D-3 A Bill to Ban Tobacco BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. Tobacco plants and products shall be banned from sale, production, growing, creation, and distribution within the United States and its territories. SECTION 2. Tobacco products are listed here as: chewing tobacco, cigarettes, cigarillos, cigars, snus, and snuff. Tobacco shall be defined as the physical tobacco plant and its leaves. SECTION 3. The DEA and Department of Justice shall oversee this legislation. ` A. Tobacco being a commercial product currently, all persons, businesses, and entities in possession of tobacco and tobacco products shall forfeit their tobacco within 1 year of passing this legislation to the DEA, with no criminal prosecution. B. Death from tobacco use will be considered a homicide, by those who own the corporation of the product that caused the death of the person. C. Tobacco shall now be considered a Schedule 1 drug. SECTION 4. This Legislation shall go into effect immediately after passage SECTION 5. All laws in conflict with this legislation are hereby declared null and void. D-4 A Bill to Renew Deferred Action for Childhood Arrivals BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. Deferred Action for Childhood Arrivals (DACA) will be renewed SECTION 2. DACA will be defined as the June 2012 Executive Order passed by Barack Obama that was in place until it was rescinded by the Trump administration in September 2017 SECTION 3. The Department of Homeland Security will oversee the enforcement of this bill A. Being that removal of DACA will cost the DoHS $10 billion, B. But renewing DACA will provide the government $2 billion a year in tax revenue, C. No additional money will be allocated to the DoHS SECTION 4. This bill will be implemented 90 days after passage SECTION 5. All laws in conflict with this legislation are hereby declared null and void. D-5 A Resolution to Mandate Nitrogen Gas for Executions WHEREAS, Lethal injections have become inhumane; and WHEREAS, Sources for lethal injection drugs are rare, expensive, and low quality; and WHEREAS, Reports of botched executions via lethal injection have skyrocketed; and WHEREAS, Nitrogen asphyxiation is completely painless, and easy to supply; now, therefore, be it RESOLVED, By the Congress here assembled that asphyxiation via nitrogen gas be mandated for death penalty executions. D-8 A Bill to End Deportation of Undocumented Immigrants Unless They Have Been Convicted of a Violent Crime BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The United States Government shall no longer participate in the act of deporting or forcefully relocating any undocumented immigrants unless they have been fully convicted of a violent crime. SECTION 2. Undocumented immigrants are defined as foreign nationals residing within the U.S. without legal immigration status. Such includes persons who entered the U.S. without inspection and proper permission from the U.S. government, and those who entered with a legal visa that is no longer valid. SECTION 3. Violent crimes are defined as those offenses involving force or threat of force. SECTION 4. Oversight and enforcement of this bill is to be undertaken by the U.S. Immigration and Customs Enforcement Agency. SECTION 5. Funding for this legislation will be accommodated under the budgeted amount allotted to the U.S. Immigration and Customs Enforcement Agency set in each year s annual federal budget. SECTION 6. This legislation will take effect January 1, 2018. SECTION 7. All laws in conflict with this legislation are hereby declared null and void. D-9 A Bill to Administer Economic Sanctions on Venezuela to Promote Human Rights BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The United States will now cease all economic trade with the nation of Venezuela. SECTION 2. Economic trade includes, but is not limited to, the sectors of petroleum, manufacturing, and food products. SECTION 3. The Office of Foreign Assets Control, the Bureau of Industry and Security, and USAID will oversee the implementation of this legislation. A. If the economic sanctions are found to negatively impact the people of Venezuela, USAID will send $25 million in food and health assistance to the people of Venezuela. SECTION 4. This legislation will be implemented one week after passage. SECTION 5. All laws in conflict with this legislation are hereby declared null and void. D-15 A Bill to Reinstate the Wet Foot, Dry Foot Policy in Regards to Cuban Immigrants BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The Cuban Adjustment Act of 1966 with the 1995 revision will hereby be reinstated. SECTION 2. The Cuban Adjustment Act of 1966 with the 1995 Revision allows for any Cuban Immigrant that reaches American soil to seek permanent residency in the U.S. and eventually receive American citizenship. Any Cuban immigrant caught illegally in the waters between the two countries by the U.S. Coast Guard will be sent to Cuba or a third country. SECTION 3. The United States Immigration and Customs Enforcement in partnership with the United States Coast Guard will oversee the implementation of this bill. SECTION 4. This bill will go into effect on January 1st, 2018. SECTION 5. All laws in