CALL TO ORDER Mayor Bachrach called the meeting to order (7:32 p.m.). Mayor Bachrach announced that it this would be W. Taekema's last Council meeting and thanked him for his service to the Town and thanked Councillor Adomeit for speaking on his behalf at the Catholic Women's League Convention. 1.1. APPROVAL OF AGENDA (including Supplemental Items) 14.0115 Adomeit/Bandstra THAT Council approves the agenda and the following supplemental items: 14.1 Letter dated April 4, 2014, from the Town of Golden to the Minister of Environment requesting that the implementation of the Province-wide recycling initiative does not jeopardize the future of community newspapers (5380-01). 14.2 Letter received April 4, 2014, from Multi-Material British Columbia (MMBC) to MMBC Local Government Collectors, regarding collection of newspapers (5380-01). 14.3 Letter dated April 3, 2014, from Muheim Elementary School inviting Mayor Bachrach to attend the Concours D'Art Oratoire, organized by Canadian Parents for French Bulkley Valley Chapter, on April 10, 2014 (0400-70). APPROVAL OF MINUTES 3.1 REGULAR - MARCH 25 14.0116 Bandstra/Wray THAT the minutes of the Regular Meeting of Council held March 25, 2014, be adopted. 4. BUSINESS ARISING FROM THE MINUTES 4.1 ITEMS MADE PUBLIC Report ADM 14-014 dated March 27, 2014, from S. Bassett, Acting Chief Administrative Officer, recommending one item be made public from the Special (In-Camera) Meeting of Council held March 11, 2014, was presented. 14.0117 Adomeit/Wray THAT Council authorize that the following matter be released to the public agenda: Wray/Northrup THAT details be released of the Collective Agreement settlement with CUPE Local 1570 by way of a press release once the Union has been notified of ratification. 5. PETITIONS AND DELEGATIONS 5.1 YOUTH MUSIC NIGHT Ryan LaFountain and Michael Wilford, Smithers Youth Musician Event Coordination Team, made a presentation to Council regarding plans to hold a youth music event at Bovill Square on Saturday, May 31, 2014, beginning at 5:00 p.m. The event will be called "Music on Main" and will showcase the talents of nine Valley youth bands. The purpose of the presentation was to request permission to block off an intersection and to play live music until midnight. The presenters were advised to work with A. Hillaby to complete the Bovill Square Event Request Form, to ensure that all security, first aid, insurance, crowd dispersal, clean-up, and other requirements, are met. Page 2 of 13

5.1 cont d 14.0118 Brienesse/Adomeit THAT Council approve the closing off of the Broadway Avenue and Main Street intersection, and the use of Bovill Square until midnight, for the Music on Main youth music event, to be held Saturday, May 31, 2014. 14.0119 Wray/Brienesse THAT Motion 14.0118 be amended by replacing "midnight" with "12:30 a.m.". 6. COUNCIL REPORTS The main motion was voted on with the final wording being as follows: THAT Council approve the closing off of the Broadway Avenue and Main Street intersection, and the use of Bovill Square until 12:30 a.m., for the Music on Main youth music event, to be held Saturday, May 31, 2014. 6.1. COUNCILLOR ADOMEIT 6.1.1 ADOMEIT REPORT Councillor Adomeit advised that he represented Mayor Bachrach at the Catholic Women's League (CWL) convention and that his mother was a charter member of the first CWL in Smithers. 6.2. COUNCILLOR BANDSTRA 6.2.1 NEW ARENA BLDG ADVISORY - MAR 27 The minutes of the New Arena Building Advisory Committee meeting held March 27, 2014, were presented. 6.2.2 FINANCE - APRIL 1 The minutes of the Finance Committee meeting held April 1, 2014, were presented. 6.2.3 BANDSTRA REPORT Councillor Bandstra reported that he attend a meeting with School District #54 School Board Trustees. COUNCILLOR GOODACRE 6.4.1 GOODACRE REPORT Councillor Goodacre advised that he attended the Columbia Institute conference. 