April 10, 2018 Board of Commissioners The April meetings for the Clearwater County Board of Commissioners commenced on April 10, 2018 at 9:00 a.m. with Chairman Stenseng presiding and Commissioners Illies, Syverson, Nelson and Newland present. The Board recited the Pledge of Allegiance. Agenda Motion by Commissioner Syverson, seconded by Commissioner Illies and carried, to approve the Agenda. Minutes Motion by Commissioner Newland, seconded by Commissioner Nelson and carried, to approve the Minutes for the month of March with corrections. Land Department Bruce Cox presented the following motion: Motion by Commissioner Newland, seconded by Commissioner Syverson and carried, to authorize employee overtime for the Land Department and Campground during the field season when needed, to administer reforestation, site preparation, spraying, road work and operation of the campground outside of normal working hours. Environmental Services Dan Hecht presented an updated fee schedule for the landfill for discussion and the following motion: Motion by Commissioner Illies, seconded by Commissioner Newland and carried, to adopt the draft Demolition Landfill and Transfer Station fee schedule dated April 2018. MIS Department Stuart Lien presented the following motions: Motion by Commissioner Nelson, seconded by Commissioner Syverson and carried, to authorize the Information Technology Director to purchase the IBM V7R1 to V7R2 Operating System upgrade at a cost of $4,995.00 from CPS Technology Solutions. Motion by Commissioner Illies, seconded by Commissioner Newland and carried, to approve the Clearwater County local FBI/BCA Criminal Justice Information System (CJIS) Policies effective April 10, 2018. Auditor-Treasurer Al Paulson presented the bills and the following motion: Motion by Commissioner Stenseng, seconded by Commissioner Nelson and carried, to authorize the County Auditor to pay the submitted invoices of $182,191.32 for the County Revenue Fund and $5,198.77 for the Nursing Service Fund. There was a discussion on updating the personnel policy with Al Paulson and Al Rogalla. Engineer Dan Sauvé presented the bills, financial statement and the following motions: Motion by Commissioner Newland, seconded by Commissioner Nelson and carried, to approve payment of the Clearwater County Highway Department bills as presented. Department of Natural Resources Mary Straka, Karen Umphress and Tim Williamson from the DNR were present to discuss the proposed Border to Border Trail. There were several citizens present for this discussion. Recess The meeting recessed at 12:00 p.m. until 1:00 p.m. on April 17, 2018. April 17, 2018 Reconvene The meeting reconvened at 1:00 p.m. on April 17, 2018 with Chairman Stenseng presiding and all Commissioners present. Agenda Motion by Commissioner Nelson, seconded by Commissioner Newland and carried, to approve the Agenda. Nursing Service Marissa Hetland presented an annual report for Nursing Service and the following motions: Motion to delegate CCNS Director to administer CCNS quality improvement programs including Outcome Based Quality Improvement (OBQI) and Quality Assurance Performance Improvement (QAPI) for the hospice and home care programs. Committee to meet 4 times per year. Motion by Commissioner Syverson, seconded by Commissioner Newland and carried, CCNS may purchase 9 laptop computers at the cost of $15,150.42. Motion by Commissioner Nelson, seconded by Commissioner Illies and carried, CCNS may move Secretary Taylor Anderson from casual status to part time. She will work more than 1040 hours per year. Motion by Commissioner Illies, seconded by Commissioner Newland and carried, CCNS may move HHA Tasha Bakke from casual status to part time. She will work more than 1040 hours per year. Motion by Commissioner Syverson, seconded by Commissioner Newland and carried, CCNS may hire Bonnie Como casual HHA/HMKG position at Step 1. She will work less than 1040 hours per year. Motion by Commissioner Nelson, seconded by Commissioner Illies and carried, CCNS may hire Lavonne Vascend casual HHA/HMKG position at Step 3. She will work less than 1040 hours per year. Soil & Water Conservation District Chester Powell and Lori Buell were present to introduce Jamin Carlson, water planning inspector to the Board. They also discussed Aquatic Invasive Species inpectors. Open There was a discussion on 4 Legged Lake. There is an Enbridge meeting coming up that Commissioner Illies plans to attend and possibly Commissioner Newland.
