Please explain. Yes, in fact, my campaign spent approximately $800,000 in Spanish language advertising in the primary, and multilingualism remains an integral part of my campaign. Spanish is both the second most-spoken and fastest-growing language in the United States. In New Jersey, Latinos make up over 18 percent of the population, and in Newark, that number is over 30 percent. As a candidate for United States Senate, it is extremely important to me that Spanish-speaking New Jerseyans understand who they re voting for. Information is a cornerstone of democracy, which I actively try to promote by making my platform available and accessible to all of my future constituents. If yes, please describe the top three achievements of your tenure. I currently serve as Mayor of the City of Newark and have held this office since 2006. My proudest accomplishments have been the advances we have achieved, in partnership with courageous and dedicated community leaders, in education reform, job creation, and violence reduction. As Mayor, I secured over $200 million in philanthropy to support public education in Newark. This investment in the children of my city has included providing our teachers a pay raise, extending school days, and purchasing home libraries for students.

In the face of a recession that crippled the national economy, Newark promoted entrepreneurship, industry, tourism, and even attracted corporate giants like Panasonic North America and Audible.com. We have seen the greatest development boom since the 1960 s, creating thousands of jobs, and including the construction of the first new office towers in 20 years and the first new hotels in Newark s downtown in 40 years. In fact, for the first time in 60 years, we have watched our population grow instead of shrink. Finally, I m proud of the work of our police officers and community members have done to reduce violence. Since taking office, shootings have dropped by 27 percent, and murders by 17 percent. ISSUE QUESTIONS Reproductive Rights: Do you support or oppose upholding the principles set forth in the Supreme Court decision Roe v. Wade at the state and federal level? The principles set forth in Roe v. Wade must be defended, and remain the law of the land. It is vital that our government recognize and protect a woman s right of privacy and control over her own body, and I firmly believe that a woman s healthcare decisions should remain between that woman and her doctor. Do you support or oppose public funding for a full range of reproductive health services for low-income women? I support funding for all essential reproductive health services, such as birth control and prenatal care. The Affordable Care Act includes many strong, important provisions to advance women s health, which I, as Senator, will work to safeguard. Even if examining the issue purely from a funding-perspective, the costs of granting low-income women access to reproductive health services, including contraceptives, regular gynecological examinations, and prenatal care, drastically reduces government spending over time. Currently, Planned Parenthood centers all over the country are being forced to close. In some cases, the closures are due to misguided legislation targeting these centers, but in others, it is because of drastic government funding cuts. In New Jersey, a Planned Parenthood Center was forced to close just last week. The closure means that women will now have to travel farther to obtain these services and existing centers will be overburdened to meet the demands of the displaced patients. If elected, I will work to make sure that these vital services remain available to women who need them. Do you support or oppose a requirement for minors to obtain parental consent prior to having an abortion? I oppose regulations that restrict a woman s ability to make health decisions in

consultation with her doctor. In many circumstances, parental consent may pose such an undue burden if the judicial bypass procedure is not efficiently managed and universally feasible for all women. New Jersey and twelve other states do not require parental consent in order for a minor to obtain an abortion. I think that New Jersey has adopted the right approach and it is one I will continue to support in Congress. Equal Rights: The Federal Equal Rights Amendment to the US Constitution reads as follows: Equality of Rights under the law shall not be denied or abridged by the United State or any other state on account of sex. If the ERA came to NJ for ratification as a state legislator, would you support or oppose it? I support the proposed Equal Rights Amendment and will fight for its passage in the Senate. Immigration: Do you support or oppose the federal Dream Act? I support the Dream Act and comprehensive immigration reform. Do you support or oppose Arizona s show your papers law? No, I stand against Arizona s show your papers law. The law encourages racial profiling, distracts police from performing vital law enforcement functions, and promotes mistrust between law enforcement and the communities they are charged with protecting. Do you support or oppose immigration reform which includes amnesty for illegal immigrants living and working in the United States? I support the comprehensive immigration bill that recently passed in the Senate, and place priority on a clear and obtainable pathway to citizenship. Gun Control Do you support or oppose limits on how much ammunition a gun magazine can hold? I support common sense restrictions on magazine capacity. Do you support or oppose an assault weapons ban? I support an assault weapons ban. Do you support or oppose increased funding for mental health services? I support increased funding for mental health services.

Do you support or oppose mandatory background checks for all gun purchases? I support mandatory and universal background checks as proposed by the legislation that failed to pass congress this spring. It is remarkable to me that even when 90 percent of Americans agreed on the need for universal background checks, Congress still could not find common ground. I support instituting universal background checks and closing the gun show loophole to ensure guns are in the hand of responsible citizens. Do you support or oppose the submission of certain mental health records to National Instant Criminal Background Check System? I support submission of these records, and believe that states must do a far better job of collecting and submitting this data. Dependent care: Do you support or oppose funding for child, dependent and elder care? I support funding for child and dependent care. The prohibitively high costs of private childcare and the dearth of quality public providers often forces parents to choose between low-quality care and forgoing pay to stay at home. Women who are family caregivers are 2.5 times more likely than non-caregivers to live in poverty and five times more likely to receive Social Security. This is unacceptable. As we discuss how to increase access to healthcare and grow our economy, we must value the role of caregivers and ensure that our policies support their vital role. Do you support or oppose legislation encouraging employers to institute family friendly policies such as office time and job sharing? Yes, I support legislation encouraging employers to institute family-friendly policies and making work pay for all families. Pay Equity: Do you believe in pay equity for men and women performing the same job? Absolutely. For every dollar a New Jersey man earns, on average, a woman earns only 79 cents for equal work. The numbers are even worse for Latinas, who are paid 59 cents for each dollar paid to their white, non-hispanic male counterparts. This is unacceptable. The wage gap today is more problematic than ever because women are increasingly the primary breadwinners for their households. As Senator, I would work to advance provisions of the Lilly Ledbetter Fair Pay Act and would support further efforts to close the income gap between men and women, including the Paycheck Fairness Act and raising the federal minimum wage. Domestic Violence:

Do you support or oppose legislation to protect individuals from domestic violence? Domestic violence is an epidemic, and I pledge my support to legislation that offers more protection to DV victims. The Violence Against Women Act (VAWA) is an extraordinary law, and while I am glad that it was recently reauthorized, the fact that the reauthorization took so long is unacceptable. VAWA had been expired for two years before Congress finally acted to protect women and children from violence. This is an example of impasse that is all-too-typical in Washington, and the type of ineffective politics I will fight to change in Congress.
