Call to Order/Prayer/Pledge of Allegiance to the Flag/Roll Call: The meeting was called to order at 7:02 pm; President Dilbert led the pledge of allegiance, Council Members in Attendance: Trustees: Kevin Chandler Brett Harris Ann Pridemore Debra Hill Absent: Terry Tidwell-w/o notice Daniel VanDeKerkhove-w/notice Attorney: Thomas Esordi Also Attending: President Chris Dilbert Treasurer Rachel Whitsett Clerk Deborah Mack II. Approval of Agenda; I make a motion to approve the agenda as amended add: A/I, item #C- Senate Bill 571, delete- Recreation Board P /I delete item #C-Brookside Management, item #D- Settlement Authority. Second: Trustee Chandler III. Public comments on Agenda item: None Approval of Minutes a) December 8, 2015 Motion: Trustee Pridemore

Health & Nuisance Report g. Clerk s Report November Check Register Totals= $275,581.50, president approval $188,885.65 Payroll & Expenses $47,885.96+$10,186.13 Grand Total -$246,957.74. VI. President s Items: Motion: Trustee Hill I move that we approve the consent agenda as presented. a) Todd Robinson New Haven Superintendent Superintendent Robinson presented a brief power point on the need for the schools to maintain the current homestead tax level. b) Accounting Matters Council reviewed the job description for an Accountant and made suggestions comments and suggestion to improve the ad. Treasurer Whitsett stated that she was still working on the March bank reconciliation. President Dilbert stated that he would like John Rhinesmith to get the village caught up and forward a package to the auditors. President Dilbert stated that Mr. Rhinesmith cost is in line with the other companies that were interviewed for the position. Motion: Trustee Pridemore I make a motion to hire John Rhinesmith for accounting services for the next two months, not to exceed $10,000.00 without prior council approval.

Page 3 c) Easter Egg Hunt/Parks and Recreation Committee Motion: Trustee Chandler I make a motion to allow $l,500.00 from Parks and Recreation for the Easter Egg Hunt. President Dilbert informed council that he will be putting together a posting for the Parks and Recreation Board which will be placed in the Voice Newspaper and website. VIII. Attorney Items: a) Animal Ordinance Attorney Esordi stated after reviewing the animal ordinance he sees no inconsistences in the Animal Ordinances b) (add) Senate Bill 571 Attorney Esordi gave a brief synopsis of the restrictions placed on governmental agencies regarding Senate Bill 571. IX. Approval of Payment of Bills to be Paid-discussion/action I make a motion to approve the payment of bills in the amount of $193,314.63. X. Clerk s Items: a) Agenda Items for February 9, 2016, will be due by February 01, 2016 b) Set Public Hearing-CDBG Funds-$11,719.00-February 9, 2016 @ 6:30pm-action. I move that set a public hearing for 6:30pm for February 9, 2016 for CDBG funds. Second: Trustee Chandler

Page 4 XI. Treasurers Report on Finances-discussion/action a) Treasurers Report XII. Unfinished Business: I move to accept and file the Treasurer s report for December, 2015 in the amount of $3,966,767.05. Second: Trustee Hill a) Lt. Daniel Stier-Fire Truck purchase-action requested President Dilbert stated no decision would be made until we review the budget. President Dilbert informed council that the 1 mill moved from public safety to the fire department has to be approved every year at budget time. Trustee Harris stated that public act 33 allowed the transfer. b) SMART TRIP-February 6, 2016 to Grand Rapids, MI-$1,690.00-action I move that we approve the SMART trip to Grand Rapids in the amount of $1,690.00. c) Trustee Chandler-New Website Trustee Chandler gave a presentation on the new website and it ready to launch shortly. Trustee Chandler would also like the village to hire a college intern, $10.00 an hour, 14 hours a week to maintain the website, facebook etc. Motion: Trustee Hill I make a motion that Trustee Chandler write a job description for the media person and present it to Council..

Page 5 Trustee Chandler also announced the winners of the photo contest for the new website. XIII. New Business a) Trustee Pridemore Trustee Pridemore informed council of the property damage occurring in the various subdivisions and neighborhoods. Since the Sheriff Dept. patrol our community, do we know if they are aware, or have the increased patrols in those areas? President Dilbert stated we can increase patrol at a cost. b) Cheryl Guerrero-Water Bill Ms. Guerrero complained about her water bill and asked council for a reduction, no action taken. President Dilbert called for a Budget Workshop for Wednesday, January 27, 2016 at 6:30pm; Trustee asked that John Rhinesmith be included. XIV. XV.
