AGREEMENT BETWEEN THE CARIBBEAN COMMUNITY AND THE GOVERNMENT OF THE REPUBLIC OF CHILE TO ESTABLISH A STANDING JOINT COMMISSION ON CONSULTATION, COOPERATION AND COORDI NATION

The Caribbean Community (CARICOM) and the Government of the Republic of Chile hereinafter referred to as "the Parties", SHARING a common desire for the promotion and encouragement of political, trade, economic, scientific, technical and cultural cooperation for the purpose of strengthening relations between the Parties; RECOGNIZING the importance of regional integration movements as a framework for the development of the countries participating in these agreements; RECOGNIZING also the desirability of establishing permanent and effective links between the countries' of Latin America and the Caribbean in the search for solutions to their social and economic problems, by establishing the appropriate mechanisms therefor; CONVINCED that the general recognition by all nations of a set of basic principles which ought to govern their relations would contribute to a just and lasting peace; DECLARING their confidence in and support for the Organisation of American States as well as the goals of those United Nations organisations which are concerned with the problems affecting the developing countries;

CONSCIOUS of the desirability of giving to any scheme of cooperation between the Parties, special consideration to the needs of the most deprived areas of Chile and to the needs of the less developed states of CARICOM in order to accelerate their development and to improve the living conditions of their people; CONVINCED that effective solutions to their mutual problems would be facilitated by systematic studies at the technical level and closer cooperation in trade, economic, scientific, technical and cultural fields, which would be translated into feasible projects; HAVE AGREED AS FOLLOWS: ARTICLE I ESTABLISHMENT OF A CARIBBEAN COMMUNITY-CHILE STANDING JOINT COMMISSION ON CONSULTATION, COOPERATION AND COORDINATION The Parties agree to establish the "Standing Joint Commission on Consultation, Cooperation and Coordination", hereinafter in this Agreement referred to as the "Joint Commission". ARTICLE I1 COMPOSITION OF THE JOINT COMMISSION 1. The Joint Commission shall consist of the representatives of both Parties.

2. In connection with the work of the Joint Commission, the Caribbean Community Secretariat and the Ministry of Foreign Affairs of Chile shall perform administrative, technical and coordination functions on behalf of the respective Parties. 3. The Joint Commission may establish subsidiary bodies with such functions as may be entrusted to them by the Joint Commission. ARTICLE 111 OBJECTIVES 1. The objectives of the Joint Commission shall be to promote and develop closer relations between the Parties in political, trade, economic, scientific, technical and cultural fields. 2. The Parties will endeavour to seek greater mutual understanding of each other's views as well as coordination of their positions in international fora. 3. The Joint Commission shall have particular responsibility for the analysis and follow up of specific cooperation agreements concluded between the Parties.

ARTICLE IV MEETINGS OF THE JOINT COMMISSION 1. The Joint Commission shall meet at least once biennially at such date or dates as may be agreed between the Parties. The Parties shall use their best endeavours to synchronise the dates of the meeting of the Joint Commission with those of the Management Committees to be established for each Agreement concluded on specific areas of cooperation between the Parties. 2. Meetings of the Joint Commission shall be held alternately at the Headquarters of the Caribbean Community and in Chile or in such other place as may be agreed between the Parties. 3. The agenda for each meeting of the Joint Commission shall be settled by both Parties at least two months before the meetitlg. 4. The decisions of the Joint Commission shall have the status of recommendations to the Parties to this Agreement.

ARTICLE V ENTRY INTO FORCE This Agreement shall enter into force on the date of the last notification of one contracting Party to the other that the necessary legal requirements for its entry into force have been complied with. ARTICLE VI DENUNCIATION I. Either Party may denounce the Agreement upon written notice of its decision addressed to the other Party. The termination of the Agreement shall become effective on the expiration of six months after the date on which the notification of denunciation is received by the other Party. 2. In case of denunciation of the present Agreement, the programmes and projects in progress shall not be affected thereby and shall continue until their completion.

V ARTICLE VII INAUGURAL MEETING The Secretary-General of the Caribbean Community, in collaboration with the Ministry of Foreign Affairs of Chile shall, as scan as practicable after this Agreement enters into force, make the necessary arrangements for convening the Inaugural Meeting of the Joint Commission. IN WITNESS WHEREOF, the duly undersigned Plenipotentiaries being duly authorised thereunto, have signed the present Agreement.
