Roll call was taken. ITEMS DISCUSSED 1. President Creighton encouraged members to participate in the many Christmas activities Hawthorne offers. The Hawthorne Christmas parade is Wednesday, December 11 th at 4:00 p.m. 2. General Manager Roger Slagle reported on several issues. The refurbishing of the sign up front at the south end of the property has begun. The message portion of the sign is encased and has shock absorbers on each side to hold it up while working on the message. It is expected to be finished before Christmas. The lights near the Marina seawall are being installed. The deteriorated bases have been replaced. Approximately 750 votes have been turned in for the Sago Palm Lot #16 Lot Line Deviation. The County says the application is progressing smoothly through their process. The County has requested to hold a Waste Removal Question and Answer session. They will bring the waste containers. The last two hearings for the PUD (Planned Unit Development) for the 68 acres are December 9 th and December 16 th from 5:30-6:30 p.m. at the City of Leesburg. 3. The Documents Committee will meet Tuesday, December 10 th at 1:30 p.m. in the Administration Conference room to review the penalty procedure for Rule and Regulation violations. 4. The Investment Committee will meet Wednesday, December 11 th at 9:00 a.m. in the Administration Conference room. 5. Legislative Committee Chairwoman Barbara Weese reported on several upcoming events. The video tape of Senator Hayes will be presented December 16 th on TV98. He is a key figure on the Water Committee. Senator Hayes and Representative Larry Metz are involved with the Convention of States. They both will be on TV98 January 27, 2014 and will host a Question and Answer session afterwards. Jimmy Conner has been chosen as the Chairman of the Lake County Board of County Commissioners. 6. Website Update Committee Chairman Chuck Mrowca presented the form for Activities to submit for photos to be uploaded to the new website. Photos that include individuals require a release from each person in the photo. The committee will meet on Friday, December 6 th. 1

7. Community Pride Chairwoman Ginny Stevens gave an update on the crepe myrtle trees approved at the November General Board meeting. The original motion requested six 15 gallon trees for a total cost of $375. This included delivery and planting. A motion will be made at the December General Board meeting to allow for three of the original six trees to be 25 gallon trees at a cost of $200/tree. The total cost for the 25 gallon trees will be $600 delivered and planted. These trees will be planted at the marina. Chairwoman Stevens also reported on a Vow Renewal Ceremony being planned by Celebration Square. 8. There will be a motion at the General Board meeting to approve the 2014 proposed budget. The budget deficit was discussed. 9. There will be a motion at the General Board meeting to approve the Election Committee members. 10. The proposed waste removal options were discussed. Director Pete Hurlburt recommended the Board put the question to the members with two options. He distributed a document presenting the options. There will be a motion at the General Board meeting to include the Waste Removal vote with the vote for new directors. MEMBER S QUESTIONS AND COMMENTS Six residents spoke. The invocation was given by Sally Bastian and The VFW posted the colors and led the Pledge of Allegiance. APPROVAL OF MINUTES Emergency Board Meeting November 14, 2013 General Board Meeting November 21, 2013 Workshop Meeting December 5, 2013 Agenda Meeting December 5, 2013 Minutes approved as posted. TREASURER S REPORT Treasurer s report given by Pete Hurlburt and accepted as read. PRESIDENT S REMARKS order at 1:30 p.m. Roll call was taken. President Creighton announced the refurbished sign at the south end of the property was complete. Suzanne Klopp, Chief Waters, his staff and all participants were thanked for their part in making the Christmas parade a success. Hawthorne clubs and members 2

