ORCHARD PARK BOARD OF FIRE COMMISSIONERS MINUTES OF THE MARCH MEETING The regular monthly meeting of the Board of Fire Commissioners of the Orchard Park Fire District was held on March 13, 2018 at 7:00 PM in the Board Room of the Orchard Park Fire Hall. The meeting was called to order by Chairman Machemer and began with the pledge to the flag. Roll Call: Chairman: Kenneth Machemer Dist. Since Orchard Park has requested another month to complete their report, motion made by Commissioner Bodden, seconded by Commissioner Weichmann to table until the April meeting. All in favor; motion carried. Treasurer s Report: There are no transfers needed: The monthly cash flow report is attached to the file copy. Motion made by Commissioner Gill, seconded by Commissioner Bodden to accept the Treasurer s report. All in favor; motion carried. District Guy Carey: 1. Monthly report read. Attached to file copy. 2. Thank you to all for a great job on the structure fire. 3. Need a hose count from the chiefs 4. Need the small equipment lists from the chiefs. 5. The bunker gear is all done. 6. Would like to speak to the chiefs briefly after the meeting. 7. FDIC is all paid for and will be getting a van for the trip. 8. The next work session will be March 28, 2018 7PM at Windom. Orchard Park Chief, Matt Cavanagh: 1. Would like to have the mechanics room re-keyed with limited access to the room as some of the tools etc. tend to walk off and the purchase of new tool boxes. This is fine with the board as long as there is a key in the District Office for the Commissioners to use if needed.
2. Would like to move forward with the e-tools for OP7. The Board would needs to look at the finances for the e-tools and the plymo vent which will cost approximately $13,000.00 while the e- tools are approximately $20,000.00. 3. Per Commissioner Machemer in answer to question regarding the man doors at the North Station, they are installed and will be painted when the weather breaks. Windom Chief, Jay Knavel: 1. Motion made by Commissioner Wierzbowski, seconded by Commissioner Gill for the District to pay for the food for the 2018 stadium events per Chief Knavel s request. All in favor; motion carried. Hillcrest Assist. Chief: Jon Torre 1. Thank you to the Board for the American Lung Association Air Climb we received an award for the largest fire district participation. 2. Just a reminder that the County will be putting on a radio communications class at Hillcrest tomorrow, Wednesday March 14 th at 6PM. 3. Motion made by Commissioner Gill, seconded by Commissioner Weichmann to adopt the Matrix for Fire Officer requirements to be in effect 2019 for the 2020 year. All in favor; motion carried. 4. Would like to know what version of the requirements are the companies working off of? Per Commissioner Machemer, will get that to the chiefs. 5. With more and more fires happening it is becoming increasingly difficult for the members to get to central to wash their gear. Would like the board to split the cost of purchasing a regular washer and dryer to be installed at Hillcrest. The hook-ups were installed when the renovation was done. Will have prices at the April meeting. District EMS: 1. We are handling the increasing number of calls quite well. 2. Will be implementing the new IO s. NEW MEMBERSHIPS AND REMOVALS: ***Orchard Park*** ***Hillcrest*** ***Windom*** Motion made by Commissioner Wierzbowski, seconded by Commissioner Weichmann to remove Douglas Barrett from the District Rolls. Commissioner Wierzbowski: 1. Motion made by Commissioner Wierzbowski, seconded by Commissioner Gill to purchase the new Touch Screen Biometric Attendance Kiosk which is part of the RedAlert System for $14,000.00 to come out of computer operations. All in favor; motion carried. Commissioner Gill: 1. The physicals will take place on May 7, 2018 from 5 9PM and on May 19, 2018 from 9-3. This year it will be mandatory to make an appointment. Sign-up sheets will be posted soon. 2. Fueling up the Chiefs cars at highway is fine with the board. 3. To sign up for the Pre-Hospital Care by the NYS Bureau of EMS, go to their website and print out the registration. Will need by April 20 th. 4. Motion made by Commissioner Gill, seconded by Commissioner Wierzbowski to appoint Firefighter Jacob Galas as EMS Coordinator for 2018. All in favor; motion carried. 5. With regards to the concerns with the police dispatch, their responses were very reasonable. Commissioner Bodden: 1. Have given the list of vehicles to the treasurer. Will have a program in place to monitor the vehicles with regards to re-furbishing or replacing when needed. 2. Motion made by Commissioner Bodden, seconded by Commissioner Weichmann to put the lawn maintenance out to bid for a three (3) year contract to be opened at the April meeting. All in favor; motion carried. Commissioner Weichmann: No report Commissioner Machemer: No report Attorney Chelus: 1. Thank you for the condolences. Stated that his brother, Paul, was the chief of Hillcrest in the 70 s and was instrumental in getting Mike to be the District Attorney. UNFINISHED BUSINESS: NEW BUSINESS: BUSINESS FROM THE FLOOR: Per Firefighter Bosley, the plymo vent can t be moved at the North station as there is no room. Commissioner Bodden to check out. Firefighter Newell asked if there was going to be a new training officer. Per Commissioner Machemer any who are interested should get a letter together and contact him. Commissioner Gill noted that the District Chief position should possibly be a 2-year position. Will look more into this for the 2019 elections.
Chief Cavanagh asked about the possibility of an Administrative Assistant for both the training officer and OP10 to lessen the burden of the administrative duties for both positions. Firefighter Restorff questioned the districts capability of affording the new S. Taylor Road building. Per the Board, the finances are in place. PRESENTATION OF BILLS AND ACTION ON THE SAME: Motion made by Commissioner Gill, seconded by Commissioner Weichmann that the bills be paid as presented for a total of $2,012,615.44. All in favor; motion carried. MEETING ADJOURNED: There being no further business to come before this Board, motion made by Commissioner Bodden, seconded by Commissioner Gill that the meeting be adjourned.