conflict with this legislation are hereby declared null and void. D-1 A Resolution to Better Regulate the Police Use of Stingrays WHEREAS, Police forces across the country have been illegally tracking citizens without receiving a warrant; and WHEREAS, This unlawful use of Stingrays have led to a direct infringement upon the Fourth Eighth Amendment; and WHEREAS, The citizens of this country deserve protection from unwarranted searches and seizures as well as equity under the law; and WHEREAS, Many police stations across the United States have not announced when/how they use Stingrays; now, therefore, be it RESOLVED, By the Congress here assembled that further restrictions be placed upon the Police use of Stingrays. D-2 A Bill to Decriminalize Sex Work BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. Prostitution shall be decriminalized. SECTION 2. Prostitution refers to the act of engaging in sexual activity with someone for money. SECTION 3. The Department of Justice shall oversee this bill. A. All individuals being currently imprisoned for engaging in prostitution shall be released. B. This does not include individuals who force, pressure, or coerce others to engage in prostitution or to become prostitutes. C. All prostitutes must register with the Department of Justice to ensure safety, and must undergo semi-annual health check-ups. SECTION 4. This shall go into effect on January 1, 2018. SECTION 5. D-6 A Resolution to Supply Clean Water to the People of Flint WHEREAS, The people of Flint, Michigan have not had clean water since 2014; and WHEREAS, We have stood idly by while our constituents suffered for three years ; and WHEREAS, The people of Flint are contracting serious health issues because of their water source; and WHEREAS, This is not a problem that will go away unless we do something about it ; now, therefore, be it RESOLVED, By the Congress here assembled that this Congress will fund a private contractor to do a complete replacement of all lead service lines in Flint, Michigan with oversight from the EPA. D-7 A Bill to Ban Billboard and Television Advertisements for Alcohol BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. Any advertisement on television or billboards for alcoholic beverages shall be banned. SECTION 2. Alcoholic beverages shall be defined as alcohol, or any beverage containing more than one-half of one percent of alcohol by volume, which is capable of use for beverage purposes, either alone or when diluted. Billboards will be defined as any advertisement on public roads or highways. SECTION 3. The Federal Trade Commission will be granted the responsibility to implement these changes and oversee the regulation of this bill. SECTION 4. This bill will take place two years after passage. D-10 A Bill to Repeal the National Flood Insurance Act of 1968 to Eliminate the Subsidy BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The National Flood Insurance Act of 1968 be repealed. SECTION 2. The National Flood Insurance Act of 1968 established the National Flood Insurance Program (NFIP), which underwrites the costs of flood insurance premiums in flood-prone regions of the United States. SECTION 3. The repeal will will go into effect immediately upon passage. A. No new policies will be underwritten on or after that date. B. As policies expire, the amounts underwritten by the federal government will end so that all subsidies will end one calendar year after the passage of this bill. SECTION 5. D-11 A Resolution to Reduce Childhood Obesity by Increasing Physical Education Requirements at the Elementary Level WHEREAS, the core issue driving childhood obesity is a lack of physical activity; and WHEREAS, statistics show that by the time children enter kindergarten, 12.4% are obese with only 42% of children aged 6-11 years obtaining at least 60 minutes per day of moderate to vigorous physical activity; and WHEREAS, Explain the impact and harms perpetuated by the current problem; and WHEREAS, current PE policies lack specific language addressing implementation or monitoring, making them difficult to enforce; and; WHEREAS, the federal government can provide leadership by requiring schools to provide daily PE and other physical activity opportunities before, during and after school which will have positive impacts on children s health, academic achievement and cognition; now, therefore, be it RESOLVED, By the Congress here assembled that the federal government will provide requirements and funding for mandatory physical education instruction and opportunities at the elementary school level.. D-12 A Bill to Fund Concussion Research BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The U.S government shall annually fund the research of concussions in the amount of 1% of military spending. SECTION 2. Military spending shall be decreased in the amount of 1% to fund this bill. SECTION 3. The United States Department of Health and Human Services shall administer to whom to award grants for the concussion research. The United States Department of Defense shall determine how to cut military spending. SECTION 4. This bill shall become effective in 30 days. SECTION 5. D-13 A Resolution to Grant Work Permits to Individuals