Notice to the Public March 3, 2018 Immigration Bureau, Ministry of Justice The partial amendment of the designated activities notice for further acceptance of 4 th Generation Japanese descendant Today, the Ministry of Justice has announced the partial amendment the designated activities notice of the system for further acceptance of 4 th Generation Japanese descendant. The system will take effect as of July 1 st of this year 1 Contents Today, the Ministry of Justice has announced the partial amendment of the notice to determine the activities listed in the right-hand column of appendix table 1, sub-table 5 under the provisions of Article 7, paragraph 1, item 2 of the Immigration Control and Refugee Recognition Act to establish a new system of accepting young 4 th Generation Japanese by having them learn Japanese culture to deepen their interest in and understanding of Japan; and through this, nurture them as human resources to strengthen the bond between Japan and Japanese companies in the country. The system will take effect as of July1st of this year. Furthermore, applying for the Certificate of Eligibility (COE) related to the system is possible even prior the system s date of enforcement. Regarding the Further Acceptance of March 2018 4 th Generation Japanese Immigration Bureau, Ministry of Justice Logo Objective To accept those 4th Generation Japanese who have fulfilled the set requirements; have them learn Japanese culture to deepen their interest in and understanding of Japan as a way of nurturing them as human resources to strengthen the bond between Japan and Japanese companies. Target recipients 4 th Generation Japanese who are between 18 to 30 years of age who meets all conditions stated below. A limited number of applicants are accepted (around 4,000 people as a whole per year at the start of implementation of the system) Provision Details Behavior Japanese language ability Financial support Cost for returning to home country Health Family No criminal records in one s home country At the time of landing in Japan: Has the ability to understand basic Japanese (around JLPT N4 level) At the time of filing for extension: After a total of 2 years has passed since having stayed in Japan has the ability to understand conversational Japanese (around JLPT N3 level) Has enough savings to cover costs of living or has prospects of income until a job is secured in Japan Could cover own flight ticket to return to home country In good health Already enrolled in medical insurance Other family members are not allowed to come along Residence status and contents of activities The resident status will be [Designated Activities] (the matters stipulating the activities listed in the right-hand column of appendix table 1, sub-table 5 under the provisions of Article 7, paragraph 1, item 2 of the Immigration Control and Refugee Recognition Act), with activities as follows; 1 Activities which aim to understand general lifestyle in Japan and Japanese culture, including Japanese language 2 Remunerative activities in the required scope to generate the necessary sufficient funds to be able to engage in the activities stated above (except any businesses related to the entertainment and amusement trades (such as bars, restaurants, mahjong parlors, etc.) fueihou) (For those who are continuously engaging in Japanese language learning, etc., activities pursuant to the objective of the system; obtaining the longest period of stay of 5 years is possible (as the total period is possible) Support policy Those 4 th Generation Japanese accepted by this system will receive help from supporters (individuals or non-profit organizations who have fulfilled the set requirements. Regarding the Sponsoring Entity of 4 th Generation Japanese (Prior to Landing (to Japan)) Japanese Embassy /Consulate Office Japanese Regional Immigration Bureau 6 Issuance of Japan visa 5 for Japan visa 2 for the Certificate of Eligibility (by an authorized representative) 3 Issuance of the Certificate of Eligibility 4 th Generation Japanese 7 for Landing Port of Entry/Departure 1 of Support/Consent(*Note) (*Note: Any assistance from an intermediary is only allowed if it s free. In addition, only free of charge job placement conducted by an intermediary is permitted) 4 Sending of Certificate of Eligibility Requirements for Sponsors Sponsoring Entity of 4 th Generation Japanese All requirements must be met for those individuals/organizations who will sponsor a 4 th Generation Japanese (For Individuals) A foreign national could sponsor only if he/she is a Japan Permanent or Special Permanent Resident Can only sponsor two (2) 4 th Generation Japanese (For Organizations) Should be a non-profit organization aiming for international exchange or services for local communities The ratio of full time employee in charge of support to 4 th generation Japanese should be 1:2. (For both Individuals and Organizations) Has not been sentenced due to violation of, or committing fraud or unreasonable conduct in terms of Immigration laws and regulations in the past Is not in any circumstance which are not recognized to give secure, sufficient and proper support to 4 th generation Japanese,, etc. 2

Regarding the Sponsoring Entity of 4 th Generation Japanese (After Landing (in Japan)) 4 th Generation Japanese 1 Confirmation of Living Conditions (Focusing mainly on work and culture studies) (At least once (1) a month) Sponsoring Entity of 4 th Generation Japanese 2 Reporting of Living Conditions 3 for the Extension of Period of Stay 4 Permission of Extension of Period of Stay *Miscellaneous (Consultation on Living in Japan/whenever necessary) Japanese Regional Immigration Bureau In any event that the 4 th generation Japanese seeks advice (e.g. related to Work, Medical, Housing, Life in the Community, Japanese Culture, Japanese education, etc.), the sponsoring entity can introduce a consultation desk/hotline of the related organization. 3
