Additional agenda items under the heading Other Business were added at this time (see below). 2.0 Approval of RCMS Minutes of Meeting #66 The minutes of RCMS Meeting #66 held on June 9, 2005, at the NYISO Washington Avenue Extension Offices were approved with minor changes and revisions. The final minutes will be distributed to RCMS members and sent to Mr. Raymond for posting on the NYSRC web site. 1
3.0 Review of Action Items List RCMS reviewed the Action Items List. It was noted that Action Item [AI64-2] was complete with a completion date of 6/9/2005. A completion due date of 08/11/05 was added for [AI66-3]. Action Items [AI66-1], [AI66-2] and [AI66-4] will be discussed at today s meeting. 4.0 NERC/NPCC/NYISO Activities 4.1 NPCC & NERC 2005 Compliance Program Status Mr. Campoli provided an update of the NPCC & NERC 2005 Compliance Program Status. Mr. Campoli reported that the CCC subcommittees are working on developing a ranking/severity level for compliance violations. Mr. Campoli reported on the ongoing Energy Legislation. Mr. Campoli noted that the NERC 2006 Business Plan may include possible provisions for reviewing large EMS systems (i.e. other than NYISO Con Ed/National Grid). Mr. Campoli also reported that there would be an upcoming NERC audit of NPCC. 4.2 NYISO Response to NERC Compliance Program Form (EC AI #73-11) Mr. Adamson noted that this item would be discussed, including obtaining a clarification of the requirements, at tomorrow s Executive Committee meeting. 4.3 NERC Standards Development Update Mr. Adamson reported on the NERC Standards Development Update. Mr. Adamson commented on Standard (FAC 010-1) specifically regarding Planning and Operating Transfer Limits. Comments/concerns had been submitted on Draft 3. These comments/concerns were not addressed in Draft 4. Mr. Adamson reported that the Drafting Team had provided a response to these comments and reviewed this response. Mr. Adamson reviewed his retort to the Drafting Team response. This retort may be distributed to the other Balloting Pool entities for review. These Standards have been posted and will be balloted in September. A question was raised on System Performance versus System Operating/Planning Limits. Mr. Adamson provided an update on the Process Manual Revision and on the Urgent Action Cyber Security Standards. Mr. Adamson reported that the process manual revision is currently being balloted on (July 5 through July 15). Mr. Adamson noted that the process manual changes include permitting an extension for an Urgent Action Standard beyond two years as long as there is due diligence in developing a permanent standard. The third year of the Urgent Action Cyber Security Standard is also being balloted on. The approval of the Urgent Action Cyber Security Standard will be contingent on the process manual revisions being approved. Mr. Campoli reported that the NYISO will be voting yes on the Cyber Security Standard. The NYISO position on the Process Manual Revisions has not been determined to date. 2
Mr. Adamson reported that RRS recommends a yes vote on both standards. It was agreed that RCMS committee would recommend a yes vote on both standards with comments on the Process Manual revisions. Mr. Adamson will draft these comments [AI67-4]. 4.4 NYISO Report to the NYSRC on the Blackout (6/8/05 Draft) - RCMS Comments Mr. Campoli reviewed the comments provided by Mr. Adamson on this report. Revisions to the report were agreed upon during the meeting. RCMS approved the report pending these agreed upon revisions. 5.0 RCMS 2005 Compliance Monitoring Program 5.1 2005 Compliance Monitoring Program Summary Update For Review The scorecard was reviewed. A-M2 was noted as in full compliance. Mr. Adamson will modify the footnote (footnote #4) to reflect this. It was noted that a footnote will be added/modified for Item C-M4 to indicate an 8/11/04 due date. It was noted that E-M6 and K-M2b would be discussed at today s meeting (agenda items 5.3 and 5.4). 5.2 May 2005 Operating Report Mr. Campoli reviewed the May Operating Report. Mr. Campoli reported that a statewide voltage reduction test (5%) was conducted on June 15, 2005. The results of this test will be discussed at the next RCMS meeting. 5.3 Annual NYISO Resource Adequacy Assessment RCMS Comments (K-M2b) Mr. Adamson s comments on the Annual Assessment of Resource Adequacy covering the New York Control Area for the years 2005 2008 report were reviewed. Mr. Drake will modify the report as discussed during the meeting [AI67-1] and forward the revised report to the RCMS members. RCMS agreed to accept the report, with the noted modifications. Mr. Adamson will develop a one-page summary of the report for submittal to the Executive Committee at its August meeting [AI67-2]. 5.4 Pre-Seasonal Fault Duty Assessments (E-M6) Mr. Campoli distributed the NYISO Fault Duty Assessment Summer 2005 report. RCMS members will review the report and provide comments/questions by the next RCMS meeting (August 11, 2005) [AI67-3]. Dean Ellis of the NYISO will review this report and answer questions at the August RCMS meeting. 3
5.5 Schedule for 2005 Market Participant Assessments It was noted that the due dates for the Market Participants will remain as indicated for 2005. The NYISO will not be held as in non-compliance for Market Participant non-compliance until the associated rules are modified to indicate this. 6.0 Status of PRR #69 & NYSRC Policy on NYISO Responsibility for MP Compliance with the NYSRC Rules Mr. Adamson reported on PRR #69. Mr. Adamson noted that PRR #69 has been modified and has been posted for comments for the third time. The modifications to PRR #73 to meet the NYSRC policy were reviewed. Minor modifications to PRR #73 were recommended by Mr. Ganley and agreed upon by the RCMS. PRR #74 and PRR #76 were also reviewed at this time. Mr. Campoli recommended modifications to PRR #74. The proposed modifications to PRR #74 will be drafted by Mr. Adamson and issued for review by the RCMS. Mr. Adamson will develop the compliance elements for PRR #76 and send out a draft copy for discussion at the next RCMS meeting [AI67-5]. 7.0 Modifications to F-M2 & K-M2e, Reporting of Major Emergencies (PRR #78) RCMS Comments RCMS reviewed the proposed revisions to PRR #78 (previously PRR #77). RCMS members discussed the proposed levels of non-compliance. Modifications to the PRR were recommended. Mr. Adamson will modify the PRR as discussed and issue to the RCMS for review. 8.0 Implementation Plan for New/Modified Reliability Rules The example Implementation Plan for PRR #73 Verification Testing of Resource Capacity was discussed. RCMS members will provide comments on the example Implementation Plan by the August 11, 2005 RCMS meeting [AI67-6]. 9.0 NYSRC Transmission Workshop - June 28, 2005 Mr. Loehr discussed the NYSRC Transmission Workshop held on June 28, 2005. Participation at the workshop was good and the workshop was well received. Mr. Loehr reported that the visuals from the workshop are available on the NYISO and NYSRC websites. Mr. Loehr noted that DVD copies of the workshop would be available. He also reported that portions of the presentation may be copyrighted. 4
