The minutes of the Woods Cross City Council Meeting held September 3, 2013 at 6:30 P.M. in the Woods Cross City Hall located at 1555 South 800 West, Woods Cross, Utah. APPROVAL OF MINUTES The City Council reviewed the minutes of the City Council meeting held August 20, 2013. After their review, Council Member Hill motioned the minutes be approved as corrected with Council Member Evans seconding the motion and all voted for the motion through a roll call vote. APPROVAL OF CASH DISBURSEMENTS The floor was given to the City Recorder who reviewed the Cash Disbursements listing for tonight s meeting.
PAGE 2 After the City Council s review, the floor was given to Council Member Hill who motioned the City Council approve the cash disbursements listings as presented. The motion was seconded by Council Member Evans and all voted for the motion through a roll call vote. OPEN SESSION (BRIEF ITEMS) The Mayor then opened the meeting to items from those present that they would like to bring before the City Council which would take less than two or three minutes. There were no items for the brief open session. REPORT FROM THE WOODS CROSS COMMUNITY OF PROMISE COMMITTEE The Mayor gave the floor to Ms. Donna Grover, the chairperson for the Woods Cross Community of Promise Committee. She reported on her committee s activities as follows: Summer Literacy Program Angela Poole All the sessions went well and it was a success again this year All the guest speakers were great Overall attendance was a little lower than previous years o Low under 100 kids and high just over 120 Garden Club Next meeting scheduled for this Thursday, Sept. 5 th at 7 PM The landscape designer and owner of Garden Inspire will be their guest speaker and will be discussing herb gardening They also have a meeting scheduled for Thursday, Oct 3 rd at 7 PM and Judy Green and Kellie Buckalew will be their guest speakers discussing how to divide perennials Senior Lunch Bunch- Sorry to learn of Carolyn Low s retirement from Senior Lunch Bunch, she did a wonderful job and will be greatly missed. Vickie Hinckley and her committee have met and are excited to take on this new responsibility and try to fill Carolyn s shoes and keep the lunch bunch going. The next luncheon will be held on Thursday, Sept. 12 th at noon Council Member Dave Hill will be their guest speaker with lunch provided and ending with Bingo
PAGE 3 Book Club- Next meeting scheduled for Thursday, Sept. 19 th at 7 PM. They will be reviewing the autobiography by Jackie Robinson titled, I Never Had it Made. Guest author that night as well, Clark Burbidge, he will be introducing his new book Following the report by Ms. Grover, the City Council and Mayor expressed appreciation to her and her committee for the excellent job they do in providing services to the citizens of the City. At this point Council Member Dayley entered the meeting. REPORT FROM THE WOODS CROSS YOUTH CITY COUNCIL The Mayor gave the floor to Ms. Vicki Hinckley who is the supervisor of the Woods Cross Youth City Council and she reported on the Youth City Council s activities as listed below. Leadership Council interviews were conducted last Thursday by Rick Earnshaw and Ryan Westergard. We have 11 youth who applied to be on the Leadership Council. Four youth council members applied for the youth mayor position. The first meeting of the 2013-2014 Woods Cross Youth City Council is scheduled for Monday, September 9, 2013 at 4:00 P.M. At this meeting we will greet and get to know the new youth city council advisor(s) and announce the new leadership council. Also, we will discuss general youth council information, our mission statement and motto, and end with some get-to-know you activities. Right now we have approximately 20 new YCC members and 25 returning youth council members. Next week we will be holding a planning and training meeting with the leadership council to plan our yearly calendar and select our theme and goals. Our next WXYCC meeting will be on Monday, October 7, 2013 at 4:00 P.M. Following her report, the Mayor and the City Council expressed appreciation to Ms. Hinckley and her co-chairman Jann Preston who have been the youth city council leaders for the past 17 years. The Mayor noted this evenings report was the final report by Ms. Hinckley as she will be leaving the youth city council and will become the chairperson for the senior citizens Lunch Bunch. The Council and the Mayor along with those present then gave a standing ovation to Ms. Hinckley for her years of service to the youth city council. The floor was then given to Council Member Hill who personally expressed appreciation to Ms. Hinckley for her excellent service. He noted he had had three of his teenage children go through
PAGE 4 the program and each one benefited from her leadership and their experiences from being on the youth city council. APPOINTMENT OF A NEW YOUTH CITY COUNCIL ADVISOR The Mayor advised the City Council there had been four candidates who had been interviewed for the position for the volunteer youth city council advisor and the Mayor thanked Council Member Dave Hill and City Administrator, Gary Uresk who sat on the interview committee to help make the decision as to who should be asked to serve in this position. He noted any one of the four candidates could fill the position and they were all excellent. He then advised the Council he was recommending to them that Ms. Jackie Page, a City resident, be appointed to take over the advisor ship of the youth city council. With that, the floor was then given to Council Member Earnshaw who motioned Ms. Jackie Page be appointed as the advisor to the youth city council. Council Member Evans seconded the motion and all voted for the motion through a roll call vote. Congratulations were then extended by the Mayor and the City Council to Ms. Page who was present at the meeting and thanked her for her willingness to serve the youth city council of Woods Cross City. Ms. Page said she was happy to receive the appointment and excited for this opportunity. She noted she would be asking from the other three candidates who were interviewed for some of them to serve as advisors with her to the youth city council and she would be letting the City Council know of the outcome of those discussions with those individuals involved. CONSIDERATION TO ADOPT RESOLUTION 2013-559 A RESOLUTION AMENDING SECTION XVI OF THE PERSONNEL POLICIES AND PROCEDURES MANUAL OF WOODS CROSS CITY REGARDING EMPLOYEE BENEFITS The Mayor gave the floor to the City Administrator who explained the following to the City Council concerning this resolution: In preparing the City for the implementation of the Affordable Care Act, Brad Bennett, from GBS recommended we remove Paragraph B in Section 16 regarding offering insurance to part time employees if they are willing to pay the full premium. He felt this may create some problems down the road and would not create any issues to remove since no part time employees have ever asked to have group health insurance coverage. Following the recommendation of the City Administrator the floor was given to Council Member Earnshaw who motioned the City Council adopt Resolution 2013-559, a resolution amending section XVI (3) (a) of the personnel policies and procedures manual of Woods Cross City. Council Member Hill seconded the motion and all voted for the motion through a roll call vote.
PAGE 5 OPEN SESSION The Mayor then opened the meeting to items from those present that they would like to bring before the City Council. There were no items from the public present and the floor was given to Council Member Earnshaw. He said he enjoyed being involved very much with the youth city council and the selection of the leadership council within the youth city council and was very appreciative for the opportunity to interview these young people and found them to be quality individuals and any one of them could serve on the leadership council. The floor was given to Council Member Westergard who said he agreed with the comments of Council Member Earnshaw and noted he too enjoyed the opportunity to interview the youth city council members and help select the leadership council from among them. He reiterated they are excellent youth and any one of them could serve in the leadership positions. There were no other items for the open session. MAYOR S REPORT The Mayor noted he had nothing further to report to the City Council. CITY ADMINISTRATOR S REPORT The City Administrator reported the following to the City Council: 1. Water Treatment Plant Financing Schedule The previous schedule showed we would be doing the parameters resolution on the September 3 rd meeting, we have pushed that back two weeks to the September 17 th meeting. We have sufficient time between now and when we need to close on the bonds that we felt we wanted to take another two weeks and make sure we have everything in order before we start through the process. 2. Summer Picnic Just a reminder the picnic is scheduled for Friday, September 20, 2013 at 6:00 P.M.
