hotline just operationalised between the BSF and the Pakistan Rangers is an important initiative in this regard. India s decision to call off the New York meeting is only the latest in a series of cancellations of talks with Pakistan since the Modi government came to power. There is little doubt that provocations from Pakistan, and the seriousness of the attacks launched by groups based there warrant a firm signal from India. But a credible position also requires consistency, which the government has not brought to bear on its Pakistan policy thus far.

BJP to calm upper caste tempers over SC/ST Act Recent assurance on SC/ST Act by Chouhan has triggered anger in the community The immediacy of the Assembly elections may have been the spur for Madhya Pradesh Chief Minister Shivraj Singh Chouhan s public assurance to upper castes that there would no arrests under the SC/ST (Prevention of Atrocities) Act without proper investigations, but the BJP is depending on a more word-ofmouth campaign to calm tempers among upper castes in other States. BJP leaders in major north Indian States have been asked to travel to blocks and districts in their areas of influence to speak to resentful upper caste community members. The Union government had brought in a new ordinance (later ratified by Parliament) after the Supreme Court tweaked the original 1989 Act, which asked for more process before arrests in cases under the Act. This has led to agitations in many States, especially Madhya Pradesh where an umbrella organisation of upper castes, called the Samanya Alapasankhyak Adhikari Karamchari Sangh (SAPAKS), led a successful bandh on September 6 and plans a big rally on September 30.

CONTINUE Traditional support Black flags and protests have been greeting Mr. Chouhan and leaders in the Congress as well during public interactions in the course of poll campaigning. However, the BJP leaders feel that the traditional support enjoyed by the party among the upper castes will help them prevail over any anger. The leadership of the party is listening. We have been travelling to each janpad(taluka level administrative unit) and speaking to community members. I tell them don t get taken by any social media campaigns. What is the actual figure of cases filed under the Act? Who is being accused? Who is the accuser? In many cases the communities at the forefront of the agitation are not the ones that figure in FIRs, said Uttar Pradesh Law Minister Brajesh Pathak.

CONCLUSION No going back Senior party office-bearers say that there will be no going back on the law as it helps the BJP s prospects among the sizeable Dalit communities across the country. We will have to manage the upper caste anger without going back on the law, said a senior party leader. The movement in Uttar Pradesh was being led by spiritual guru Devakinandan Thakur who was recently arrested in Agra. As Mr. Thakur s arrest triggered much anger, the BJP resorted to a more word-of-mouth approach. The resentment is said to be spilling across north India and while the BJP does not fear that upper castes will vote against it in the upcoming polls, their refusal to vote may have the same devastating effect on the party s poll fortunes. For now, organisations like SAPAKS are taking Mr. Chouhan s assurance with a pinch of salt. Shivrajji has only conveyed this orally. No instructions in writing have been issued. We will continue to oppose all political parties on this. We are organising a big rally in Bhopal on September 30 to give a demonstration of our strength, said Dr. K.S. Kushwah, one of the founding members of SAPAKS.
