Kennington The Board of Commissioners for the County of Person, North Carolina, met in recessed session on Monday, at 6:30 p.m. in the Commissioners meeting room in the Person County Office Building for the purpose conducting the informal interviews with the applicants of competitive boards and committees. Chairman Lunsford called the meeting to order. Kennington and carried 4-0 to enter Closed Session at 6:31 p.m. for the purpose of considering appointment of individuals through an informal interview process with applicants of competitive committee, boards, and commissions per General Statutes 143-318.11(a)(6). Clayton, and carried 4-0 to return to open session at 8:53 p.m. BOARDS AND COMMITTEES APPOINTMENTS: Clerk to the Board, Brenda Reaves, presented the Board with applications of interested citizens response to boards and committees as advertised in The Courier Times on May 15, 2010 with a deadline to submit an application by July 6, 2010. Shading denotes Competitive Boards and Committees requiring informal interview process held this date. - ABC Board 3-Year Term: 1 position available 1) Mike Laws requested reappointment 2) Larry Yarborough requested appointment 3) Lois McIver Winstead requested appointment Kennington, and carried 4-0 to reappoint Mike Laws to the ABC Board for another 3- year term. 1

- Home Health and Hospice Advisory Committee 3-Year Term: 1 position represents a consumer 1 position to represents a physician Commissioner Kennington suggested the Clerk to the Board contact the President of Relay for Life to inform of the vacancies above. - Hyconeechee Regional Library Board 3-Year Term; 1 position available 1) Carol Reed requested reappointment A motion was made by Commissioner Clayton, seconded by Commissioner Kennington, and carried 4-0 to reappoint Carol Reed to the Hyconeechee Regional Library Board for a 3-year term. - Juvenile Crime Prevention Council (JCPC) 1-Year Initial Term 1 position available for a representative of United Way or a non-profit 1) Jayne Bremer requested appointment 1 position available for a person under the age of 21 1) Allison Denise Daye requested appointment Unexpired term to 12/31/10 for representative of Health Department 1) Harold Kelly requested appointment Clayton, and carried 4-0 to appoint Jayne Bremer to JCPC representing United Way, appoint Allison Denise Daye to JCPC representing persons under the age of 21, both for an initial 1-year term as well as appoint Harold Kelly to JCPC representing Person County Health Department for an unexpired term to 12/31/2010. - Nursing Home Advisory Committee 1-Year Initial Term; 3-Year Reappointment; 2 positions available 3

- Orange Person Chatham Area Mental Health Board 3-Year Term: 3 positions available A motion was made by Chairman Lunsford, seconded by Commissioner Puryear, and carried 4-0 to appoint Carol Mitchell and Bill Gentry to the Orange Person Chatham Area Mental Health Board each for 3-year terms. - Person-Caswell Lake Authority 3-Year Term: 1 position available 1) Bill Dallas requested reappointment 2) Robert M. Wagstaff, Jr. requested appointment 3) Lindsay T. Wagstaff, Jr. requested appointment 4) Larry Yarborough requested appointment 5) Lois McIver Winstead requested appointment It was the consensus of the Board to defer appointment to the Person-Caswell Lake Authority until August 2, 2010. - Piedmont Community College Board of Trustees 4-Year Term; 1 position available 1) Maggie Whitt requested appointment 2) Larry Yarborough requested appointment It was the consensus of the Board to defer appointment to the Piedmont Community College Board of Trustees until August 2, 2010. - Planning Board 3-Year Term: 2 positions available 1) W. Barry Walker requested reappointment 2) Brad Wesley requested appointment 3) Bill Gentry requested appointment Kennington, and carried 4-0 to reappoint Barry Walker and appoint Brad Wesley to the Planning Board each for 3-year terms. 4

- Recreation Advisory Board 3-Year Term: 2 positions available 1) Donald Long requested reappointment 2) Arnold Ashley requested reappointment Clayton, and carried 4-0 to reappoint Donald Long and Arnold Ashley to the Recreation Advisory Board each for 3-year terms. - Region K Aging Advisory 1 position available to fill an unexpired term of 12/31/11 2 positions for 3-year term 1) Herbert Harris requested reappointment A motion was made by Commissioner Clayton, seconded by Commissioner Puryear, and carried 4-0 to reappoint Herbert Harris to the Region K Aging Advisory for a 3-year term. - Social Services Board 3-Year Term: 1 position available 1) Margaret Jones requested reappointment A motion was made by Commissioner Clayton, seconded by Commissioner Puryear, and carried 4-0 to reappoint Margaret Jones to the Social Services Board for a 3-year term. - Tourism Development Authority 3-Year Term: 1 position from the general public available. 1) Sandra G. Woolard requested appointment 2) Randy King requested appointment Kennington, and carried 4-0 to appoint Randy King to the Tourism Development Authority for a 3-year term. 5

- Work Force Development Board 1-Year Initial Term; 2-Year Reappointment 2 positions representing private industry 1) Michael Riley requested appointment A motion was made by Chairman Lunsford, seconded by Commissioner Kennington, and carried 4-0 to appoint Michael Riley and Tonya Wilson to the Work Force Development Board for an initial 1-year term. - Animal Control Advisory Board Unspecified Term; Seat Representing Animal Protection Society President 1) Tina R. Oakley requested appointment Clayton, and carried 4-0 to appoint Tina R. Oakley to the Animal Control Advisory Board representing Animal Protection Society as its President for an unspecified term. Commissioner Clayton updated the Board of recent legislation giving the ability to create a watershed authority for monitoring of the Neuse Lake. Commissioner Clayton gave credit for Person County s ability to be included to the attorney in Granville County representing Person County s interest. Chairman Lunsford requested Board members to submit their County Manager Evaluation forms to the Clerk by July 19, 2010 and announced a closed session at the Board s August 2, 2010 meeting to discuss the County Manager Evaluation.
