SITUATION OVERVIEW Severe drought condi ons con nue to compound the humanitarian situa on in parts of Somalia. Some areas in the north are experiencing intensifying drought condi on. Somaliland and Puntland authori es have called for urgent humanitarian assistance. Water shortages have led to stress induced migra on of pastoralist communi es in search of water and pasture in several areas. US$717 million is required between uary and e 218 to sustain famine preven on efforts. This is part of the $1.5 billion required for the 218 Humanitarian Plan. Timely provision of resources is cri cal to prevent a deteriora on in the second quarter of the year. An ongoing na onwide measles campaign aims to reach more than 4.7 million children between the age of six months and 1 years. 1 2 3 4 STRATEGIC OBJECTIVES Life-saving: Provide life-saving and life-sustaining integrated, mul -sectoral assistance to reduce acute humanitarian needs and excess mortality among the most vulnerable people. Nutri on: Reduce emergency levels of acute malnutri on through integrated, mul -sectorial response. Enhance integra on of Nutri on, WASH, Health and Food Security programmes to strengthen nutri on-sensi- ve programming. Protec on: Support provision of protec on services to affected communi es, including in hard-to-reach areas and in IDP sites, targe ng the most vulnerable, especially those at risk of exclusion. Resilience: Support the protec on and restora on of livelihoods, promote access to basic services to build resilience to recurrent shocks, and catalyze more sustainable solu ons for those affected, including marginalized communi es. CLUSTER OVERVIEW CAMP COORDINATION AND CAMP MANAGEMENT (CCCM) Improve the living condi ons and protec on of IDPs in sites and se lements and ensure access to services and assistance to all persons in need, with a focus on moving toward a aining durable solu ons with full par cipa on of the displaced and host communi es. 2.1 million People in need 1% 1.5 million people targeted 156,626 People reached in 2, Es mated number of IDP sites in Somalia. 1,6 Sites targeted 27% 8% 1,6 439 Sites reached as of sites targeted 1,289 Sites reached as of Number of displaced people with access to informa on about humanitarian services Number of beneficiaries reached by partners 1,5, 1,2, 9, 6, 3, Annual target For more informa on, contact: petre @unhcr.org and/or kziga@iom.int Number of sites with established CCCM mechanisms Reached (monthly) 2.1 million people are displaced throughout Somalia and lack basic services. IDPs face overcrowding, poor sanita on, health and protec on risks. Drought-induced displacement con nues. New arrivals in Baidoa are es mated at 9,5 individuals in ruary 218, while service provision has not increased. Number of sites with established community par cipa on structures In ruary, nine ac ve CCCM cluster partners mobilized community engagement and monitoring of service provision in IDP se lements across Somalia. In total the cluster reached nearly 487,86 IDPs. Partners ac vi es include coordina on and informa on management, improving and maintaining sites, working with communi es to support CwC and community self-management. Limited humanitarian access and forced evic ons/lack of land tenure in IDP se lements inhibit the cluster partner s ability to improve the living condi ons of vulnerable persons. The number could be much higher given the increasing IDP popula on in Baidoa. Children targeted - 79,146 Children reached as of Number of children benefi ng from emergency teaching and learning materials The ongoing educa on response in Baidoa has, so far, supported 1, children with school supplies and access to safe drinking water. Access to clean water was iden fied as one of the major obstacles to ensuring that children remain in school. Urgent needs include; temporary learning spaces, learning supplies, teacher supports, and the provision of safe drinking water and food. HEALTH The cluster is targe ng vulnerable people for improved health care, with a focus on life-saving services including mely and adequate response to disease outbreaks and epidemics. 