Dr. Swoboda offered to consider acknowledging the State Cross Country Qualifying Team prior to the Tax Levy Hearing. Member Little offered to reconsider so the members of the audience could see what it was the Board of Education does. Member De Rosa withdrew the motion to consider acknowledging the State Cross County Qualifyling Team prior to the Tax Levy. Associate Superintendent Bob Leonard provided a presentation on the 2017 tax levy. Laura Watkins Reimer asked if the tax levy was affected by SB1 or SB851. Mr. Leonard responded that if the tax rate freezes there will no changes. A motion was made by Joe De Rosa and seconded by to adjourn the Tax Levy Hearing. Student Recognition: State Cross Country Qualifying Team The Board of Education highlighted achievements and recognized seven girls and seven boys who qualified for the State Cross Country Meet held at Illinois State University in Normal, Il on October 14. Both the girls and boys teams placed 17 th of the 27 teams competing. RegMin 11/16/17 Page 2

Dr. Swoboda thanked the coaches for their passion and commitment to the children to make this happen. B. Board Recognition Award: Wildcat Wave The Board of Education recognized Mary Belcher, school bus driver for intervening to assist a student. She assisted the student safely on the bus and immediately reported the situation to an administrator. Mary was presented with a certificate of recognition and a gift card as a small token of the Board s appreciation. C. Recognition of Retiring Administrative Assistant and Board Recording Secretary Phyllis Martin On behalf of Dr. Swoboda and the Board of Education, Phyllis Martin was thanked and acknowledged for her 25 years of exemplary service to Woodland School District 50 s students, families, staff, administrators and many Boards of Education. The Board and Dr. Swoboda presented Mrs. Martin with an engraved vase and flowers as a token of their appreciation. Citizen Statements Sharon Anday, Union President and Middle School Teacher thanked Phyllis Martin for all that she has done for not only the Union but also for her personally. FY17 Human Resource Department Annual Report Martha Gutierrez, Director of Human Resources, presented an overview of the Human Resources Department Annual Report provided in the Board packet. The report included restructuring of the Human Resources Department, provided statistics on staff retention and education levels and the ethnicity of both staff and students. Mrs. Gutierrez shared that two administrators were going to attend the National Association of Black Educators Conference in New Orleans on November 15-19. B. Presentation of 2017 Illinois School Report Cards including PARCC Achievement Data Dr. Steve Thomas, Assistant Superintendent of Teaching and Learning, presented on the 2017 Illinois School Report Card. Dr. Thomas shared that Woodland uses two standardized assessments, Partnership for the Assessment of Readiness for College and Careers (PARCC) and Measures of Academic Progress (MAP). Overall, Woodland had a greater percentage of students meeting or exceeding the Illinois average. The 2017 Illinois School Report Card can be found on the district website. C. Discussion of 2017 Illinois School Board Association Resolutions Report Dr. Little gave a brief overview of how the Resolution Committee works at the Joint Annual Conference. The Board was in agreement with of how the committee recommended to vote. D. Middle School Start Times Member De Rosa asked this item be placed on the agenda. Mr. De Rosa shared that The American Academy of Pediatrics recommends nine hours of sleep and questions whether our middle school students meet that recommendation with their start time being at 7:30. This will be a topic of discussion for the January 27 Special Board of Education meeting for the purpose of its Quarterly Learning Session as well as a discussion in strategic planning for the student well-being focus area of study. Board Improvement and Operations Discuss agenda topics for the Special Board of Education meeting (Quarterly Learning Session) on Saturday, January 27, 2018. Members of the Board discussed topics for the agenda for their January 27 RegMin 11/16/17 Page 6

Quarterly Learning Session meeting. Topics will include the next steps from when the Board met with IASB representative Barb Toney on May 11 and Middle School Start times. Status of Requests from Board Members/Recap/Future Board Items/Correspondence Correspondence to the Board There was one correspondence to the Board which required a response. The Board approved the draft response as written. Freedom of Information Act Request There was one FOIA request. Announcements and Board Committee Reports Gurnee Days announced the theme for Gurnee Days this year will be Gurnee Celebrates the Decades. SEDOL shared there was not a formal meeting last month. SEDOL is working through the process of hiring a new Superintendent and conducting interviews. There will be a recommendation at their January Board meeting. PTA announced that sales have increased at the book fairs and the committee is putting in good fund-raising efforts. The ROAR Run profited $3000 and the membership drive now has 626 members with 250 being staff. Policy The policy committee met and there were minor changes to the policies reviewed. These policies will be brought forward at the December governing meeting. Woodland Board of Education Recognition The Board Recognition Committee met and chose the November and December nominees. There was discussion of changing the recognition of all nominees to quarterly and having the Board representative recognize them at their schools with a small token of appreciation. There was also discussion of recognizing our volunteers in April. Citizen Statements There were none.
