ADMINISTRATIVE REPORTS: MAYOR S REPORT/REQUEST.MAYOR MICHAEL TAYLOR Mayor Taylor addressed the following: The Mayor reported following the Airport Commission meeting last Wednesday, members in attendance and some other interested parties had the opportunity to meet Irene Porter and Brad Davidson from the Detroit office of the FAA. There was a short walking tour of the Airport grounds to make the FAA reps aware of the improvements and issues at the Airport. The Mayor and Several Supervisory Staff Members attended a recent Clemans-Nelson Advanced Discipline Seminar in an effort to be sure the City complied with current documentation issues if discipline is warranted. The Mayor announced that the New Philadelphia Sidewalk Sales start this Thursday and go thru Saturday. Our Sidewalk Sales are the longest continuous running promotion in Ohio. The downtown area will see an increase in both vehicle and pedestrian traffic. The Mayor encouraged all citizens to come to downtown New Philadelphia and support this event. The Mayor reported the work continues on the third floor remodeling of City Hall. The Mayor reported the Service Director and assistant have been working hard to see this project to completion and have been organizing records and things to be moved here upon completion. When the project is finished, the Mayor plans to invite all Council Members to stop and see the improvements. The Mayor reported a roof leak at City Hall and they will attempt to repair that as soon as possible.

SERVICE DIRECTOR MR. JAMES ZUCAL The Service Director reported on the following: The Service Director gave an update on the CDBG Project in the 300 block of Ray Avenue. The Engineer appointed there has reported it is 95% complete. The Service Director encouraged all to take a look at the new sidewalks, curbs, gutters, and catch basins in the 300 block of Ray Avenue; south of the High School and on 4th Street continuing south to Beech Lane. The Service Director reported it is a nice project The Service Director reported a lot of questions have come in recently about the Dominion East Ohio Gas Company Project. (This is a private Project, the City is not directly involved) The Service Director informed Council he has been in touch with Dominion East Ohio daily and has a call in to their Project Manager now in regard to the weeds on the lawn strips and other issues on North Broadway. Mr. Zucal stated they have been working with us. The Service Director wants to complete all the requests by the constituents to make sure the Project is done right. The Service Director reported on the Street Department and compliment Fred Neff, Mark Henke and the Crews who worked recently on the clean up after the storms. The Service Director reported most of the constituents are happy. They did a good job. Council Member, Ms. Cox thanked everyone at the Street Department for taking care of her tree that was damaged in the recent storm. Comment from the President of Council Sam Hitchcock; the CDBG Project across from the High School went quickly and looks good. AUDITOR..........MS. BETH GUNDY.NO REPORT SAFETY DIRECTOR MR. GREG POPHAM The Safety Director reported on the following: The Safety Director announced that on Wednesday August 22nd, 2012 at 6:00 PM, a Civil Service Entrance Exam for the Police Department will be administered. The Safety Director announced there will be several upcoming retirements in the next year and this will give us an eligibility list. TREASURER......MR. DAVE JOHNSON NO REPORT EXCUSED ABSENCE LAW DIRECTOR....MR. MARVIN FETE..NO REPORT BOARD/COMMISSION REPORTS: PLANNING COMMISSION.MAYOR MICHAEL TAYLOR Mayor Taylor announced the Planning Commission will meet Tuesday, August 14th, 2012 at 1:00 PM in Council Chambers pending an agenda. BOARD OF ZONING APPEALS.MR. JAMES ZUCAL Mr. Zucal announced providing an agenda the Board of Zoning Appeals will meet Tuesday, August 14th, 2012 at 5:00 PM in Council Chambers. AIRPORT COMMISSION..MR. JOHN ZUCAL..NO REPORT PARK BOARD... MR. DARRIN LAUTENSCHLEGER Mr. Lautenschleger announced that the Park Board meeting that was scheduled for Wednesday, July 25th, 2012 was cancelled An announcement of the August Meeting notice will be coming in a few days. HEALTH BOARD....MS. SANDY COX Ms. Cox announced that the Health Board will meet Wednesday, August 15th, 2012 at 12:00 Noon at the Health Department. STANDING COMMITTEE REPORTS: FINANCE COMMITTEE........... MS. SANDY COX 2

