Tuesday, February 5, 2019 15 The regular meeting of the Sanilac County Board of Commissioners was called to order by Chairman Daniel Dean at 1:00 p.m., on Tuesday, February 5, 2019 in the Board of Commissioners Chambers at 60 W. Sanilac Avenue, Sandusky, Michigan. The prayer was given by Commissioner Dean and the pledge was led by Commissioner O Mara. Roll call was taken. Members present: Bob Conely, Joel Wyatt, Jr., Joseph O Mara, Gary Heberling and Daniel Dean. Quorum present. Administrator / Controller Tara Griffith also present. Additions, Corrections and Deletions to the Agenda: Adoption of Agenda: COMMISSIONER O MARA THAT WE ADOPT THE AGENDA AS PRESENTED. Motion carried. Approval of Minutes: COMMISSIONER CONELY THAT WE APPROVE THE MINUTES OF JANUARY 22, 2019 AS PRINTED. Motion carried. Communications and Introductions: 1. Minutes from the Sanilac County Department of Veterans Affairs Committee meeting held on January 29, 2019. 2. Minutes from the Sanilac County Parks Commission meeting held on January 8, 2019. 3. Letter from Michiana Land Services, Inc., dated January 30, 2019, regarding right of way support. Commissioner Reports: Commissioner Conely reported on the Citizens Planner Program through Michigan State University being completed, and future GIS trainings will soon be available. Chairman Dean reported attending the Taste of the Thumb, and the event was outstanding. Also, attended Minden Township s board meeting, which continued discussions were on the tax evaluation of windmills and pending litigation. Administrator s Report: Emergency Procedures Plan met with Todd Hillman, Emergency Management Director, to formulate plans for updating emergency procedures for the County. Discussed the need for establishing a Safety Committee to be eligible for grant funds. Will be conducting safety drills for fire and tornado preparedness in 2019
Tuesday, February 5, 2019 16 in the County buildings. Discussed updating evacuation maps to account for building modifications and replace missing maps within the offices. Also, discussed coordinating an in-service to update/educate staff on emergency procedures and every year for new hires. Recycling Grant MDEQ has released Recycling Infrastructure Grant funding for 2019. Met with JoAnn Bye and assisted in writing a grant for a cold storage building that would be used to store plastics and cardboard collections. Discussed increasing the plastics and cardboard capacity and placing additional roll off containers throughout the County. The application for grants is March 1 st, which would require a 25% match and would be funded through the recycling millage. Changes to the Medical Examiner Program Dr. Virani submitted a letter requesting changes to continue providing autopsy services beginning March 1 st. He is requesting a fee increase of $350.00, backup Forensic Pathologist to cover if he is unavailable and provide space and equipment necessary to conduct autopsies. Medical Examiners Dr. Bush and Dr. Starbird are working to establish a regionalized approach with surrounding counties and possibly share Genesee County s Forensic Pathologist and location as backup. A meeting will be scheduled with Health Officers and Medical Examiners to formulate a plan to meet the requirements and provide information back to the Board.
