On this the 23 th day of July, 2018, at 10:00 A.M. came on to be held a REGULAR meeting of the Ector County Commissioners Court in the Commissioners Courtroom, Ector County Administration Building Annex, 1010 E. 8 th St., Odessa, Texas with the following members present: Debi Hays, County Judge Eddy Shelton, Commissioner Precinct #1 Greg Simmons, Commissioner Precinct #2 Dale Childers, Commissioner Precinct #3 Armando Rodriguez, Commissioner Precinct #4 Minutes taken by Linda Haney, County Clerk when the following proceedings were had to-wit: County Judge Debi Hays called the meeting to order at 10:02 A. M. with a quorum of the court present. The invocation was led by Commissioner Eddy Shelton. Commissioner Armando Rodriguez led the pledge of allegiance to the United States flag and the pledge of allegiance to the Texas flag. SPECIAL PRESENTATIONS/REQUESTS/RESOLUTIONS 1. To consider, discuss, and take any necessary action to appoint Commissioner Dale Childers as the Court s appointment to the Ector County Ad Hoc Transportation Committee. To consider, discuss, and take any necessary action to approve a resolution designating the County Judge as the grantee s authorized official on Grant #3288401 and #3288402, and authorize the County Judge and Commissioners to sign. Dusty Gallivan County Attorney Commissioner Simmons made a motion for approval of a resolution designating the County Judge as the grantee s authorized official on Grant #3288401 and #3288402 and to authorize the County Judge and Commissioners to sign; Commissioner Childers seconded the motion. MOTION PASSED. 5-0 6. To consider, discuss, and take any necessary action to alter Ector County Street Name Sign Color to Blue background, White legend, to be in compliance with the provisions outlined in the Texas Manual on Uniform Traffic Control Devices (TMUTCD), Section 2D.43 and as described in Title 23, Code of Federal Regulations (CFR), Part 655, Subpart F, Appendix, and to appropriate fund to Traffic Operations, Sign Materials, 002-830-5247 for $157,725.60 each year during budget for seven (7) years of replacement program plan to be effective in 2019 Budget Year and authorize the County Judge to sign. A motion was made by Commissioner Childers with a second by Commissioner Simmons to table the item. MOTION PASSED. 5-0 7. To consider, discuss, approve, reject, and take any necessary action regarding a proposed acceptance of a 0.47 mile roadway, Navasota Street, if Grow Odessa with the Odessa Chamber of Commerce agrees to improve drainage condition at the intersection of OIDC Drive and Navasota Street and the Ector County Engineering Section performs inspection thereafter to ensure drainage is collected at a designated draw located on the east of Navasota Street under John Ben Shepperd Parkway as a measure to address existing drainage issue at the property on the east of OIDC Drive and authorize the County Judge to sign.

Commissioner Shelton made a motion to approve acceptance of a 0.47 mile roadway, Navasota Street, if Grow Odessa with the Odessa Chamber of Commerce agrees to improve drainage condition at the intersection of OIDC Drive and Navasota Street and the Ector County Engineering Section performs inspection thereafter to ensure drainage is collected at a designated draw located on the east of Navasota Street under John Ben Shepperd Parkway as a measure to address existing drainage issue at the property on the east of OIDC Drive and to authorize the County Judge to sign; Commissioner Childers seconded the motion. To consider, discuss, approve, reject, and take any necessary action regarding the drainage and paving improvement of E. 67 th Street from U.S. 385 (Andrews Highway) to Stevenson Avenue and from 63 rd Street to 67 th Street alley (U.S. 385 Service Road), and to engage Landgraf, Crutcher & Associates (LCA) to provide all necessary topographical survey and engineering design for the project s preliminary assessment for a fee not to exceed $38,718.75, and to consider and approve an expenditure account line item transfer to Engineering, Professional Services, 002-820-5301 from Road Maintenance, 002-810-5241 for $38,718.75 and authorize the County Judge to sign. MOTION PASSED. 5-0 11. To consider, discuss, approve, reject, and take any necessary action to hire an experienced attorney at a Step 8. To consider, discuss, and take any necessary action to approve overtime pay for Deputies to cover shortages on Patrol and exclude the 171 hour rule. Mike Griffis Sheriff A motion was made by Commissioner Simmons with a second by Commissioner Shelton to approve overtime pay through the end of the current budget cycle for deputies to cover shortages on Patrol and exclude the 171-hour rule. MOTION PASSED. 5-0 13. To consider, discuss, and take any necessary action regarding paying overtime as opposed to compensatory time balances to compensate personnel shortage, and to approve a proposed account expenditure line item transfer to Road Maintenance Fund, Salaries, Full Time, 002-810-5103 from Road Maintenance Fund, Road Maintenance, 002-810-5241 for $22,808.52 and authorize the County Judge to sign. Commissioner Childers made a motion to approve paying overtime as opposed to compensatory time balances to compensate personnel shortage through the end of the current budget cycle and without approval of the line item transfer; Commissioner Shelton seconded the motion.