4.3 million People targeted in 218 Number of consulta ons 221,64 Consulta ons in in 218 Health facili es There were 492 cases of AWD/cholera reported in ruary, an increase of nearly 5 per cent on the previous month s figures. ruary witnessed the highest one-week Case Fatality Ra o (CFR) since ruary (3.5 per cent). A total of 1,589 new cases of measles were reported in ruary, an increase of 2 per cent from uary s figures (1,264). For more information, contact: rihawih@who.int Number of consulta ons (per month) 4, 35, 3, 25, 2, 15, 1, 5, Targeted Reached To address the rise in AWD/cholera, the Health and WASH clusters are working to provide clean water sources and water treatment facili es to households. To address measles resurgence, a week-long vaccina on campaign will be launched in ch. The campaign aims to reach 5 million children, and to improve the current popula on coverage to at least 95 per cent. The Health cluster is yet to receive funding for 218. $124.4 million is requested in the HRP. Most of the projects for 218 are on hold due to lack of funding. The upward trend in AWD/cholera cases is similar to the one which led to an outbreak in. NUTRITION Improved nutri on status and access to nutri on services for emergency affected popula ons through predictable, mely, effec ve and at scale response thereby enhancing resilience. 1.4 million People in need 158% 12,693 Children targeted in 2,39 Children reached in 261,987 Number of children 6-59 months, treated for Severe Acute Malnutri on (SAM) 25, Targeted Reached 2, 15, 1, 5, Number of children 6-59 months, treated for Severe Acute Malnutri on (SAM) Post-Deyr survey results show a GAM rate of 13.8 per cent. Over 1.2 million children are projected to be malnourished in 218. Nearly 31, children are acutely malnourished and 48, of these are severely malnourished. Admissions remained high in the month of ruary compared to the same period in. For more informa on, contact: sdesie@unicef.org During ruary, cluster partners reached 2,39 severely malnourished children, aged between 6-59 months, through mainly cura ve nutri on programs. A further 384,715 people were reached with preven ve nutri on programmes including Blanket Supplementary Feeding Programme (BSFP) and Maternal and Child Health Nutri on (MCHN) support. Limited humanitarian access con nues to severely hinder service provision in Bay (Dinsoor, Qansax Dheere and Baidoa) and Middle Juba regions. Sites that were closed in ember due to lack of funding have not been re-opened, for the same reason. For IRF sites whose funding will run out soon, a way forward is need on their future beyond ch. These have mainly been driven by non-state actors who con nue to recruit child soldiers causing communi es to flee their homes in order to protect their children. The presence of mines and Explosive Remnants of War (ERWs) is a concern, and incidents of Gender-Based Violence (GBV) con nue to be reported, especially in IDP sites. For more informa on, contact: zeilstra@unhcr.org In ruary 218, the cluster reached 5,95 individuals, which translates to 6.6 per cent of the annual target. This figure was reached through sub-clusters namely; Child Protec on (6,23), GBV (16,387), Housing, Land and Property (5,85), Explosive Hazard (19,666) and General Protec on ac vi es (2,154) Conflict-driven insecurity makes it difficult to reach some of the vulnerable areas, mainly in south and central regions. Iden fica on, documenta on, tracing & reunifica on (IDTR) and GBV services for families, children and survivors of rape are limited by funding. Forced evic ons are common, with many IDPs relying on non-binding oral tenure agreements. The presence of mines and ERWs remains a hazard to civilians and compromise the response. SHELTER Provide non-food items and emergency shelter for newly-displaced people. Improve shelter condi ons in exis ng se lements. 1.5 million People in need Number of people in need of emergency assistance receiving appropriate NFIs though in kind distribu on, vouchers or cash mechanisms. 4, 35, 3, 25, 2, 15, 1, 5, 37,5 people targeted in 52% 17% 25, 7% 25, 19,464 People reached in Targeted 42,647 Number of people in need of emergency assistance receiving relevant emergency shelters through in kind distribu on, vouchers or cash mechanisms. Pressing needs include emergency shelter kits, sanita on facili es and access to clean water, as well as Emergency Assistant Packages (EAPs) for newly displaced peoples. people targeted in 17,52 People reached in Number of protracted IDPs receiving non-food items through in kind distribu on, vouchers or cash mechanisms. In ruary, 19,464 persons were supported with Non Food Items (NFIs - plas c shee ng, blankets, jerry cans, sleeping mats and kitchen sets). At the same me, partners also managed to close SHF funded projects by providing emergency shelter support to 42,647 (plas c sheets, suppor ng poles and a ropes for tying down structures). This resulted in an increase in the number of people reached, despite low funding in the HRP. There are not enough resources to cover the shelter needs of IDPs, whose number has almost doubled in the last year. A lack of funding means that pre-posi oned stocks cannot be prepared, which delays the response to newly displaced popula ons.
