Hope to see you there. Region 9 Rally Janie Haddaway, the Community Service Chairman for Region 9, has asked the region to raise money for the Wounded Warrior Project. Discussion planned for the February rally. 2012 Fiesta Rally - Moving and Planning and Reserving! The reactivation of Fiesta as Special Event Rally was approved during the January 2011 IBT in Robstown. Jim Schwerdfeger announced the rally in fine fashion during Friday night s announcements at the IBT. In addition, during the IBT seminar, Tom Collier spoke favorably and positively to the motion to re-instate the rally. After IBT approval, Gayle and others began marketing the Fiesta Rally while in Robstown with a display board and marketing/registration forms. A number of the marketing/registration forms were picked-up and handed-out. More importantly, we have received our first deposit; we are really on our way--again. this issue Fiesta Rally P.1 February Rally Schedule P.2 IBT Meeting P.3 Up Coming Schedule P.6 The 2012 Fiesta Rally chairpersons have identified the need for the following committee chairpersons. IBT Meeting January 2011 THCU Attendees At the IBT Meeting Jim & Raisin S Dick & Nancy W Warner & Gail H Ken & Sandy S Joe L & Gayle K The Mid-Winter IBT Rally was held at change our flag, which was the Richard M. Borchard Regional approved at our December Fairgrounds in Robstown, Texas. We luncheon, and it has been were the 1st group to use this facility since it recently opened. Lots of 2 point (water & electric) hook-ups on a large paved lot. At the time of our visit there were only 2 dump stations. This was our first IBT Rally and hope it is not our last. approved by the IBT Board. The Fiesta Rally for 2012 has been approved as a Special Event Rally by the WBCCI and is listed as such in the 2011 Directory. Our unit has had a good response regarding the return of the Fiesta Rally. Box 44 Bowden, WV 26254 IBT Sunset 2011 Continued from page 3: The motion by the DENCO to Amend Article IX of the Constitution was withdrawn by Region 11 President Neumarkel. He has withdrawn this motion with assurance from International President Beu that the Constitution and By-laws Committee will issue its letter of recommendation. The motion to amend will be sent out to all the other Units of the Club for their vote. In addition to the above motion there were 10 others presented. Motion #1 to eliminate the 3rd Vice President effective July 3, 2012 by deleting: Constitution: Article VII, Section 1 and 3, Article IX, Section 1, and Article X, Section 1. This motion failed. Motion #2 - John Boutwell moved that Bylaws, Article III, Section 1, Page 1, be amended to add the Safety Committee as a Standing Committee and he also moved that Bylaws & Policies, Policy, Standing Committees-General Duties, Section A, Page 6, be amended to include a general duties description for the new Safety Committee. The function of this committee would be to distribute information to all club members using the Blue Beret and electronic media to help them become safer travelers. Additionally its design is to encourage region safety advisors, while promoting safety seminars and to research safety seminars and to communicate safety concerns to the membership. This motion passed. Motion #3 - Barry Heckenswiler moved that Bylaws, Article III, Committees, Section 1, Page 1 be amended to add the Electronic Communications Committee as a Standing Committee. This motion passed. Motion #4 - Don Clark moved that Bylaws, Article III, Section 1, Page 1, be amended to add the Marketing Committee as a Standing Committee and he also moved that Bylaws and Policies, Policy, Standing Committees-General Duties, be amended to include general duties description for the new Marketing Standing Committee. Marketing Committee Chairman, Fred Richardson, had stated earlier that his committee can bring the prospects Continued on page 5 4

Fred Richardson has introduced a very attractive and eye catching colored post card which can be mailed to WBCCI prospects. Motion #5 - Bob Moss moved that Policy, Article XVL, Financial Management, Section 2, Bylaws be deleted with Sections 3 through 6 being renumbered 2 through 5. The motion was amended to change the word shall in the first sentence to may. This motion went back and forth several times over the words shall and may. The final motion that passed read: Income from the International Rally fees may be deposited in a checking account in the name of Wally Byam Caravan Club International, Inc. Rally fund at a reputable bank in the city closest to the International Rally site. Motion #6 John Stumpf moved to change the wording in Bylaws, Article V, Section 2, and Paragraph B. Page 11. Paragraph B would then read: A complaint so filed, shall be in writing and shall state the date and place of the alleged violation or misconduct and the facts upon which such complaint is based. The complaint must be filed with the President not later than 60 days after the occurrence of the event, which is the basis of the complaint. The remainder of the section would remain the same. This motion passed. Motion #7 John Turner moved that the IBT create a committee and that the International President appoint the committee members to study the acceptance of a Class A motor home manufactured by Thor Mfg. into the WBCCI for current and past members. This committee is to move forward as quickly as possible. This motion passed. in the eye of the beholder. Motion #8 CC Gartman moved that the IBT send the following motion to the Delegates at the 2011 Delegates meeting for their deliberation and vote: The Constitution, Page 7, Article XIII, Section 3 & 4 be changed by: In section 3, strike out slate of officers and insert list of qualified candidates. The amended section would then read: Section 3, The Nominating Committee shall prepare a list of all qualified candidates which shall be presented to the delegates at their annual meeting. In Section 4, strike our the nominees and insert all candidates, deemed qualified by the nominating committee. Section 4 would then read: Section 4 the names, along with the qualifications, of all candidates deemed qualified by the nominating committee shall be submitted to Headquarters not later than March 1 of each year for the publication in the April Blue Beret and on the WBCCI.org website. This motion passed. A full report of the Mid-Winter IBT will be printed in the Blue Beret. A report was given by a committee member on the Re-vision and Re-write of WBCCI s Constitution and Bylaws. There will be more on this in the coming weeks. From what I have heard it will be a complete re-write. I especially enjoyed the IBT Seminar since anyone could speak on all the motions.
