Introduction These terms of reference (TOR) of the National Preventive Mechanism against Torture and Ill-treatment (NPM) outline the philosophy and vision of the NPM. The TOR are in full accordance with the Optional Protocol to the Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment, to which the State of Palestine acceded, the Guidelines on National Preventive Mechanisms of the Subcommittee on Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (SPT), and the Principles Relating to the Status of National Institutions for the Promotion and Protection of Human Rights (The Paris Principles). It should be noted that best international practices should be taken into consideration to ensure the independence and effectiveness of the NPM. 3