were thanked for their generous contribution of over $1,800 to the LHS band. President Creighton, on behalf of the HRCA Board, offered a sincere apology to Club Hawthorne for the confusion on the replacement of doors at the clubhouse. It was never the intention of the HRCA Board to demand the clubs pay for the doors. The Board appreciates all the clubs have done in the past for Hawthorne. Chuck Mrowca will have a presentation of the new website after today s meeting is adjourned. GENERAL MANAGER S REPORT General Manager Roger Slagle asked Cindy Clark to give the home sales report. She stated there are still openings for the Skyline tour on January 25 th. Residents should call Marlene at 360-6220 to reserve a space. Beginning in January, the Real Estate office will be mailing out surveys to members who have recently purchased homes from them. Cindy believes in good customer service and is looking for ways to improve the buying process. A stamped, self-addressed envelope will be included for anonymity. Cindy Clark reported there are deposits on Sago Palm lots #1 and #16. Interest has been shown by two individuals in Poinsettia. She reported the totals for 2013 are: 253 clients, 231 tours, 1,365 homes shown and 88 sales. Two sales are pending. Chief Steve Waters gave the EMS report for November. There were 87 medical calls, 39 incidents, and 7 false alarms for a total of 133. This brings us to 1,761 calls for 2013. Chief Waters stated a meeting is scheduled for January 10 th to discuss the CERT (Community Emergency Response Team) program. At least 20 people are required for training. These members would be trained by the Leesburg Fire Department. Those trained would be a support role to Hawthorne s EMS/Security staff during a large scale disaster. The Senior Christmas Party is Thursday, December 19 th at 5:30 p.m. in the Dan Gorden Hall. An invitation was extended to all Board members. Club Hawthorne funds the program. Joey Glover was recognized for 5 years of service to Hawthorne. He will be promoted to shift commander February 1 st upon the retirement of Wayne Sanders. Matt Lucroy was recognized for 6 years of service. General Manager Roger Slagle reported the Sago Palm lot line deviation request is progressing smoothly. Over 700 votes have been received. Votes will be tabulated December 27 th. The final meeting for the 3 year renewal of the PUD for the 68 acres is Monday, January 6 th from 5:30-6:30 at the City of Leesburg. The tree removal project near the softball fields is complete. January 7 th is the tentative date the waste removal contractor is coming to display the different size containers. He will be in the Dan Gorden Hall from 10:00 a.m.- 1:00 p.m. to answer questions. The lights were taken down at the marina to replace deteriorated concrete bases. The bases were rebuilt and the lights put back up. COMMITTEE REPORTS Community Pride Committee Chairwoman Ginny Stevens reported on the change in the size of the trees being planted in the marina boxes. She also reported that Celebration Square is having a vow renewing ceremony and reception on Valentine s Day. This is a fundraiser for Community Pride. Tickets are $10 per couple, $5 for single. Community Relations Chairman Chuck Mrowca gave the Good Neighbors report. There were 14 schedulers, 22 requests, and 5 drivers. Joanne Jefferson gave the Ambassadors report. They made 13 calls. Wayne Short gave the Sprinkler Committee report. Rain sensors may be purchased for a special price of $11. Over watering a yard will bring bugs and rot the grass. Call Peggy at 787-1000 to request a rain sensor. Odd numbered houses should only water on Saturday. Even numbered houses should only water on Sunday. Documents Committee Chairman Fay Farrington reported that the committee has been working to accomplish the charge they were given of bringing the rules up to date and giving management tools to stop violations while seeking voluntary compliance to the rules. The committee has finished work on the Enforcement Protocol for rules violations requested by the Board from attorney Charles Johnson. They are currently working on the penalties already written in sections III and X. Investments Committee Chairman Pete Hurlburt reported the committee met with Hawthorne s investment advisor, Craig Dykstra to review the performance summary of the corporation s 3

holdings. Hawthorne s holdings for the year to date have shown a return rate of 9.95%. The committee agreed by consensus to purchase three triple B or better bonds with the maturing CD of $130,000, from Bank of Baroda. Legislative Committee Chairwoman Barbara Weese reported Senator Hayes taped show will air on TV98 December 16 th at 9:00 a.m. and 12:30 p.m. January 23 rd Dave Jordan, Deputy Tax Collector, will be on TV98 to discuss his office and how it affects citizens. Representative Larry Metz and Senator Hayes are tentatively scheduled to appear on TV98 January 27 th to discuss Convention of States. Jimmy Conner will be back on January 29 th to give a county affairs update on TV 98. He was recently selected as Chairman of the Lake County Board of County Commissioners. Safety Committee Chairman Bill Connelly reminded members to use the GPS address 100 Hawthorne Boulevard for visitors and deliveries. He also highlighted that those interested in the CERT program are not required to be full-time members or possess backgrounds in the fire, police or medical fields. The possibility of additional white lines on Hawthorne roads will be discussed at the January meeting. Chief Waters was presented with a sledge hammer left for EMS by Santa. Website Update Committee Chairman Chuck Mrowca reported the new website will have a presentation immediately following the General Board meeting. The format for submitting photos is electronic media. The committee has created a form to use with each submission. UNFINISHED BUSINESS None NEW BUSINESS Motion made by Pete Hurlburt to approve the proposed 2014 budget. Seconded by Barbara Weese. *Special Note: The results of the Sago Palm Lot #6 lot line deviation vote was 756 yes and 29 no. Therefore, the additional 19 feet will be added to Sago Palm Lot #6.
