INFORMATION & PROPOSALS Board Announcements Superintendent s Search second round of interviews have been completed; final candidates will be in-district March 9, 10, and possibly March 11, depending on the number of candidates Board of Ed Election Mrs. Uhl, who sits on the Board seat for Piermont, announced she will not be seeking another term of office. Petitions to run for the Board may be picked up from Mrs. Campanella, District Clerk beginning on March 3, 2015. Petitions must be signed by at least 30 qualified voters Superintendent s Report Harry LeFevre, Interim Superintendent, acknowledged Dr. Bill Lee, Principal of TZE, and Sheila Silverman, Assistant Principal of SOMS, on their impending retirement from the South Orangetown Central School District. Mr. LeFevre thanked both Dr. Lee and Mrs. Silverman for their hard work and dedication to SOCSD. Transition from TZE to CLE administrators have been working with transition teams to assure a smooth transition for 3rd grade to CLE. Preliminary Budgets Curriculum & Instruction Dr. Brian Culot presented the preliminary budget to the Board of Education. The presentation included areas covered by the Curriculum and Instruction Budget which includes curriculum hours, mini-grants, learning institutes, professional conferences, and in-service courses. Special Education Preliminary Budgets Curriculum & Instruction Special Education Ms. Michele Fenster, Director of Special Education and Student Services, presented the Special Education preliminary budget. The presentation included information on the district s special education classification rate, diplomas received by the special education class of 2014, and annual review preparation. The calendar will be revised and will be on the agenda for further discussion and possible adoption at the next Board meeting on March 12, 2015. The board agrees that an educationally sound calendar is important. Superintendent Candidates the board will meet with the search consultant on Monday, March 2, to discuss the candidates and the process for the community forums. Transition plans for new superintendent & new board member We the People Multi-cultural Festival will be held at SOMS on Sunday, March 8, 2015. A. Appointment of External Auditors WHEREAS in accordance with the State Comptroller s Five Point Plan, Laws of New York, 2005, Chapter 263, school districts are required to issue a competitive request for proposal (RFP) for selecting external auditing services every five years; Acceptance of Audit Committee Minutes Appointment of External Auditors AND WHEREAS an RFP for external auditing services was prepared by administration and reviewed by the Audit Committee ( the Committee ), and advertised on November 7, 2014; AND WHEREAS the District received proposals from seven reputable firms. The Committee reviewed each proposal received and evaluated the proposals in relation to the criteria set forth in the RFP. Based on that review, three reputable firms were selected to interview with the Audit Committee on January 12, 2015. 4
AND WHEREAS based on the interviews, proposals submitted, and reference checks, the Committee is recommending the appointment of O Connor Davies, LLP as the District s External Auditors commencing with the 2014-2015 school year, with an option to extend by the District at the end of each fiscal year with the final school year being 2018-2019; THEREFORE BE IT RESOLVED that the Board of Education, based on the recommendation of the Committee, appoints O Connor Davies, LLP as the South Orangetown Central School District s external auditor commencing with the June 30, 2015 audit at a fee of $34,000. Amendment to Appointment of Internal Auditors WHEREAS on December 18, 2014, the Board of Education appointed Toski & Co., CPAs, P.C. as the internal auditors for the District, commencing with the 2014-2015 school year; Amendment to Appointment of Internal Auditors AND WHEREAS based on the results of the external auditor RFP, the Audit Committee ( the Committee ) is recommending that the Board of Education rescind the appointment of Toski & Co., CPAs, P.C. as internal auditors, and appoint R.S. Abrams & Co., LLP given their experience and knowledge of the District; RESOLVED that based on the recommendations of the Committee, the Board of Education rescinds the appointment of Toski & Co., CPAs, P.C. and appoints R.S. Abrams & Co., LLP as the District s internal auditors to perform the risk assessment for the 2014-2015 school year at a fee of $8,500. The Board has the option to extend the contract at the end of each fiscal year through June 30, 2019. BE IT FURTHER RESOLVED that based on the results of the risk assessment, the Committee in consultation with the internal auditor will identify a minimum of one area of internal controls to be tested each year in accordance with their proposed hourly rates. Acceptance of Drivers Education Program Bid WHEREAS the Board of Education of the South Orangetown Central School District on December 29, 2014 publicly advertised a bid for the Drivers Education Program for the 2015-2016 school year. The bids were required to be received by January 22, 2015 at 10:00 am. Acceptance of Driver s Education Program Bid AND WHEREAS on January 22, 2015, the South Orangetown Central School District received one (1) bid from PAS Auto School as follows: In Car Instruction $305.00 Defensive Driving Course $ 40.00 Pre-Licensing Course $ 35.00 THEREFORE BE IT RESOLVED that the Board of Education of the South Orangetown Central School District hereby awards the 2015-2016 Drivers Education Program bid to PAS Auto School. 5
