Seconded by Councillor Thomas R-150413-003 "THAT City Council now go into Committee of the Whole to consider public meetings, deputations, public question period, matters arising from correspondence, reports, matters tabled, motions for which notice was previously given and other business" Carried COMMITTEE OF THE WHOLE 8 PUBLIC MEETINGS There were no public meetings 9 DEPUTATIONS a Mayor Boddy Re: Volunteer of the Year Awards Mayor Boddy explained that volunteers are essential to many organizations as they give their time and labour and expect very little in return Volunteers desire to make a difference in their community by giving their time and expertise The first Volunteer of the Year Award recipient was Ann Kelly Mrs Kelly has been an active volunteer in the City for over 25 years Mrs Kelly has been involved with the Festival of Northern Lights, the Kiwanis Club, Citizens on Patrol, Community Waterfront Heritage Centre, Kings Farms Ball Team, Rotary Youth Camp, Jr 'B' Greys Hockey Team, Red Cross, Owen Sound's Sesquicentennial Celebration Committee, Owen Sound Regional Hospital Foundation Community Gifts Committee, VON and CGIT Ms Kelly was the recipient of the June Callwood Outstanding Achievement Award and along with her husband she visited disadvantaged families as Mr and Mrs Claus and provided them with gifts Mrs Kelly thanked Council for the recognition as well as her sponsor Bernice Ackerman and friends and family The next recipient of the Volunteer of the Year Ward was Eugenia Rawn Ms Rawn has been involved with Quota International of Owen Sound, many committees and many fundraising projects, including the Christmas Gift Wrap, Tour of Homes, Yellow Ribbon Campaign, Hottest Yard Sale Under the Sun, Roast Beef Dinners, and BBQ Fundraiser Ms Rawn was named District 18 Volunteer of the Year for Quota International and has served as a volunteer for the following organizations: CGIT Leader, Sunday School School Superintendent, Sydenham Sportsmen Association, Heart & Stroke Foundation, Grey Bruce Regional Health Centre and the Brain Injury Association of Grey Bruce Ms Rawn thanked the Recreation and Parks Advisory Committee, Quota International for the nomination and all of the volunteers in Owen Sound and area who accomplished so much The final Volunteer of the Year Award recipient was Barbara Olmsted Ms Olmsted has volunteered for the Grey Bruce Health Services (GBHS) for over 45 years Ms Olmsted has been involved with the Hospital Auxiliary, holding the positions of Vice-President, President and Convener of the Gift Shop Ms Olmsted has been involved in raising over $420,000 from the operation of the Gift Shop during the last five Page 3 of 10

years The money raised was donated to the Hospital for Capital Equipment Ms Olmsted manages all the day to day operations of the Gift Shop, including purchasing, inventory control and pricing, merchandizing and training of 30 volunteers Ms Olmsted has received the following recognition for her long time volunteer service with the Grey Bruce Health Service: Provincial Volunteer Service Award for 40 years of service; GBHS Volunteer Service Award for 45 years of service; Hospital Auxiliary Association Life Time Award of Ontario; and the GBHS Auxiliary Life Member Ms Olmsted explained that she loves volunteering at the hospital as it is a rewarding experience Ms Olmsted thanked everyone for the honour, including Carol Smith who nominated her 10 PUBLIC QUESTION PERIOD There were no public questions 11 CORRESPONDENCE RECEIVED FOR WHICH DIRECTION OF COUNCIL IS REQUIRED a Correspondence from Doug Sowerby, President, Grey Bruce Home Builders and Trades Association Re: Development Charges By-law Moved by Councillor Koepke R-150413-004 "THAT City Council receives the correspondence dated March 23, 2015 from the President of the Grey Bruce Home Builders and Trades Association respecting an amendment to the Development Charges By-law No 2015-025" Carried b Correspondence from Scott Wilson, President, Blue Water Curling Club Re: Request for Municipal Tax Levy Exemption Moved by Councillor Koepke R-150413-005 "THAT in consideration of correspondence dated March 25, 2015 from the President of the Blue Water Curling Club respecting the exemption of the Blue Water Curling Club from the municipal tax levy, City Council requests that staff provide a report for Council's consideration" Carried 12 REPORTS OF COMMITTEES AND CITY STAFF 12a Reports: 1 Report FIN-15-018 from the Director of Financial Services Re: 2015 Downtown Improvement Area Budget Moved by Councillor O'Leary R-150413-006 "THAT in consideration of Staff Report FIN-15-018 respecting the 2015 Downtown Improvement Area (DIA) Budget, City Council approves in whole the 2015 DIA budget" Carried Council discussed Item 13b at this time Page 4 of 10

13b Downtown Storefronts As the Chair of the Owen Sound Downtown Improvement Area (OSDIA) Board of Management was in attendance, Councillor Koepke asked if the OSDIA can maintain downtown storefronts? David Parsons, Chair of the OSDIA Board advised that since stores are independently owned it is difficult for the OSDIA to maintain storefronts However, the OSDIA Board, in partnership with the Economic Development and Tourism Advisory Committee is working on a solution to this matter Council discussed Item 12c2 at this time 12c2 Minutes from the Community Planning and Heritage Advisory Committee meeting held on April 2, 2015 Moved by Councillor Thomas R-150413-007 "THAT City Council tables Item 7Ia from the minutes of the Community Planning and Heritage Advisory Committee meeting held on April 2, 2015 until the next Regular Council meeting on April 27, 2015" Carried Moved by Councillor Thomas R-150413-008 "THAT the minutes of the Community Planning and Heritage Advisory Committee meeting held on April 2, 2015 be received and the recommendations contained therein be approved save and except Item 7Ia" Carried 2 Report OP-15-043 from the Environmental Superintendent Re: Household Hazardous Waste Municipal Participation Agreements Moved by Councillor Lemon R-150413-009 13h "THAT in consideration of Staff Report OP-15-043 respecting Household Hazardous Waste (HHW) Municipal Participation Agreements, City Council approves the Mayor and Clerk executing the 2015 HHW Program Municipal Participation Agreements with the municipalities of Georgian Bluffs, Grey Highlands, Meaford and West Grey" Carried Council discussed Item 13h at this time Report OP-15-045 from the Director of Operations Re: Request for Financial Assistance from the Province of Ontario Under the Ontario Disaster Relief Assistance Program (ODRAP) The Director of Operations advised that the City has spent over 1 million dollars dealing with damages to municipal property and infrastructure The Director of Operations advised that he is not aware of any negative impacts for the City should they request financial assistance from the Province under ODRAP Page 5 of 10
