Identity of the Organization Association Transitional Justice, Accountability and Remembrance in B&H (TJAR) is a nonprofit, non-governmental and non-partisan organization established on February 2, 2012 with the aim of implementing transitional justice mechanisms as one of the prerequisites for the protection of human rights and the formation of a democratic society and the process of dealing with the past, fostering a culture of remembrance and building the future. The goals of TJAR are: Providing support to courts and all other interested institutions and individuals to establish facts about war crimes and other serious human rights violations; Providing support to the RECOM Initiative for the establishment of a regional (interstate) independent commission for the establishment and public presentation of war crimes facts; Research and reporting on the progress of transitional justice; Systematic and transparent monitoring of the development and operation of official and unofficial initiatives in the field of transitional justice; Informing the public and politicians about the process of transitional justice and its importance for the realization of the rights of victims, for building a democratic society, culture of peace and remembrance; Organizing debates on transitional justice; Participation in projects, research and activities aimed at the protection of human rights, and in particular the rights of victims, promotion of transitional justice, the rule of law, development of civic awareness and promotion of democratic values; Memberships in Networks, Initiatives, Coalitions The Coalition for RECOM TJAR is partner organization of the Coalition for RECOM in B&H. The Coalition advocates that the Heads of States, the heirs of the former Yugoslavia, form a regional commission for the establishment of facts about war crimes and other serious violations of human rights committed in the former Yugoslavia from January 1, 1991 until December 31, 2001. The task of the RECOM would be to list all civilian and military victims, to determine the circumstances under which they lost their lives or disappeared as well as to compile a register of detention camps and other places of detention. By March 2017, more than 580.000 citizens from post-yugoslav states signed the petition for the establishment of RECOM. 5

Initiative for Monitoring the European Integration of B&H The Initiative for Monitoring the European Integration of B&H is an informal coalition of 30 civil society organizations that contributes to monitoring of reforms and oversees the application of EU policies, rights and standards while focusing on democratization, the rule of law and human and minority rights. Activities in 2017 In cooperation with the partner organization, the Center for Democracy and Transitional Justice (CDTJ), TJAR continued with the implementation of the project Mapping of Detention Camps and Other Places of Detention 1992-1995 in 2017. The research of detention camps, initiated at the end of 2013, is carried out with the support of the Civil Rights Defenders and the National Endowment for Democracy. Since 2015, the project Mapping of Detention Camps and Other Places of Detention 1992-1995 was a sub-project within the European Commission s regional project Strengthening the RECOM Process, Phase II, which is concerned with documenting human losses in the former Yugoslavia and mapping of detention camps. During 2017, TJAR and CDTJ documented 284 detention camps in which citizens of B&H were detained during the war. TJAR s team of researchers visited and interviewed former detainees in the municipalities of Cazin, Velika Kladuša, Bihać, Bosanski Petrovac, Ključ, Sanski Most, Donji Vakuf, Jajce, Bosanska Gradiška, Prijedor, Konjic, Banja Luka, Istočno Sarajevo, Pale, Vlasenica, Foča, Modriča, Doboj, Derventa, Brčko, Vitez, Kupres, Kiseljak, Fojnica, Stolac, Mostar, Čapljina, Zvornik, Kalesija, Bosanski Novi, Kostajnica, Bosanska Krupa, Bosanska Dubica, Glamoč and Livno. 6

During 2017, TJAR continued publishing articles on nonprofit media Avangarda.ba. The aim of the non-profit media is to strengthen the freedom of the public expression by publishing articles of relevant authors in the fields of transitional justice, violations of human rights, political life in B&H and the region, society and feminism. During 2017, TJAR collaborated with 34 authors from B&H and the region, whose articles were published on the portal Avangarda.ba. A total of 313 articles were published, while 30 national and regional media re-published 69 articles from the portal. In 2017 Avangarda.ba was visited by 148.244 users from the whole region with the record of 358.266 readings. Visits and Activities in 2017 In March 2017, in cooperation with the Coalition for RECOM, TJAR organized a press conference on the blockade of the processes of transitional justice in post- Yugoslav states. The press conference took place at the Human Rights House in Sarajevo. Speakers at the conference were Dr. Dinko Gurhonjić, journalist from Serbia, Dino Mustafić, director from B&H, and Dženana Karup Druško, Director of TJAR. In May 2017, TJAR organized a signaturecollection campaign as a part of the regional campaign organized by the Coalition for RECOM. The goal of the campaign was to send clear messages to the prime ministers of the Western Balkans and representatives of the EU that they are expected to accept responsibilities and sign an agreement within the Berlin process by which they commit to establish RECOM. The campaign was simultaneously conducted in Sarajevo, Banja Luka, Belgrade, Zagreb and Pristina. TJAR hired 42 volunteers from Sarajevo to help with the 7

campaign. During the campaign 12.400 signatures were collected in Sarajevo, 9.361 in Banja Luka, 13.827 in Serbia, 3.889 in Croatia and 11.208 in Priština. In November 2017 TJAR organized a debate on the topic of Making of Recommendations for EU Support Strategy for Transitional Justice in post-yugoslav countries. The debate took place at the Sessions Hall of the Law Faculty in Sarajevo. The debate was moderated by Dženana Karup Druško, Director of TJAR, while the speakers were Dr. Midhat Izmirlija, Sven Milekić from Croatia and Ana Marjanović Rudan from Serbia, who spoke about the Berlin process in the context of regional cooperation. The event was attended by intellectuals, members of the academic community, analysts from think thank organizations, journalists concerned with transitional justice topics and representatives of institutions that follow the Berlin process.