6.5. COUNCILLOR NORTHRUP 6.5.1 VISITOR STATS The visitor statistics from the Smithers and District Chamber of Commerce for the period ending March 31, 2014, were presented (0230-20). 6.6. COUNCILLOR WRAY None. 6.7. REPORT OF MAYOR BACHRACH 6.7.1 MAYOR'S REPORT Mayor Bachrach presented his written Mayor's Report dated April 8, 2014. 7. STAFF REPORTS 7.1. STAFF (A) REPORTS Mayor Bachrach reported that he attended the Columbia Institute conference, and that he will be attending a Local Government Finance Committee meeting in a couple of weeks when the Committee will present its final report to the Minister of Finance. 7.1.1 ACAP AGREEMENT Report ADM 14-016 dated March 31, 2014, from S. Bassett, Director of Corporate Services, recommending signing of a Financial Assistance Agreement for the Heavy Airside Mobile Equipment Project and requesting an authorizing resolution of Council for the required certified resolution, was presented. 7.1.1 cont d 14.0120 Wray/Bandstra THAT Council authorize the Mayor and Chief Administrative Officer to sign a Financial Assistance Agreement between Her Majesty the Queen in Right of Canada and the Town of Smithers for the Heavy Airside Mobile Equipment Project; AND THAT Council provide Transport Canada with a certified resolution whereby the Town: 1.1 agrees to enter into an agreement with Her Majesty the Queen in Right of Canada; 1.2 agrees to assume all project costs above the level approved by the Minister; 1.3 authorizes the designated representatives to sign the agreement on its behalf. 7.1.2 DEVELOPMENT PERMIT APPROVAL - CARRIAGE HOUSES Report DEV 14-28 dated March 28, 2014, from A. Watson, Planner, recommending Council consider directing Staff to prepare bylaw amendments to delegate approval of Development Permits for carriage houses to the Director of Development Services, was presented. 14.0121 Brienesse/Adomeit THAT Council direct Staff to prepare bylaw amendments to delegate approval of Development Permits for carriage houses to the Director of Development Services or designate (3900-01). 14.0122 Wray/Brienesse THAT Council direct Staff to prepare a report, for Council's consideration, regarding the Advisory Planning Commission process. 7.1.3 SOUTH TRUNK STORM SEWER DEBENTURE FUNDS Report FIN 14-14 dated March 24, 2014, from L. Ford, Director of Finance, recommending that unused debenture borrowing funds from the South Trunk Sewer project remain in a "Debenture Surplus Capital Reserve", was presented (1610-01). 14.0123 Bandstra/Wray THAT Council approve that the unused debenture borrowing funds, in the amount of $19,584.71, from the South Trunk Sewer project remain in a "Debenture Surplus Capital Reserve" to be used for the purpose of future storm sewer projects (1610-01). 7.1.4 TRAFFIC MARKING CONTRACT Report DEV 14-26 dated March 31, 2014, from M. Allen, Director of Development Services, recommending award of the Traffic Marking Contract to Yellowhead Pavement Marking Inc., was presented (5330-20/2014-01). 14.0124 Adomeit/Brienesse THAT Council award Traffic Marking Contract 2014-01 to Yellowhead Pavement Marking Inc. (Terrace), in the amount of $41,186.20, excluding GST. 14.0125 Brienesse/Wray THAT Council direct Staff to eliminate as much residential traffic marking, as deemed practical by Staff, when preparing future traffic marking contract tender documents. OPPOSED: COUNCILLOR BANDSTRA. 7.1.5 SUBDIVISION SERVICING BYLAW AMENDMENTS Report DEV 14-09 dated March 27, 2014, from A. Watson, Planner, recommending Council direct Staff to proceed with the bylaw amendment process to adopt "Bylaw No. 1723 - Subdivision Servicing and Development Standards" (6410-01). 14.0126 Brienesse/Bandstra THAT Report DEV 14-09 dated March 27, 2014, from A. Watson, Planner, recommending Council direct Staff to proceed with the bylaw amendment process to adopt proposed "Bylaw No. 1723 - Subdivision Servicing and Development Standards", be referred to a Committee of the Whole meeting to be held April 15, 2014, at 6:00 p.m. for further discussion regarding development standards, including sidewalk requirements. 