Rosenberger, Chair Referral Report September 12, 2017 Representative Celebrezze reported for the Rules and Reference committee recommending that the following House Bills and Senate Bills be considered for the second time and referred to the following committees for consideration: H. B. No. 258 Representatives Hagan, Hood To generally prohibit an abortion of an unborn human individual with a detectable heartbeat and to create the Joint Legislative Committee on Adoption Promotion and Support. H. B. No. 278 Representatives Patton, Kelly To include negligently causing serious physical harm to a law enforcement officer while operating a motor vehicle or other specified mode of transportation as a violation of the offense of vehicular assault. H. B. No. 279 Representative Hill, Speaker Rosenberger To require the Ohio History Connection to designate John Glenn's childhood home as a state historic site. H. B. No. 280 Representative Goodman To permit a person to wear earplugs for hearing protection while operating a motorcycle. H. B. No. 281 Representative Carfagna To establish the residential broadband expansion program within the Development Services Agency to award matching grants for last mile broadband expansion in municipal corporations and townships and to make an appropriation. To the committee on Finance H. B. No. 282 Representative Hambley To expressly prohibit criminal mischief relating to residential rental property and to prohibit a metropolitan housing authority from renting or providing housing assistance to a person who has recently been convicted of criminal mischief relating to residential rental property. To the committee on Financial Institutions, Housing, and Urban Development H. B. No. 283 Representative Rezabek To require the juvenile court judge to provide written consent to certain adoptions involving abused, neglected, or dependent children. 1

No. 284 Representative Antani To create a study committee to author a report making recommendations about ways to reduce the cost of insurance premiums among commercial drivers ages eighteen to twenty-five. To the committee on Insurance H. B. No. 285 Representative Anielski To create the "North Royalton City Schools" license plate. H. B. No. 286 Representative LaTourette To create the Palliative Care and Quality of Life Interdisciplinary Council, to establish the Palliative Care Consumer and Professional Information and Education Program, and to require health care facilities to identify patients and residents who could benefit from palliative care. To the committee on Aging and Long-Term Care H. B. No. 287 Representative Anielski To create the Post-Traumatic Stress license plate. H. B. No. 288 Representative Anielski To create the Cuyahoga Heights Schools license plate. H. B. No. 289 Representatives Hood, McColley To establish a statewide policy on occupational regulation, to require standing committees of the General Assembly to periodically review occupational licensing boards regarding their sunset, to require the Common Sense Initiative Office to review certain actions taken by occupational licensing boards, and to require the Legislative Service Commission to perform assessments of occupational licensing bills and state regulation of occupations. To the committee on Government Accountability and Oversight H. B. No. 290 Representative Blessing To create the St. Xavier High School license plate. H. B. No. 291 Representative Wiggam To authorize counties, townships, and municipal corporations to purchase an employee dishonesty and faithful performance of duty insurance policy, instead of a bond, for protection from loss due to the fraudulent or dishonest actions of, and the failure to perform a duty prescribed by law by, an officer, official, employee, or appointee for which a bond is required by law. H. B. No. 292 Representative Scherer To modify the test for determining an individual's state of residence for income tax purposes. 2

