PLEDGE OF ALLEGIANCE PRAYER Geneseo resident Kathy Allen offered a word of prayer for the Geneseo City Council and the community as a whole. ROLL CALL The City Council of the City of Geneseo met Tuesday, at the Council Chambers, 115 South Oakwood Avenue. Mayor Linda Van Der Leest called the meeting to order at 6:00 PM. Aldermen Bob Wachtel, Doug Crow, Justin Snodgrass, Carl Freeman, Keith Kennett, Howard Beck and James Roodhouse were in attendance. Alderman Derek Betcher was absent. Also in attendance were City Attorney Virgil Thurman, Consultant Jim Hughes, City Clerk Loree K. Phlypo, Directors Opsal, Rice, Building Inspector Mills, and Chief Piotrowski, the press, States Attorney Terry Patton, Assistant State s Attorney Brian Kirk and his wife Brooke and various audience members. Mayor Van Der Leest stated that she wanted to recognize State s Attorney Terry Patton for his contribution to our new K9 Kato. State s Attorney Terry Patton stated that he is happy to be able to contribute to the replacement and purchase of K9 s. He stated that the contributions are from drug money. Officer Jamison Weisser joined the meeting and presented the new K9 that was sponsored by the State s Attorney s office. Kato, like Bobby is from Hungary and is an 18 month old German Sheppard. He stated that Kato is full of energy and very smart. CHAMBER OF COMMERCE/CHAMBER LIAISON Mayor Van Der Leest stated that the Chamber Director is unable to attend the meeting due to a child being sick, and the Chamber Liaison is always absent due to a spouse being sick. MAYORAL COMMENTS Mayor Van Der Leest stated that Representative Moffitt stopped into town and toured Smith Art Gallery and several other downtown businesses. She stated that she felt that the Monday night State Street residents meeting went well and the project starts tomorrow. AUDIENCE COMMENTS Mr. Kiss stated that he is disappointed on the trees being removed and felt that there could have been more of the engineering side of why the trees needed to be removed shared with the residents and there wasn t. Stanley Rydell from 2 Brothers Tree Service felt that it was unfair that local businesses weren t given the opportunity to bid on the tree removal on S. State St. Director Rice stated that the bidding for these parts of the project were out of the City s hands. He stated that the bids would have to go through the general contractor.

Alderman Beck stated that he felt that the Zoning of certain areas keeps this from happening. O-13-089 An Ordinance Adopting the Budget for all Corporate Purposes of the City of Geneseo, Illinois, in lieu of the Appropriation Ordinance for the Fiscal Year Commencing on the First day of July 2013, and ending on the thirtieth day of June 2014. RESOLUTIONS R-13-073 Supplemental MFT Resolution for Construction Observation for South State St. project. Motion by Wachtel, second by Kennett to pass resolution R-13-073 Supplemental MFT Resolution for Construction Observation for South State St. project. OTHER BUSINESS Consideration of a contract with Live Line Demo. Director Opsal stated that this is a live line demo showing safety for citizen training. He stated that this is going to be performed during National Night Out. Motion by Kennett, second by Freeman to approve entering into a contract with Live Line Demo not to exceed $1,350.00.

Motion by Kennett, second by Beck to approve the quote from Tri-City Blacktop in the amount of $14,340. Consideration for an additional amount to be added to the Northside School street repair in the amount of $40,000 for Asphalt from Henry County Highway Department.
