Consider approving the minutes of the Baytown City Council Regular Meeting held on January 12, 2017. 2. RECOGNITIONS AND CITIZEN COMMUNICATIONS a. Mr. James Herndon has requested to appear before Council to address concerns with a neighbor operating an ATV repair business out of their home in a residential area. b. Mr. Russell Hamman has requested to appear before the Council in regards to the revitalization of the Brunson Theater & Texas Ave. c. Present a proclamation designating February 19-25, 2017, as National Engineers Week in Baytown. d. Present a proclamation designating February 7 - March 5, 2017, as The Great Texas Warrant Roundup in Baytown.
3. REZONING OF APPROXIMATELY 0.72 ACRES OF LAND, 906 MASSEY TOMPKINS ROAD a. Conduct the public hearing concerning a proposed amendment to the official zoning map to rezone approximately 0.72 acres of land, located at 906 Massey Tompkins Road, legally described as Tract 30B out of the J. W. Singleton Survey, Abstract 709, Baytown, Harris County, Texas, from Mixed Residential at Low to Medium Densities (SF2) to General Commercial (GC). b. REZONING OF APPROXIMATELY 9.71 ACRES OF LAND, 7510 AND 7522 BAYWAY DRIVE a. 6. REZONING OF APPROXIMATELY 4.85 ACRES OF LAND, 7600 BAYWAY DRIVE a. Conduct a public hearing concerning a proposed amendment to the official zoning map to rezone approximately 4.85 acres of land, located at 7600 Bayway Drive, Lot 99, Block 27, Elena Fruit and Cotton Farms D, Harris County, Texas, from Neighborhood Serving Commercial (NSC) to General Commercial (GC). b. Consider an ordinance approving a proposed amendment to the official zoning map to rezone approximately 4.85 acres of land, located at 7600 Bayway Drive, Lot 99, Block 27, Elena Fruit and Cotton Farms D, Harris County, Texas, from Neighborhood Serving Commercial (NSC) to General Commercial (GC). 7. PROPOSED RESOLUTIONS a. Consider a resolution transferring unencumbered appropriations in the Fiscal Year 2015-16 General Fund Budget to cover budget overruns in the Legal and Fire Department budgets. b. Consider a resolution authorizing the City to submit a continuation grant application for the Police Department to the Criminal Justice Division (CJD) of the Texas Governor's Office through the Houston-Galveston Area Council (H-GAC). 8. CONSENT All Consent Agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. a. Consider an ordinance authorizing the Assignment of the Industrial District from El Dorado Nitrogen, L.P., to El Dorado Nitric L.L.C. b. Consider an ordinance renewing the 2015 Annual Mill & Overlay Project for Year 3 with Angel Brothers Enterprises, LTD. c. Consider an ordinance amending Chapter 94 "Traffic and Vehicles," Article IV "Specific Street Regulations" of the Code of Ordinances, to authorize the installation of three stop signs on Civic Circle in front of City Hall -- two on Civic Circle and one on the public way exiting the west end of the parking lot. d. Consider an ordinance approving a professional services agreement with Resource Planning Architects, Inc. (RPA, Inc.) for the first phase renovations to the Evergreen Park Clubhouse.
e. Consider an ordinance authorizing a master equity lease agreement, a maintenance agreement, and other related documents with Enterprise Fleet Management, Inc., and its associate, affiliate, and subsidiary companies for the leasing of seventeen (17) vehicles for the Police Department through The Interlocal Purchasing System. f. Consider a resolution authorizing the Chambers County Mosquito Control Department to use aerial application methods for the purpose of mosquito control within the Chambers County portion of Baytown. g. Consider an ordinance authorizing the renewal of the Cisco network equipment support (SmartNet) offered by Presidio, Inc., using Texas Department of Information Resources contract DIR-TSO-2542. h. Consider an ordinance authorizing an Emergency Services for Food and Supplies Pre-Event Agreement with Ben E. Keith Foods.. i. Consider an ordinance authorizing the abandonment of the City s interest in portions of an existing 8" water line in the right-of-way of West Bay Road, Baytown, Chambers County, Texas, from the intersection of FM 565 south into the Covestro Industrial Park Baytown. j. Consider a resolution authorizing the City of Baytown to apply to the Office of National Drug Control Policy for a 2017 grant for the Houston High Intensity Drug Trafficking Area Program. 9. APPOINTMENTS a. Consider two (2) appointments to the Charter Review Committee. b. Consider four (4) appointments to the Baytown Library Board. 10. MANAGER'S REPORT Notice is hereby given in accordance with Section 551.0415 of the Texas Government Code, the City Council of the City of Baytown may receive a report about items of community interest from City staff and/or a member of the City Council, but no action or possible action shall be taken or discussed concerning the subject of such report, except as provided by Section 551.042 of the Texas Government Code. a. The First Annual "Dine with your Valentine at Town Square" will be held on February 11th. b. The 16th Annual "Daddy and Me" Valentine's Dance will be held on Friday, February 10, 2017, from 7:00 p.m. until 10:00 p.m. at the Baytown Community Center.