H. B. No. 293 Representatives Scherer, Sheehy To require a person to hold a temporary instruction permit for one year before obtaining a probationary driver's license and to alter the time periods during which the holder of a temporary instruction permit or probationary driver's license is prohibited from operating a motor vehicle without being accompanied by a parent or guardian. H. B. No. 294 Representative Boccieri To designate a portion of U.S. Route 224 in Mahoning County as the "Patrolman Charles K. Yates Memorial Highway" and a portion of State Route 170 in Mahoning County as the "Patrolman Richard E. Becker Memorial Highway." H. B. No. 295 Representative Goodman To exempt certain disabled veterans from paying a dog registration fee when application is made to the county auditor that includes proof that the dog is an assistance dog. To the committee on Armed Services, Veteran Affairs, and Homeland Security H. B. No. 296 Representative Gavarone To enhance penalties for certain drug offenses committed in the vicinity of a community addiction services provider. H. B. No. 297 Representative Hagan To allow owners of a motor vehicle, watercraft, or outboard motor who have joint ownership with right of survivorship to transfer title through a transfer-on-death designation. H. B. No. 298 Representative Merrin To make changes with respect to the number of sick days provided to public employees. H. B. No. 299 Representative Merrin To enact the Lead Safety and Uniformity Act to provide that the state, acting through the Department of Health, has the sole and exclusive authority to compel, prohibit, license, or regulate lead abatement activities in Ohio. H. B. No. 300 Representative Barnes To provide that any nondriver identification card that is issued to a resident of Ohio who is permanently disabled must be issued without an expiration date. H. B. No. 301 Representative Butler To require the approval of the General Assembly for a state agency to agree to a consent decree or court-approved settlement agreement that would alter or prohibit the enforcement of a law of this state. H. B. No. 302 Representatives Boggs, Antonio To authorize a pregnant minor to consent to receive health care to maintain or improve her life or the life of the unborn child she is carrying. H. B. No. 303 Representatives Lipps, Kelly To prohibit places of public accommodation from preventing the use of a service animal. To the committee on Economic Development, Commerce, and Labor H. B. No. 304 Representative Young To extend a personal income tax credit available for the adoption of a minor child to include a disabled adult adopted by the adult's stepparent. H. B. No. 305 Representatives Antonio, Boyd To require a court that issues a protection order to determine if the respondent is prohibited from carrying or possessing a firearm, to require a court to determine whether an offender who has been convicted of specified offenses is prohibited from carrying or possessing a firearm, and to require a respondent or offender who the court determines is prohibited from carrying or possessing a firearm to transfer all firearms in the person's possession to a law enforcement agency or a federally licensed firearms dealer. To the committee on Federalism and Interstate Relations H. B. No. 306 Representative Gonzales To create the Gold Ribbon Awareness license plate. H. B. No. 307 Representative Gonzales To designate September as We Card Month. H. B. No. 308 Representative Cera To designate a portion of State Route 7 in Belmont County as the Ohio Valley Vietnam Veterans Memorial Highway. H. B. No. 309 Representatives Gonzales, Rezabek To generally prohibit a person s blindness from being used to deny or limit custody, parenting time, visitation, adoption, or service as a guardian or foster caregiver, regarding a minor. To the committee on Community and Family Advancement H. B. No. 310 Representative Vitale To permit an elected officeholder of this state or a political subdivision of this state who holds a valid concealed handgun license to carry a concealed handgun in a government facility of this state or a political subdivision of this state. H. B. No. 311 Representative Johnson To designate a portion of State Route 348 in Scioto County as the Roy Rogers Happy Trails Highway. H. B. No. 312 Representatives Schuring, Greenspan Regarding use of credit cards and debit cards by political subdivisions. To the committee on Government Accountability and Oversight H. B. No. 313 Representative Hughes To create the Pelotonia license plate. H. B. No. 314 Representative Schaffer To allow an income tax credit for law enforcement officials who purchase safety or protective items to be used in the course of official law enforcement activities. H. B. No. 315 Representative Arndt To designate October 6 as "S.M.A.R.T. Parent Day." H. B. No. 316 Representatives Arndt, Stein To designate a picnic area in Kelleys Island State Park as the "Henry T. Beatty Memorial Picnic Area." H. B. No. 317 Representative Young To authorize, for six years, a personal income tax deduction for a physician based on the number of hours the physician provides uncompensated medical services through a hospital, free clinic, or nongovernmental medical