The Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP), by its decision 1/CMP.6, agreed that the Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP) shall aim to complete its work pursuant to decision 1/CMP.1 and have its results adopted by the CMP as early as possible and in time to ensure that there is no gap between the first and second commitment periods. 2. By its decision 1/CMP.7, the CMP requested the AWG-KP to aim to deliver the results of its work pursuant to decision 1/CMP.1 in time to complete its work by the eighth session of the CMP. III. Annotations to the provisional agenda 1. Opening of the session 3. The seventeenth session of the AWG-KP will be opened by the on Tuesday, 15 May 2012. 2. Organizational matters (a) Adoption of the agenda 4. The provisional agenda, prepared by the in agreement with the, will be presented for adoption. (b) Organization of the work of the session 5. Background: The seventeenth session of the AWG-KP will be held from 15 to 24 May 2012. The AWG-KP will meet in an opening plenary on 15 May 2012. 6. Given that five bodies will be meeting during the sessional period, the available meeting time will be limited. The will invite statements on behalf of groups of Parties. Delegations are requested to keep their oral statements as brief as possible and to provide a hard copy to the conference officers in advance to facilitate the work of the interpreters. 7. The session will be organized taking into account the recommendations of the Subsidiary Body for Implementation at its previous sessions. 1 To enable delegations to participate fully in other meetings, the AWG-KP will be invited to conduct its deliberations as efficiently as possible. 8. Delegates are invited to consult the note prepared by the on the scenario for this session for further information and proposals on the organization of the work. 2 9. Parties are invited to refer to the overview of the session and the in-session Daily Programme posted on the UNFCCC website for a detailed and up-to-date schedule of the work of the AWG-KP. 10. Action: The AWG-KP will be invited to agree on the organization of the work of the session. (c) Election of officers 11. Rapporteur at its next session, 4 in accordance with rule 27, paragraph 6, of the draft rules of procedure being applied. 5 Consultations on the election of the Rapporteur of the AWG-KP will be undertaken during the seventeenth session of the AWG-KP, as the term of office of the Rapporteur will expire at the end of the same session. 12. Rule 27, paragraph 5, of the draft rules of procedure being applied provides that the officers of subsidiary bodies other than those established under Articles 9 and 10 of the Convention shall be elected with due regard to the principle of equitable geographical representation and shall not serve for more than two consecutive terms of one year. Parties are invited to recall decision 36/CP.7 and to give active consideration to the nomination of women for elective posts in any body established under the Convention or its Kyoto Protocol. 13. Action: The AWG-KP will be invited to elect its Rapporteur at the earliest opportunity following the completion of consultations. 3. Consideration of further commitments for Annex I Parties under the Kyoto Protocol 14. Background: The CMP, by its decision 1/CMP.7, paragraph 1, decided that the second commitment period under the Kyoto Protocol shall begin on 1 January 2013 and end either on 31 December 2017 or 31 December 2020. In accordance with the same decision, the AWG-KP is to decide on the end date of the second commitment period at its seventeenth session. 15. The CMP requested the AWG-KP to deliver the results of its work on quantified emission limitation or reduction objectives (QELROs) to the CMP at its eighth session with a view to the CMP adopting these QELROs as amendments to Annex B to the Kyoto Protocol at that session, while ensuring coherence with the implementation of decision 2/CP.17. 6 16. The CMP also invited Parties included in Annex I listed in annex 1 to decision 1/CMP.7 to submit to the secretariat, by 1 May 2012, information on their QELROs for the second commitment period under the Kyoto Protocol. 7 These submissions will be compiled into a miscellaneous document to be prepared for this session. 8 17. By the same decision, 9 the CMP requested the AWG-KP to assess the implications of the carry-over of assigned amount units to the second commitment period on the scale of emission reductions to be achieved by Parties included in Annex I in aggregate for the second commitment period, with a view to completing this work at its seventeenth session. The CMP also requested the AWG-KP to recommend appropriate actions to be taken to address these implications and to forward such recommendations in time for consideration by the CMP at its eighth session. 10 18. the proposed amendments to the Kyoto Protocol and its annexes as contained in annexes 1, 2 and 3 to decision 1/CMP.7. 19. The scenario note by the, referred to in paragraph 8 above, contains proposals aimed at reaching an outcome on these issues at AWG-KP 17. 20. Action: The AWG-KP will be invited to consider the document referred to in paragraph 16 above and focus its efforts on the following: (a) Agreeing on the length of the second commitment period; (b) Continuing consideration of matters related to QELROs with a view to the CMP adopting these QELROs as amendments to Annex B to the Kyoto Protocol at its eighth session; 12 (c) Considering the proposed amendments to the Kyoto Protocol contained in annex 3 to decision 1/CMP.7; (d) Assessing the implications of the carry-over of assigned amount units to the second commitment period on the scale of emission reductions to be achieved by Parties included in Annex I in aggregate for the second commitment period and identifying appropriate actions to address these implications.