Ms. Cox reminded members of Council that the Finance Committee is asking for suspension of rules and possible passage of Resolution 17-2012 Blake Avenue SW Waterline Replacement Project. The Finance Committee met this evening at 7:15 PM with several items on the agenda 1. Memorandum from the Auditor in regards to travel reimbursement The Auditor will be attending a three day conference hosted by the City s Software Company in Sandusky, Ohio in September. The IRS standard room rate for Sandusky is $77.00 a night. The conference is being held at Kalahari Resort and their room rate is $94.00 a night the Auditor is requesting and additional $17 a night for 3 nights for a total of $51.00. The committee approved the request. 2. Request from Police Chief for 3 additional Cruisers and we are going to authorize this and ask to be read for 2 readings and passed on the second reading. 3. Increase/ Decrease in Appropriations General- Prosecutor Travel $2000 It was taken from Supplies ($2000) General -City Hall Maint. & Repairs $12,000 (Remodeling of the third floor of City Hall) General -Police Equipment $90,000 (Three Dodge Police Cruisers) Group Rating Program we are going back into it for Workers Comp on recommendation on behalf of the Auditor. WINNIE WALKER.NO REPORT VISITOR S COMMENTS: Diane Lautenschleger, 250 Lewis Avenue NW, New Philadelphia, OH 44663 New Philadelphia Business and Community Association, 126 East High Avenue, New Philadelphia, Ohio 44663 Diane Lautenschleger, Administrative Director, of New Philadelphia Business and Community Association Ms. Lautenschleger addressed Council and distributed to all Council a Written Report on NPBCA s Recent Activities, Copy of Sidewalk Sale Agenda, Copy of Banner Sample, Copy of 2 sided Special Event Brochure, Copy of New Membership Brochure, and Copy of CBD Inventory 2011 Ms. Lautenschleger NPBCA s update to Council on recent activities: The 58th Annual Sidewalk Sale Promotion, Hit the Lights, This is It will be held this Thursday, Friday and Saturday throughout downtown New Philadelphia. Ms. Lautenschleger announced that it is a great opportunity for everybody to come downtown to take advantage of great savings, additional purveyors of merchandise, fresh produce, bloodmobile and live entertainment on the square. It is also a good time for the community to come together. Saturday morning bring your children for the no cost children s Party takes place 11:00AM until noon. Ms. Lautenschleger announced: o The 4th Annual Critter Cook-off and Competition will be held on Saturday, July 28th, 2012 from noon -2:00 PM on the square organized by Service Director, James Zucal and the Police Chief, Jeff Urban. Agenda of the Sidewalk Sale was distributed to all. o The Gateway Banner Sale is now in progress this year s banner features the lighted Welcome to our City lighted marquee. They will hang in the South Broadway bridge area for the next 12months. o The Midsummer Merchants and Artists Walk will be held August 11th, 2012 from 6:00-9:00 PM. It is going to be a big Art Walk with many Artists and Music/Entertainment.

Ms. Lautenschleger distributed a copy of the NPBCA membership brochure to all. A portion of the funding for the brochure was received from the Convention and Visitors Bureau s Grants Assistance Program. All members are included in that brochure Ms. Lautenschleger announced that it is a great tool for New Philadelphia. Ms. Lautenschleger reported the Special Event Brochure included in the packet tonight features the Sidewalk Sale and the Merchants and Artists Walk the Convention and Visitors Bureau s Grants Assistance Program made this brochure possible, also. This two sided brochure was distributed at NPBCA member locations and all lodging establishments. They were very happy to receive this information to pass on to their guests. Ms. Lautenschleger reported the Central Business District have 155 business and 10 available commercial properties. The Available properties are listed on NPBCA website. Ms. Lautenschleger thanked everyone. President of Council Sam Hitchcock commended NPBCA and Ms. Lautenschleger for the very informative membership brochures that have been created and distributed and wished them great success. READING OF ORDINANCES AND RESOLUTIONS: ORDINANCES: NONE RESOLUTIONS: 11-2012 A resolution by the Council of the City of New Philadelphia, Ohio to approve the transfer of $50,000.00 from the Sanitation Fund (#219) to be transferred $25,000.00 to the Water Operating Fund (#711) and $25,000.00 to the Sewer Operating Fund (#713) for the 2012 Fiscal Year. (3 rd Reading) Motion to vote on passage made by Ms. Cox, seconded by Mr. Maurer. Roll call, 7 yeas, Resolution passed 17-2012 A resolution by the Council of the City of New Philadelphia, Ohio to authorize and direct the Service Director to advertise for bids, receive bids, and award a contract for the Blake Avenue SW Waterline Replacement Project and declaring an emergency. (1 st Reading) Motion to suspend the rules made by Ms. Cox, seconded by Ms. Espenschied. Roll call, 7 yeas, rules suspended.
