The Association of Southeast Asian Nations, or ASEAN, was established on 8 August 1967 in Bangkok, Thailand, with the signing of the ASEAN Declaration (Bangkok Declaration) by the Founding Fathers of ASEAN, namely Indonesia, Malaysia, Philippines, Singapore and Thailand. Brunei Darussalam then joined on 7 January 1984, Viet Nam on 28 July 1995, Lao PDR and Myanmar on 23 July 1997, and Cambodia on 30 April 1999, making up what is today the ten Member States of ASEAN.

Philippines is the Chair of ASEAN for 2017 and the theme of its ASEAN Chairmanship is Partnering for Change, Engaging The World.

Prime Minister Shri Narendra Modi will attend 1. 15 th ASEAN-India summit Trade between India and ASEAN stood at US$ 71 billion in 2016-17 and comprises 10.85% of India s total trade with the world. 2. Regional Comprehensive Economic Partnership summit Early conclusion of a balanced Regional Comprehensive Economic Partnership Agreement.will further boost our trade and investment ties with the region. 3. 12th East Asia Summit It is the premier Leaders-led forum in the Indo-Pacific. Since its inception in 2005, it has played a significant role in the strategic, geopolitical and economic evolution of East Asia. Apart from the 10 ASEAN Member states, East Asia Summit includes India, China, Japan, Republic of Korea, Australia, New Zealand, United States and Russia. India centre-stage in the Asian region now referred to as Indo-Pacific. Equally, it puts the Indo-Pacific and ties with the U.S. centre-stage in India s Act East policy, in all three spheres: political, strategic and economic.

Mr. Modi s speech to ASEAN vowed to bring India s economic and business ties with the region up to the level of their exceptionally good political and peopleto-people relations. 10 ASEAN countries account for about 11% of India s global trade. ASEAN plus six to discuss the RCEP free trade agreement. 25th year Commemorative Summit to be held in Delhi in January 2018 ASEAN leaders also expected to attend Republic Day festivities. Quad : India-U.S.-Japan-Australia statements on cooperation for a: free, open, prosperous and inclusive Indo-Pacific region Aims: enhancing connectivity in accordance with the rule of law and prudent financing in the Indo-Pacific together, a reference to American plans to build an alternative financing model to China s Belt and Road Initiative. India s ability to balance its interests will be tested.

The Sunday Times reported that 40 MPs, just eight short of the number required to force a vote on the Conservative party leadership, are ready to sign a letter of no confidence. Additionally, a letter from Foreign Secretary Boris Johnson and Environment Secretary Michael Gove to Ms. May, attempting to dictate Brexit strategy to her, was leaked to the press. Even if the EU s chief negotiator, Michel Barnier, adopted a softer position, France and Germany have since made it clear that Britain will have to come up with more money and details prior to any discussion on transition arrangements and trade deals. The EU minus Britain will begin internal consultations on transition arrangements and trade, London s priority subjects, only after sufficient progress is made in three other areas: citizen rights, the divorce bill and agreement on how to treat the border between Northern Ireland and the Republic of Ireland.

Rohingya from the Rakhine State in western Myanmar Unlike the earliest Muslim migrants to Burma who came from Persia, Arabia or India as traders, the Rohingya Muslims of Rakhine were never really wellassimilated in Burmese life. The community grew mainly through immigration and exogamy, because of the proximity of Muslim Bengal. A local terrorist outfit called the ARSA (Arakan Rohingya Salvation Army) is said to have connections with even the Pakistan-based Lashkar-e-Taiba. Constitution of 2008 To view the Rohingya issue merely as a racial or religious one is to catch the most superficial glimpse of it. It has deep roots which go back to 1948 or even beyond

Since Independence, one of the primary objectives of India s agricultural policy has been to improve farmers access to institutional credit and reduce their dependence on informal credit. It is encouraging to see a robust increase in institutional credit from Rs8 lakh crore in 2014-15 to Rs10 lakh crore in 2017-18. The result is that the share of institutional credit to agricultural gross domestic product has increased from 10% in 1999-2000 to nearly 41% in 2015-16. The rolling out of the farm waiver scheme in recent months may slow down its pace and pose a challenge to increasing agricultural growth. 2019 general election International Food Policy Research Institute reveals that at the national level, 48% of agricultural households do not avail a loan from any source. 36% take credit from informal Compared to non-institutional borrowers, institutional borrowers earn a much higher return from farming (17%). Indeed, access to formal institutional credit also tends to enhance farmers risk-bearing ability and may induce them to take up risky ventures and investments that could yield higher incomes Clearly, a major proportion of farmers remain outside the ambit of a policy of a subsidised rate of interest, and, for that matter, of loan waiver schemes announced by respective State governments.