organization. H. B. No. 318 Representatives Patterson, LaTourette To define the necessary qualifications and responsibilities of school resource officers. To the committee on Education and Career Readiness H. B. No. 319 Representative Lanese To designate a shelter pet as Ohio's official pet. H. B. No. 320 Representatives Hagan, Roegner To create the Long-range Financial Outlook Council for the purpose of informing the public and the General Assembly about the financial status of the state by studying financial and other conditions and issuing an annual long-range financial outlook report. No. 322 Representatives Miller, Kent To revise the law regarding emergency management plans and school safety drills; to require each educational service center to employ an emergency response planner; to make an appropriation; and to declare an emergency. No. 323 Representative Patterson To authorize all municipal corporations that charge a garbage collection fee to certify unpaid amounts to the county auditor, who must enter the fees on the property tax list to be collected in the same manner as real property taxes. H. B. No. 324 Representatives Ashford, Sheehy To designate a portion of Interstate Route 75 in Lucas County as the Toledo Firefighters J. Dickman and S. Machinski Memorial Highway. H. B. No. 325 Representative Faber To designate a portion of State Route 705 in Shelby County as the Michael J. Aselage Memorial Highway. H. B. No. 326 Representatives Seitz, Gavarone To authorize certain psychologists to prescribe psychotropic and other drugs for the treatment of drug addiction and mental illness. H. B. No. 327 Representatives Schaffer, Smith, K. To amend the penalties for the offense of importuning. H. B. No. 328 Representatives Ingram, Kelly To create the Cincinnati City School District license plate. H. B. No. 329 Representative Pelanda To modify the law governing pyramid promotional schemes. To the committee on Financial Institutions, Housing, and Urban Development H. B. No. 330 Representative Rogers To designate a portion of State Route 91 in Willoughby as the Patrolman Jason Gresko Memorial Highway. 6

H. B. No. 331 Representative Ingram To prohibit the use of information obtained from an accident report by any person for commercial solicitation purposes. To the committee on Economic Development, Commerce, and Labor H. B. No. 332 Representative Antani Regarding anatomical gifts, transplantation, and discrimination on the basis of disability. H. B. No. 333 Representatives Becker, Leland To allow married couples to elect to file either separate state tax returns or a joint state return, irrespective of their federal filing status. H. B. No. 334 Representative Scherer To provide that wages and guaranteed payments paid by a professional employer organization to the owner of a pass-through entity that has contracted with the organization may be considered business income. H. B. No. 335 Representatives Lepore-Hagan, Howse To designate April as Sarcoidosis Awareness Month. H. B. No. 336 Representatives Barnes, Greenspan To prohibit the imposition of driver s license and temporary instruction permit reinstatement fees in specified circumstances and to name this act the Reinstatement Fee Amnesty Initiative. To the committee on Insurance Am. S. B. No. 5 Senators Hottinger, Eklund To increase the maximum income tax deduction for contributions to college savings accounts and disability expense savings accounts to $4,000 annually for each beneficiary, to create the Joint Committee on Ohio College Affordability, and to declare an emergency. Sub. S. B. No. 70 Senator Coley To amend the child support laws. To the committee on Community and Family Advancement Sub. S. B. No. 77 Senator Coley To create the "KylerStrong Foundation" license plate. 7

S. B. No. 78 Senator Hoagland To designate a portion of State Route 7 in Jefferson County as the "U.S. Air Force Staff Sergeant Yvonne Marie Fair Memorial Highway." Am. S. B. No. 79 Senator Jordan To require standing committees of the General Assembly to establish a schedule for the periodic review of state departments that are currently in the Governor's cabinet, and to require that Auditor of State performance audits be scheduled to coincide with the periodic review. To the committee on Government Accountability and Oversight S. B. No. 86 Senator Hackett To designate the twenty-fifth day of May as "Ohio National Missing Children's Day." S. B. No. 117 Senator Hite To designate May as "Drive Ohio Byways Month." S. B. No. 145 Senators Huffman, Wilson To criminalize and create a civil action for dismemberment abortions. 8