Without Documentation WHEREAS, Farmers are losing employees because of a lack of interest in agricultural fields; and WHEREAS, Farmers do not have enough employees willing to work and the United States needs workers to progress agriculture ; and WHEREAS, Prices of farm produced products will increase if farmers are required to pay their workers more ; and WHEREAS, This resolution will also allow farmers to receive a profitable amount of income; and WHEREAS, This will allow undocumented people to live in the United States in exchange for work ; now, therefore, be it RESOLVED, By the Congress here assembled that work permits will be granted to individuals without documentation. D-14 A Bill to Initiate Public Transportation for Alcoholic Bars BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The United States will establish a means of public transportation for any establishment that allows alcoholic beverages to be served past the legal driving limit of 0.8% BAC. SECTION 2. Serving alcoholic beverages as in each customer that is served an alcoholic beverage is subject to a breathalyzer test after the final bill is paid to ensure that the roads will be safe upon departure. SECTION 3. The Alcohol and Tobacco Tax and Trade Bureau will foresee the enforcement of the public transportation and the necessary establishment with all companies residing in the United States. A. All companies that carry alcoholic beverages will be subject to enforce the breathalyzer test for each and every customer who has purchased any amount of alcoholic beverage. Customers may not leave the premises without taking the breathalyzer test and being confirmed that the official public transportation for them is secured or that they are under the legal limit to drive. B. The public means of transportation will be enforced as city or town bus that will take the customer(s) to their designated homes should they consume more than the legal Blood Alcohol Content. The means of transportation will not be provided by the company itself but by the customer and/or booster club for Alcoholics Anonymous. SECTION 4. This bill will be enacted on December 8th, 2017 SECTION 5. All laws in conflict with this legislation are hereby declared null and void. D-16 A Bill to Reduce Greenhouse Gas Emissions BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The amount of greenhouse gas emissions be reduced significantly. SECTION 2. Greenhouse gas shall be defined as a gas in an atmosphere that absorbs and emits radiation within the thermal infrared range. SECTION 3. The Environmental Protection Agency shall oversee the enforcement of this bill. A. Greenhouse gas emissions shall be reduced by 20 percent from their current level by the year 2030. B. Greenhouse gas emissions shall be reduced by 40 percent from their current level by the year 2040. SECTION 4. This legislation shall go into effect 6 months after its passage. SECTION 5. D-17 A Bill to Increase Vaccinations Against Diseases for Immigration and Animals BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The United States Federal Government will increase the number of vaccines needed to fight diseases for immigrants and foreign animals entering the United States. SECTION 2. Foreign animals can be defined as any animal that is imported into the United States. Vaccines can be defined as a product that stimulates a person s immune system to produce immunity to a specific disease, protecting the person from that disease. SECTION 3. U.S. Immigration and Customs Enforcement (ICE) will oversee the enactment of this bill along with The Department of Health and Human Services (HHS). A. The Department of Health and Human Services will decide which vaccine is needed to fulfil the requirement and which is the most necessary. B. U.S. Immigration and Customs Enforcement (ICE) will be in charge of enforcement of this bill. SECTION 4. This legislation shall be enacted in fiscal year 2018. SECTION 5. D-18 A Resolution to Expand Refugee Admission Policy WHEREAS, According to the United Nations High Commissioner for Refugees, there are approximately 21.3 million refugees in the world; and WHEREAS, The United States receives less than one percent of those refugees in need of homes; and WHEREAS, Current world crises, such as those facing the Rohingya Muslims in Myanmar, necessitate greater aid from powerful, first-world countries; and WHEREAS, The United States has the ability and supplies to take in greater numbers of refugees; now, therefore, be it RESOLVED, By the Congress here assembled that the United States government increase the number of refugees accepted each year. D-19 A Bill to Grant Immigration Amnesty to DACA Recipients BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. All individuals enrolled in the program created by the Deferred Action for Childhood Arrivals or DACA are hereby granted immigration amnesty and permanent resident status in the United States. SECTION 2. Immigration amnesty is defined as a governmental pardon for violating policies related to immigration. Individuals enrolled in the program refers to individuals who qualified for and received a renewable two-year period of deferred action from deportation and were