7.1.6 AIRSIDE ACCESS CONTROL Report AIR 14-04 dated March 26, 2014, from R. Blackburn, Airport Manager, recommending award of the Airport Airside Access Control Contract to Kolbrile Enterprises, was presented (8400-03). 14.0127 Bandstra/Brienesse THAT Council award and authorize the Mayor and Chief Administrative Officer to sign a one-year Airport Airside Access Control Contract with Kolbrile Enterprises, owned and operated by Sasha Doodson, proprietor, for the bid sum of $4,800 per month, plus taxes. 7.1.7 AIRPORT SURVEY SERVICES CONTRACT Report DEV 14-30 dated March 31, 2014, from M. Allen, Director of Development Services, recommending award of the Smithers Regional Airport Subdivision Legal Survey Services Contract to HBH Land Surveying, was presented (5330-20/2014-13). 14.0128 Bandstra/Adomeit THAT Council award the Smithers Regional Airport Subdivision Legal Survey Services Contract 2014-13 to HBH Land Surveying Inc. (Smithers), up to the proposal amount of $49,999, excluding GST (5330-20/2014-13). 7.2. STAFF (B) REPORTS 7.2.1 RANGER PARK BLDG ELECTRICAL Report DEV 14-29 dated March 28, 2014, from M. Allen, Director of Development Services, advising that the Ranger Park Building Electrical Contract has been awarded to HIS Electric Ltd. at the quoted price of $7,980, excluding GST, was presented (5330-20/14-07). 8. BYLAWS 8.1 BYLAW 1744 14.0129 Wray/Brienesse THAT "Bylaw No. 1744 - Traffic Bylaw", be adopted. 9. CORRESPONDENCE (A) ITEMS 9.1 NORTHWEST INVASIVE PLANT COUNCIL The letter dated March 31, 2014, from the Northwest Invasive Plant Council inviting Mayor Bachrach to welcome attendees of the Annual Spring Meeting being held April 15, 2014, in Smithers, was presented (0400-55). Mayor Bachrach advised that he will do his best to attend. 9.2 SEA CADETS CEREMONIAL REVIEW The email dated April 2, 2014, from the Royal Canadian Sea Cadets, 204 Babine and the Smithers Branch of the Navy League of Canada, inviting Council to attend the Ceremonial Review being held May 28, 2014, was presented (0530-05). Blackburn reported that there are two new video cameras at the Airport, in test mode, that may require different lenses to expand the viewing field. A policy is forthcoming. 15.2 ARENA USERS MTG A. Hillaby advised that there was a good turnout at the April 3, 2014, Arena Users meeting. A revised Ice Allocation Policy will be presented at the next Regular Meeting of Council. 15.3 WORKS AND OPERATIONS UPDATE W. Taekema reported that: a) road sand cleanup is underway until mid- May; b) curbside recycling will not begin until Monday, May 26, 2014, due to the Victoria Day statutory holiday; and c) recycling carts will be delivered to residences beginning April 28, for a two-week period. 15.4 RCMP C.O.W. & RECYCLING UPDATE D. Sargent reminded Council of the Committee of the Whole meeting being held April 9, 2014, at noon, with a presentation by Staff Sgt. Kirsten Marshall. D. Sargent advised that applications for the Community Curbside Recycling Liaison/Educator Service Contract will be accepted until April 25, 2014, and that Staff is assembling a package of information, including recycling/garbage alternating pickup schedules, and will reconsider producing recycling cart stickers. 15.5 FIRST TRAIN Councillor Goodacre advised that today is the one hundredth anniversary of the first passenger train through Smithers. 16. PUBLIC QUESTION PERIOD 16.1 I. OEVERMANN I. Oevermann asked if the clumps of white road paint at intersections near the highway are noxious. M. Allen advised that the clumps end up going to the Works Yard, along with the road sand, to be used later as fill material and that the paint is benign. I. Oevermann will email Mayor Bachrach with information regarding the dangers of the herbicide Glyphosate which Mayor Bachrach will forward to Council. 17.