The amendments to the Maternity Benefit Act, which were introduced this year 26 weeks of paid maternity leave mandatory crèche facility The amendments seek to improve infant mortality rate (34 per 1,000 live births) and maternal mortality rate (167 per 100,000 live births) A 2017 report released by the Global Breastfeeding Collective, led by UNICEF and the World Health Organisation, has termed breastfeeding the best investment in global health generating $35 in global return for every dollar invested. A Global Breastfeeding Scorecard, 2017 released by the Collective shows that India spends an abysmal $0.15 (less than Rs10) per child to ensure that it meets the breastfeeding guidelines. The report suggests that as things stand, India is poised to lose an estimated $14 billion in its economy, or 0.70% of its Gross National Income, due to a high level of child mortality and growing number of deaths in women from cancers and Type II diabetes, directly attributable to inadequate breastfeeding.

For India, peace is not a word; it is in our veins: Modi Highlighting India s role in the Indo-Pacific region, Prime Minister Narendra Modi spoke of Lord Buddha and Mahatma Gandhi s tradition of peace, a day after Indian officials joined the quadrilateral grouping that includes Australia, Japan and the United States. History does not show us a single incident in which India has done bad things to anyone. During World War I and World War II, we did not have any territorial ambition, yet more than 1.5 lakh soldiers of my country sacrificed lives in quest for peace. Because of this sacrifice, any Indian can say with pride that we contribute to the world and do not take anything from the world. For India, the land of Buddha and Gandhi, peace is not just a word, peace is in our veins, said the Prime Minister, speaking in Hindi to a gathering of non-resident Indians living in the Philippines.

Duterte accepts Modi s invite The Ministry of External Affairs on Monday said President Rodrigo Duterte of the Philippines has accepted Prime Minister Narendra Modi s invitation to visit India for the 2018 ASEAN-India commemorative summit, along with other leaders of the ASEAN. Speaking to the media, the Secretary (East) of the Ministry of External Affairs, Preeti Saran, said the invitation to Mr. Duterte was extended by Mr. Modi during the bilateral discussions. The two sides sealed four agreements and agreed to cooperate on counter-terror. Both countries have been victims of terrorism for long. It is the first prime ministerial visit in thirty-six years from India to Philippines. Both sides sealed agreements on defence and logistical cooperation, small and medium scale enterprise, and for collaboration between the Indian Council of World Affairs (ICWA) and the Foreign Service Institute of Philippines, said Ms. Saran.

Charges against CJI scurrilous: SC Bench The allegations levelled against Chief Justice Dipak Misra are scurrilous and per se contemptuous, observed one of the judges hearing petitions by the Campaign for Judicial Accountability and Reforms and advocate Kamini Jaiswal in the Supreme Court in the medical college bribery case. These petitions have caused damage to the court, said Justice Arun Mishra in an oral observation during the hearing by a three-judge Bench on Monday. The only way to repair the damage, Attorney General K.K. Venugopal said, would be for Ms. Jaiswal to apologise and withdraw the petition. The Bench indicated it would pass an order on November 14.

Reply to PETA plea on Kambala: SC The Supreme Court on Monday asked Karnataka to reply to a petition filed by the People for Ethical treatment of Animals (PETA) against a State law allowing Kambala, where two bullocks are tied to ploughs and raced on slush tracks. A Bench led by Chief Justice of India Dipak Misra had already issued notice to the State on the petition challenging the Prevention of Cruelty to Animals (Karnataka Amendment) Ordinance of 2017. The Ordinance, PETA said, violated the Animal Welfare Board of India versus A. Nagaraja verdict of the Supreme Court which made illegal any practice or activity inflicting bovine animals with unnecessary pain and suffering as inherent cruelty.
