A quorum was present. 2. Approval of the Agenda MOTION: A motion was made and seconded to approve the joint CIRTPA TPC November 17, 2016, meeting agenda. MOTION CARRIED UNANIMOUSLY 3. MOTION: A motion was made and seconded to approve payment to the Des Moines Area MPO. MOTION CARRIED UNANIMOUSLY 6. Calendar Year 2017 Meeting Dates Staff presented. Discussion ensued with regard the March 16, 2017 meeting date. It was suggested to move the March meeting to March 9, 2017. MOTION: A motion was made and seconded to approve the Calendar Year 2017 meeting dates with the March meeting to be held on March 9, 2017. MOTION CARRIED UNANIMOUSLY 7. FFY 2017-2020 Transportation Improvement Program Amendment Requests Staff presented. Discussion ensued. MOTION: A motion was made and seconded to approve Dallas County s proposed amendments to the FFY 2017-2020 TIP. MOTION CARRIED UNANIMOUSLY 8. January 2017 Item No. 4 ISSUE: Public Input on TIP Revisions PUBLIC INPUT: Opportunity for public comment on proposed revisions to the Federal Fiscal Years 2017-2020 Transportation Improvement Program. The CIRTPA s Public Participation Plan provides an opportunity for the public to comment on Transportation Improvement Program (TIP) revisions at CIRTPA Policy Committee meetings. January 2017 Item No. 5 ISSUE: Approve the Fiscal Year 2016 Audit Report CONSENT and VOTE: Consider approval of the completed Fiscal Year 2016 Audit report. In January 2016, Shull & Company, P.C. completed the Fiscal year (FY) 2016 Audit of the CIRTPA s Finances. The CIRTPA staff reviewed the report and found no instances of noncompliance with federal requirements. A copy of the full report will be made available at the January 2017 meeting. Following acceptance by the CIRTPA, the CIRTPA staff will submit the FY 2016 Audit report to the Iowa Department of Transportation. Approve the Fiscal Year 2016 Audit report. January 2017 Item No. 6 ISSUE: Des Moines Area Metropolitan Planning Organization Invoice to CIRTPA for the 2nd Quarter of Fiscal Year 2017 REPORT AND VOTE TPC ONLY: Brief report and approval of the Des Moines Area Metropolitan Planning Organization (MPO) Invoice to CIRTPA for the 2nd Quarter of Fiscal Year 2017. The MPO bills the CIRTPA for work conducted on the CIRTPA s behalf on a quarterly basis. The MPO s 2 nd Quarter Fiscal Year 2017 invoice covers work conducted for the period beginning October 1, 2016 through December 31, 2016. If approved, the CIRTPA staff will proceed with reimbursing the MPO. Included, immediately following is a copy of the MPO 2 nd Quarter Fiscal Year 2017 Invoice. Approve payment to the Des Moines Area Metropolitan Planning Organization for the 2 nd Quarter of Fiscal year 2017 billing period, October 1, 2016 through December 31, 2016. January 2017 Item No. 7 ISSUE: CIRTPA Officers for Calendar Year 2017 VOTE: Elect officers for the calendar year. Current CIRTPA TPC and TTC Chairs appointed a nominating committee, which provided a list of candidates to the CIRTPA. The CIRTPA will vote to elect calendar year 2017 officers. Officers required are a Chair, Vice Chair, and a Secretary/Treasurer. The schedule required for this process is: November/December 2016 Nominating committee forms and makes recommendations January 2017 Vote on calendar year 2017 officers at the CIRTPA meeting February 2017 Elected officers will take over their new roles Staff recommends approval of the nominating committee s list of 2017 officers. The Dallas County Conservation Board, Madison County, and City of Newton have requested the following revisions to the Federal Fiscal Year 2017-2020 Transportation Improvement Program (FFY 2017-2020 TIP): Sponsor: Dallas County CCB Project: RRVT Paved Crossing Project, Phase 2 Federal Aid Amount: $159,000 Federal Aid Type: TAP Total Cost: $199,000 Change: Add project to FFY 2017 in the TIP. Sponsor: Madison County Project: ALL: From VARIOUS to VARIOUS (County wide bridge inspection) Federal Aid Amount: $72,000 Federal Aid Type: STBG-HBP Total Cost: $90,000 Change: Increase funding amount in FFY 2017 to $112,000 of STBG-HBP funding. Sponsor: Newton Project: In the City of Newton, On N 4h Avenue W, from W 8 th Street through the 1400 Block Federal Aid Amount: $880,000 Federal Aid Type: STBG Total Cost: $1,100,000 Change: Increase the total cost to $1,347,020 and the STBG amount to $1,077,616, a federal aid amount increase of $197,616. January 2017 Item No. 10 ISSUE: Suballocation Review Committee Recommendations REPORT AND OPTIONAL VOTE: Review of the proposed Suballocation Review Committee recommendation. Andrea White, Statewide Planning Coordinator with the Iowa DOT, was at a CIRTPA meeting and discussed proposed changes to the current suballocation process. Those included: Allowing non-cirtpa members to apply for CIRTPA funding; Focus on funding more regional projects; and, Use project applications. CIRTPA approved the creation of a committee to review the proposed changes with at least three members from the Policy and three members from the Technical Committees. This committee met on November 2, 2016, to discuss these issues. From that meeting the committee made the following recommendations: 6.6% percentage of funding to be made available to non-cirtpa entities. 