This has been a very hot and muggy summer. Monday evening, August 31st, the CAP group was at the field. We had some of the students on the trainer systems. We also had a couple of members bring some other form of RC. One was Susan Seaford (Secretary); she brought an LT-40 Kadet that she is building from a Sig kit. The plane is about half finished. This gave the youth a view of building and what is involved. The second was Bic Green; he brought his Hexacopter with camera and viewing screen. He flew the copter and let the youth run the camera. They had a ball. I am glad to see that we as a club are able to show the youth, and the public, that RC is more than just flying. By the way, the students that did fly are doing well. Bob Templeton is looking for five good members to run the club next year. The positions are: President, Vice President, Secretary, Treasurer, and News Letter Editor. Minutes of the August 18, 2015 Meeting of RCRC The meeting was called to order by the president. A quorum of the members was present. All officers were present. Four new members were present, bringing the total membership to 133. Ten CAP youth are awaiting the AMA numbers. Minutes and treasurer s reports from June and July were approved. Income for the last month was $416.08 and expenses were $1132.44. The current balances are $2335.59 in the general account, $7682.21 in the money market account and $892.14 in the Mike Wingo scholarship fund. The safety report had no incidents for the prior month but cautions for being in the line of the propeller and the need for a preflight check were stressed. The field report was given by Ron Lamon who described work on the pressure washer. Cameron Fears was announced as the winner of the Camp AMA award. He will be putting in his application for the 2016 camp. UAH has not contacted us regarding the memorandum of understanding that was presented to them. Bob Templeton presented a report on Model Aviation Day. An unofficial tally had 180 visitors, 75 aircraft and 35 pilots. He also gave a report on his progress with the Facebook page. He has been able to clear up any problems with another site using the name. A proposal for an upgrade to the PA system was presented but suggestions were made to try some changes with the current system first. The president asked for volunteers to help programming radios. Bob Templeton was appointed to chair the nominating committee. The Flying Field Regulations changes were then presented. The president explained the reasons for the proposed changes on regulation 8 and a vote was taken which showed approval. The same was then done with regulation 19 which also passed. These being regulations are now in effect. Attention was then given to the proposed bylaws changes. The membership voted to approve or disapprove them as a whole rather the vote on each individually. Again the president explained the reasons for the changes of each bylaw. A show of hands approved the bylaws changes. These changes involving bylaws will be posted online and in the newsletter and then will be finalized at the October meeting. The ballot (that can be obtained on line or from the newsletter) can be brought to the meeting or be mailed by USPS. Voting can also be done online at the website. The program included comments on decals and a discussion of electric conversions led by Al Blair. September 2015 Page 2

Safety Report The safety officer reported no injuries. He stressed that the most danger of personal injury is from a spinning propeller. Ensure that spectators are behind the airplane when the motor is running. September 2015 Page 3

RCRC Bylaw changes Section 3 (a) Annual membership dues are $50.00. Additional immediate family membership for each member will be assessed at the rate of ½ (one half) times the normal annual dues if the address is the same as the initial member s. For renewals that apply to the 2010 calendar year, yearly dues are due no later than the December, 2009 general membership meeting. Renewals after that date shall be assessed a $10.00 late fee. However, for the 2011 and later calendar years as well as for memberships taken during during December of 2010, there is no penalty; the fee is always $50.00. Proposed Change Section 3 (a) Annual membership dues are $50.00. Additional club Yes memberships for family members residing in the same No household as the primary club member are $25.00 each. Section 3 (c) Dues will be prorated on July 1 to ½ (one half) the normal rate for new members, and lapsed members who were not RCRC members the previous calendar year. Proration does not apply to family membership. Dues are non-refundable, except under extraordinary circumstances, which shall be determined by the membership on a case-by-case basis. Proposed Change Section 3 (c) Each club member s dues will synchronize with and be due upon Yes their annual AMA membership renewal. There will be no No proration of dues. The red Radio Control Operators No Permit (non-member cards) and the white Radio Control Operators Permit (visitors flying card) will have the issue and expiration dates clearly marked on the card as well. No permits will be issued for longer that a one year period. The membership card expiration date will be determined by the expiration date of the club member s AMA membership. Proposed Addition Section 3 (f) The gate combination will be changed at the first of the year. All Yes current members will be notified of the new combination. If for No some reason, the combination must be changed during the year, the membership will be notified as soon as possible. All new members will be given the combination with their membership card. The new combination will be the decision of the current president. Article Four Meetings Section 6: Proposed Change The regular meeting for the month of November shall be designated as the annual meeting and all membership assessments are due and payable at this time. The Newsletter Editor shall cause to be mailed to every member in good standing a notice of this meeting. The changes must be adopted by a two-thirds vote of the members present at that meeting or who voted by mailing in the ballots in the newsletter. A ballot returned by mail before the meeting is counted as if the member were present. The newsletter editor will provide a list of eligible voters and ballots for that meeting. Article Seven Section 9 Officers The Treasurer shall have the care and custody of all monies belonging to the organization and shall be solely responsible for such monies and Securities. He/she shall make deposits in a regular bank or trust company in a sum not to exceed $3,000.00, for maintenance of a checking account. The balance of funds of the organization shall be deposited to an interest bearing account, except that the Board of Directors may cause such funds to be invested in such investments As shall be approved by the laws of the State of Alabama governing this organization. The treasurer shall maintain a minimum un-leveraged balance of $2,000 (two thousand) dollars for the purpose of providing an emergency replacement fund for facilities lost at the Trey Wilburn Field, in the event of vandalism, arson, or natural disaster. He/she Shall render, at the monthly membership meeting, a written account of The finances of the organization, to include all expenditures and receipts since the last regular meeting. The monthly report shall include the field maintenance and improvement expenditures to date. No special fund may be set aside that shall make it unnecessary for the Treasurer to sign checks issued upon it, and only those officers designated by the Board of Directors sign checks or drafts of the organization with the concurrence of the Treasurer. The Treasurer may, at the discretion of the Board of Directors, be required to post bond, the cost thereof to be paid from the funds of the organization. The Treasurer shall perform all other duties incident to that office. The Treasurer shall require all monies received to be properly annotated on the RCRC Sales Report and turned into him/her at each membership meeting. He/she will verify the President s inventory (as required by Article 7, Section 6) by comparing the current inventory against last inventory, plus items received minus items sold, to insure proper accounting. A report to the general membership of inventory quantities, and the results of the review of the inventory, will be provided at the April and October meetings, and the December meeting upon a change in the office of President. Any shortages found as a result of this review are the responsibility of the President of RCRC. The RCRC fiscal year shall be the calendar year. September 2015 Page 7
