TOWNSHIP HIGH SCHOOL DISTRICT 211 Palatine, Illinois BOARD OF EDUCATION REGULAR MEETING September 30, 2010 7:30 p.m. (Official) A regular meeting of the Board of Education, Township High School District 211, Cook County, Illinois was held on September 30, 2010 at 7:30 p.m. in the G.A. McElroy Administration Center at 1750 South Roselle Road, Palatine, Illinois. ROLL CALL On a roll call, the following officers and members were: Physically Present: Present By Other Means: Absent: George P. Brandt, Vice President and Member, Member, Member, Secretary and Member, Member, President and Member Also present were: Nancy N. Robb, Superintendent; members of the District administrative staff; interested citizens; and members of the press. Pledge of Allegiance President LeFevre led the Board of Education and the audience in the Pledge of Allegiance. Recognition American College Testing Superintendent Robb introduced Palatine High School Science Teacher David Martin. Mr. Martin introduced and President LeFevre presented a plaque to Mitchell Zielinksi for receiving a 36, the highest possible composite score, on the April 2010 American College Testing (ACT) examination. Superintendent Robb introduced William Fremd High School Mathematics Teacher Robert Higgins. Mr. Higgins introduced and President LeFevre presented a plaque to Alwina Liu for receiving a 36, the highest possible composite score, on the April 2010 American College Testing (ACT) examination. Superintendent Robb introduced William Fremd High School English Teacher Gina Enk. Mrs. Enk introduced and President LeFevre presented a plaque to Rosako Wagner and Boqing Xu for receiving a 36, the highest possible composite score, on the April 2010 American College Testing (ACT) examination.
Page 2 September 30, 2010 Citizens Petitions and Appearances President LeFevre asked if there was anyone present, not on the agenda, who wished to speak before the Board of Education. No one came forward. Public Hearing 2010-2011 Budget Mrs. Davis made a motion, seconded by Mr. Yung, that the public hearing on the 2010-2011 Budget of Township High School District 211 is now open. The public hearing opened at 7:40 p.m. President LeFevre asked if there was anyone present who wished to address the Board of Education. No one came forward. Mrs. Davis made a motion, seconded by Mrs. Klimkowicz, that the public hearing on the 2010-2011 Budget of Township High School District 211 is now closed. The motion carried unanimously. The public hearing closed at 7:41 p.m. Food Service Presentation Superintendent Robb introduced Director of Food Service Lauren Hummel who presented information and answered Board Members questions on the nutrition standards for meals and healthful procedures for daily food service operations in District 211. Consent Agenda Mrs. Strauss made a motion, seconded by Mrs. Davis, that the consent agenda be approved. The following consent agenda items (indicated by *) were enacted by one motion: *Approval of Minutes Regular Meeting of September 16, 2010 Mrs. Strauss made a motion, seconded by Mrs. Davis, that the minutes of the regular meeting of September 16, 2010 be approved and placed on file.
Page 3 September 30, 2010 *Approval of Bills for Payment Mrs. Strauss made a motion, seconded by Mrs. Davis, that bills in the amount of $4,070,464.76 be approved for payment. *Financial Report As of August 31, 2010 Mrs. Strauss made a motion, seconded by Mrs. Davis, that the Statement of Revenues, Expenditures, Other Financing Sources (Uses) and Changes in Fund Balances for the period ending August 31, 2010 be approved and placed on file.
Page 4 September 30, 2010 *Investment Report As of August 31, 2010 Mrs. Strauss made a motion, seconded by Mrs. Davis, that the investment report for the period ending August 31, 2010 be approved and placed on file. *Student Activities Report As of August 31, 2010 Mrs. Strauss made a motion, seconded by Mrs. Davis, that the student activity, trust fund, and convenience fund report for the period ending August 31, 2010 be approved and placed on file. *New Activity Accounts for 2010-2011 Mrs. Strauss made a motion, seconded by Mrs. Davis, that the Board of Education approve the new activity accounts as recommended.
Page 5 September 30, 2010 *Resolution Authorizing Intervention in Proceedings Before the State Property Tax Appeal Board Mrs. Strauss made a motion, seconded by Mrs. Davis, that the Board of Education approve the resolution authorizing intervention in proceedings before the state property tax appeal board which seek assessed valuation reductions in excess of $100,000 for property tax year 2008 (Docket No. 08-29823.001-I-3); and, further, authorize Franczek Radelet, as the Board of Education s legal representatives, to file Request to Intervene in Appeal Proceeding forms with the property tax appeal board on properties for which the District receives notification of appeal. (Attached to official minutes) *Approval of School Recognition Applications Mrs. Strauss made a motion, seconded by Mrs. Davis, that the Board of Education approve the Application for Recognition for the schools of Township High School District 211; and further, that the Superintendent be authorized to submit the applications electronically to the Illinois State Board of Education. *Personnel Recommendations Mrs. Strauss made a motion, seconded by Mrs. Davis, that personnel recommendations be accepted as presented. McElroy Administration Center Freedom of Information Act Requests The Board of Education received a report on Freedom of Information Act requests and responses. Salary Compensation Report The Board of Education received the 2010-2011 salary compensation report. Adoption of the 2010-2011 Budget Mrs. Strauss made a motion, seconded by Mrs. Davis that the Board of Education adopt the resolution to transfer interest earnings from the Debt Service Fund to the Capital Projects Fund. (Attached to official minutes) Mrs. Strauss made a motion, seconded by Mrs. Davis, that the Board of Education adopt the resolution to partially abate and transfer monies from the Working Cash Fund to the Debt Service Fund. Page 7 September 30, 2010 Mrs. Strauss made a motion, seconded by Mrs. Davis, that the Board of Education adopt the resolution to establish the fiscal year of the School District to begin July 1, 2010 and end June 30, 2011, and that the budget for the fiscal year 2010-2011 be adopted. (Attached to official minutes) School Calendars for 2011-2012 and 2012-2013 Mr. Yung made a motion, seconded by Mrs. Strauss, that the school calendars for 2011-2012 and 2012-2013 be approved as presented. The motion passed unanimously. (Attached to official minutes) Northwest Suburban Special Education Organization Mrs. Davis reported on recent N.S.S.E.O. activities. Education Research Development/Legislative Report Mrs. Strauss reported on the recent activities of Ed-Red. ISBE Resolutions Mrs. Klimkowicz distributed to Board Members the summary of position statements for proposed resolutions. She asked that this be discussed at the October 14, 2010 Board of Education meeting.

November 4 -- Board of Education Meeting 7:30 p.m. Closed Session Mrs. Strauss made a motion, seconded by Mrs. Davis, that the Board of Education enter closed session to review closed session minutes and discuss employment/appointment matters. The Board of Education entered executive session at 8:31 p.m. and resumed its meeting at 8:39 p.m. Employment/Appointment Matters Mrs. Klimkowicz made a motion, seconded by Mrs. Davis, that the Board of Education accept the retirement request of Gerald Valko, James B. Conant High School (June 2011). Mrs. Klimkowicz made a motion, seconded by Mrs. Davis, that employee #097288 be suspended for five days without pay; further, that the Board Secretary notify said employee in writing of this action by the Board of Education.