eligible for work permits under DACA. SECTION 3. The Department of Homeland Security will be responsible for implementing and enforcing this bill. SECTION 4. This legislation shall go into effect on January 1, 2019. SECTION 5. D-20 A BILL TO REPEAL THE ENDANGERED SPECIES ACT OF 1973 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The Endangered Species Act of 1973 shall be repealed SECTION 2. The United States Fish and Wildlife Services (FWS) and the National Oceanic and Atmospheric Administration (NOAA) shall oversee enforcement and implementation of this legislation. SECTION 3. Mental health services, including therapy and medication, shall be provided to inmates within the United States prison system. SECTION 2. $250 million will be provided towards the establishment of these resources in public prisons annually for the next 3 years. This money will be collected through an increase in taxes. SECTION 3. The Federal Bureau of Prisons shall oversee the enforcement of this policy with the following guidelines: A. Failure to provide these services as options to all inmates will result in a fine of $2,000 per inmate not provided with aid upon request. B. If a prison is found guilty of not providing aid upon request five times within a one year timespan, the fine will increase by $1,000 for every repeat offence beyond that point. C. Mismanagement of funds provided by the government towards this initiative will be met with appropriate legal action. SECTION 4. This law shall go into effect the next fiscal year. SECTION 5. Former felons, having completed the sentence they were convicted to serve, shall have the opportunity to apply for restoration of their voting rights. SECTION 2. Completion of the sentence includes any post release parole period. All voting rates will be restored in local, state, and federal elections upon completion of the restoration process. SECTION 3. State parole boards will facilitate the application and restoration process. Parole boards will not make judgments about the applications, but will simply facilitate processing. SECTION 4. No Ohio public school district, nor any Ohio private or charter school that accepts public monies appropriated by the State of Ohio or distributed by the Ohio Department of Education, shall begin the academic school year before the first Tuesday after the Federal Labor Day holiday. SECTION 2. No Ohio public school district, nor any Ohio private or charter school that accepts public monies appropriated by the State of Ohio or distributed by the Ohio Department of Education, shall begin classes for grades K-8 earlier than 8:00 a.m., nor for grades 9-12 earlier than 9:00 a.m. SECTION 3. Any Ohio public school district, or any Ohio private or charter school that accepts public monies appropriated by the State of Ohio or distributed by the Ohio Department of Education, in violation of this public law, shall lose all funding appropriated by the State of Ohio or distributed by the Ohio Department of Education. Sales tax on all hygiene products (including but not limited to: tampons, soap, shampoo, toothpaste, OTC items, etc.) be eliminated because they are considered a necessity by the standards of the 21st century. SECTION 2. Hygiene products are defined as any item necessary for the healthy wellbeing of individuals such as prevention of illness and maintenance of cleanliness. SECTION 3. The IRS and Department of Treasury shall oversee the enforcement of this bill in all states by elimination of sales tax on all hygienic products. SECTION 4. This bill shall go into effect by May 1st of 2018. SECTION 5. All laws in conflict with this legislation are hereby declared null and void. These rights are: -Full access to clean, healthy drinking water and a healthy, sustainable food, -Full access to health care of all types scientifically proven and accepted, -To work and have employment through government or private industry, -The ability to own a home,apartment or any place with adequate living space, -The right to actively pursue education to one's highest potential, -The right to be compensated adequately to sustain oneself in work. -The right to a clean, safe, healthy and natural environment. SECTION 2: State governments, and local municipalities shall work together along with the federal government to provide all of these Rights. Whereas dairy products have harmful effects on health and whereas the U.S. government provides subsidies in the amount of 234.3 million USD to support the production of dairy products, therefore dairy subsidies are to be lowered by 23,000,000 USD per year so to completely end funding by 2028. SECTION 2. Subsidies are to be defined as an amount of money granted by the government to assist an industry or business. Dairy subsidies are to be defined as the amount of money the government is granting to help support the dairy industry, including but not limited to milk, cheese, and butter production. SECTION 3. The Department of Agriculture shall be in charge of lowering the subsidies each Year. A. The funds shall be reallocated towards raising public awareness about the long term effects of dairy consumption. SECTION 4. This bill shall be implemented January 1st, 2018 SECTION 5.