2.2% for HIRTA and 4.4% for small communities under 5,000 population but above 500. If CIRTPA doesn t award all of the funding for small communities and/or CIRTPA then the Iowa DOT would be eligible for funding. If not all of the funding would be used, it would be redistributed back to communities. Staff creates a two page report that communities with projects would fill out during the TIP development process indicating how that project meets the goals and objectives of the Long Range Transportation Plan. Staff communicate with smaller communities in the CIRTPA region to determine if there is any interest in serving on the CIRTPA board. More discussion will be had at the next CIRTPA Technical committee. The CIRTPA Technical Committee will meet right before the Joint Meeting. They will be discussing the impacts these potential revisions could have on communities. The results of that discussion will be reported during the meeting. January 2017 Item No. 11 ISSUE: Bicycle and Pedestrian Facilities Data Request REPORT: Report on a request from the Iowa DOT for data about updated bicycle and pedestrian facilities. The Iowa Department of Transportation has requested that Iowa s regional planning organizations provide updated bicycle and pedestrian information regarding the number of facilities constructed in 2016. CIRTPA staff will coordinate the collection of this information from its member governments. To that end, staff requests that each community provide a GIS shapefile, map, or spreadsheet with existing (and if possible, proposed or planned) bicycle and pedestrian facilities in your community. CIRTPA staff asks that member governments provide this information by Friday, February 6, 2017. Please contact staff should you need any assistance with this request. None. January 2017 Item No.12 ISSUE: Pavement Condition Reports REPORT: Review of potential pavement condition reports. Iowa State University s Institute for Transportation provides IPMP, the Iowa Pavement Management Program. IPMP promotes optimal, cost-effective decisions on highway maintenance, rehabilitation, and reconstruction, using accurate past and projected pavement conditions. IPMP integrates data collection and a database to track the condition of pavements on non-national Highway System (non-nhs) federal-aid-eligible roads. Non-NHS roads may be in state, county, and city jurisdictions. Staff has been to several meetings regarding the usage of IPMP software and will providing reports on the potential usage of dtims software for pavement management and forecasting. None. January 2017 Item No. 13 ISSUE: Iowa in Motion 2045 and Other Program Updates REPORT: Review of the DOT s Iowa in Motion 2045 plan other program updates. The state transportation plan (Plan) is a long-range document that addresses federal requirements and serves as a transportation investment guide. The Iowa Department of Transportation s (DOT) long-range planning process is called Iowa in Motion, and the most recent Plan developed through this process was adopted in 2012. The Plan is updated every five years in order to stay current with trends, forecasts, and factors that influence decision-making, such as legislation, funding, technological changes, and State priorities. Throughout fall 2016, draft analysis and content will be discussed with the Commission and made available for review. Draft content that is available for review and comment is linked at the bottom of this webpage. Additional public input will take place as the draft plan comes together, with the goal of adopting the final Plan in spring 2017. Currently, four chapters of the draft plan are available for review. The Iowa DOT will also be providing federal program updates and guidance as they come out. Staff will interpret and relay information as it becomes available. None. Report and discussion only. ISSUE: Federal Fiscal Year 2018-2021 Transportation Improvement Program Development January 2017 Item No. 14 REPORT: Report on the process to develop the Federal Fiscal Years 2018-2021 Transportation Improvement Program. The Iowa DOT requires that the CIRTPA annually develop a four-year Transportation Improvement Program (TIP) that details the use of federal funds for transportation projects in the Regional Planning Affiliation Planning Area. The CIRTPA staff begins work on the Federal Fiscal Years 2018-2021 Transportation Improvement Program (FFY 2018-2021 TIP) by providing each CIRTPA member government and participating agency a listing of their current TIP projects and associated information from the Iowa Department of Transportation s Transportation Program Management System for review and update. The CIRTPA staff requests that member governments and agencies determine if projects currently programmed for FFY 2017 will receive FHWA authorization to proceed with development before September 30, 2017. If a project does not receive FHWA authorization before September 30, 2016, then the project will need to roll-over to a future year in the TIP. The CIRTPA staff distributes status reports to member governments that currently have projects programed in the TIP. Over the coming months, staff will contact each of these member governments to discuss the details of their respected projects. Included, immediately following, is the TIP Development Schedule. None.
